Q&A clarifications 6 May 2016

1) Question: Can you clarify one of the Q&A responses? We want to confirm that USASOC wants three sections of each 1-week long course at the academic institution. You expect us to teach 16 students per section per course, bringing the total students during each 1-week phase to 48.

Government Response: Per clause 52.216-9 located in the PWS, USASOC requires a maximum of three (3) 5-day courses per year with a guaranteed minimum of one (1) course. Per paragraph

1.6.5.1. of the PWS, the 5-day courses to be performed under this contract will be performed at a location on or near to the Academic Institution of the Contractor.

2) Question: And, you do not want one course taught to all 48 students in one setting, right? That is, you are asking for the contractor to teach 3-one week courses with 3 sections each, for a total of 9 sections during the course of the first year.

Government Response: The optimum class size will be no more than 48 students per iteration, per Para 5.3.5. The PWS does not identify sections.

3) Question: Will USASOC accept and consider a joint venture proposal from XXXXX, or a proposal where XXXXX is a sub-contractor to XXXXX? Do you require all of the instructors to be employees of XXXXX?

Government Response: Please refer to: ADDENDUM TO 52.212-1, General Instructions to Offerors, sections 14.4. Section 3 – Accreditation Academic Institution. The offeror must show proof that it is a nationally or regionally accredited academic institution recognized by the Department of Education (DoE); and 14.5. Section 4- Small Business Subcontracting Plan and Small Business Participation. Offerors shall submit a subcontracting plan that includes small business participation goals. There are no exceptions or changes to the submission criteria posted within the solicitation.

4) Question: As for class size, the answer to question #2 states that a 16:1 student to teacher ratio is required. If 48 students report for the course, how does USASOC require that ratio be maintained?

Government Response: The 16:1 ratio was provided for information purposes only, as it refers to the Government's ratio used to instruct the CAQC course. As stated in the original response;

the contractor should propose the number of instructors that will provide the most effective and efficient results.

Submission of Offers: The date and time for submission of offers is not changed.
