SPEAR Soft Armor Ballistic Inserts Solicitation Q&A Set 5
28 April 2017
Q1: Performance Specification 3.8.1 requires an NSN to be listed on each product label. Is the NSN supplier-generated? Or is there a specific Government NSN for each product shape/cut and size? If there is a Government NSN, can the NSNs be provided?
A1: NSNs are normally established for approved products. As the product labels are included for Product Demonstration Models, a place holder should be put on the label where the NSN goes on a production item (i.e. XXXX-XX-XXX).
Q2: Under section 3.8.1 of the performance specification it states:
Each insert shall have a label that consists of identification, size, use and care instructions, inspection procedure, ballistic protection level and fitting instructions.
Is there as specific requirement regarding the fitting instructions referenced?
A2: Fitting instructions should indicate which side of the armor insert goes against the body and any special instructions the vendor wishes to provide.
Q3: Can the Government extend the proposal due date 30 days?
A3: The Government will extend the due from 4 May 2017 at 12:00 PM EST to 15 May 2017 at 9:00 AM EST within Amendment 05.
Q4: Section L.2.2.1.1 Subfactor1: Weight states that "the offeror shall indicate the weight and area of coverage of all PDMs for each cut and size, indicating conformance to the threshold maximum weight requirement in Performance Specification section 3.4.1". Our question is, the Areal Density (AD) is measured by the Government on the 44" x 44" panel. We measured the AD at an independent lab on a 15x15 panel, since they don't have a scanner big enough to do what the Government will do. Is it necessary to compute additional AD measurements on the PDM's if we already did this on the 15x15 panel as part of our submission and if so, how do we account for the "spall cover" which are on the PDMs?
A4: The vendor shall indicate the weight and area of coverage of all PDMs for each cut and size. The Government will evaluate the extent to which the offeror’s PDMs meet the Government weight requirements in accordance with Section M.2.2.1.1.
