H92239-16-T-0002 Question and Answers

BUSINESS & ECONOMIC DEVELOPMENT TRAINING

# Question Solicitation Reference Government's Response

Will the Government provide the

CAQC training objectives referenced?

PWS Para 1.4.1: “The Contractor shall accomplish all training objectives of the Civil

Affairs Qualification Course, and Bravo Company, 3rd Battalion, 1st Special Warfare

Training Group (Airborne) encompassing economics and business subject matter.”

The overarching outcome for the Civil Affairs Qualification Course is to produce:

Regionally focused CA Team Leaders and NCOs who are critical & creative thinkers; adaptive problem solvers that thrive in the complexities of the human domain; able to plan and execute joint, interagency, and intergovernmental Civil

Affairs Operations across the globe to shape, deter, and influence foreign political & military environments.

2 Is there a required student-to-instructor ratio?

PWS Para 5.3.5: “The optimal class size will be no more than 48 students per iteration”

The CAQC Program of Instruction requires a 16:1 student-to-instructor ratio. For the seminar, the contractor should propose the number of instructors that will provide the most effective and efficient results.

Are the seminar and TTT sessions for the same group of students, wherein each day consists of a seminar supported by TTT event? Or are there two concurrent groups of up to 48 students each, one group attending the seminar and the second attending the TTT program?

PWS Para 5.4.1: “The Contractor shall provide three (3) two-day seminars in the Civil Affairs Qualification Course (CAQC) and a concurrent three (3) Train-the-Trainer program sessions for

CAQC Instructors.”

The seminar sessions are for CAQC students. The TTT sessions are solely for 3rd Battalion instructors to learn how to instruct the seminar content. The size of TTT sessions for instructors would range from 3 to a max of 8.

Are the courses intended for the same cohort of student, i.e. the students who attend the first 5-day course in June will be the same who attend the first seminar in July?

PWS Tentative Schedule:

Course 13-17 June 2016 Seminar 25-26 July 2016

There will be different cohorts/students for each seminar.
