PERFORMANCE WORK STATEMENT

BUSINESS AND ECONOMIC DEVELOMENT & PROBLEM SOLVING TRAINING

PERFORMANCE WORK STATEMENT (PWS)

PART 1

GENERAL

1. GENERAL: This is a non-personnel services contract to provide Business and Economic Development and Problem-Solving training. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Background: The 95th Civil Affairs Brigade (A) as a subordinate unit of United States Special Operations Command (USSOCOM), and United States Special Operations Command (USASOC), deploys worldwide and operates within the full spectrum of the Special Forces Operations. The 95th Civil Affairs Brigade (A) continually deploys its forces to developing and war torn nations to support Geographic Combatant Commands (GCCs) and United States Embassies’ Objectives, especially in areas designated as states at risk within specific GCCs and which share national interests with the United States. The Brigade’s contributions to these objectives involve addressing civil vulnerabilities, which enable violent extremist organizations (VEOs) to gain influence over vulnerable populations. Routinely these civil vulnerabilities involve a wide range of developmental issues including economic disparities between groups, which contribute to political instability. VEO leadership often uses real or perceived injustices to drive an insurgency. Both military operations and insurgent actions can adversely affect business and the economy of a region; such disruption can generate resentment against the government. Conversely, restoring or repairing production and distribution systems can energize the economy, create jobs and growth, and positively influence local perceptions serving to counter the influence and narratives of VEOs. Basic training received during the Civil Affairs Qualification Course does not include baseline business and economics instruction. Special Operations Forces have a unique requirement to adeptly identify and implement viable, sustainable solutions to persistent economic problems with a clear understanding of unintended consequences; this ability is paramount to mission success throughout the world during Unconventional Warfare (UW) and Foreign Internal Defense (FID) operations conducted by 1st Special Forces Command (Airborne) (Provisional). The final training model will be expanded to meet the unique needs of the U.S. Army Civil Affairs and Army Special Operations Forces (ARSOF) personnel.

1.2 The Civil Affairs Qualification Course serves as the initial military education for all active duty Civil Affairs Officers, Non-commissioned Officers, Sister Service members, and Allied Officers. The responsibility of planning and executing the CAQC is that of Bravo Company, 3rd Battalion, 1st Special Warfare Training Group (Airborne) as a subordinate unit of the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS). The U.S. Army John F. Kennedy Special Warfare Center and School trains, educates, develops and manages world-class Civil Affairs, Psychological Operations, and Special Forces warriors and leaders in order to provide the Army Special Operations Forces (ARSOF) regiments with professionally trained, highly educated, innovative and adaptive operators. Bravo Company, 3rd Battalion, 1st Special Warfare Training Group (Airborne) executes three iterations of the Active Duty Civil Affairs Qualification Course each fiscal year. The CAQC produces regionally focused Civil Affairs Team Leaders and Non-commissioned Officers who are critical and creative thinkers, adaptive problem solvers who thrive in the complexities of the human domain. They are able to plan and execute joint, interagency, and intergovernmental Civil Affairs Operations across the globe to shape, deter, and influence foreign political and military environments. At the core of a Civil Affairs operator’s ability to plan activities in support of Theater Special Operations Commands (TSOC), Geographic Combatant Commands, and United States Embassy objectives is the ability to plan, analyze and build programs aimed at civil vulnerabilities and vulnerable populations. Such vulnerabilities are categorized in the stability sectors of Economics, Government, Development, Social Services, and Rule of Law.
