SPEAR Soft Armor Ballistic Inserts Solicitation Q&A Set 3
28 March 2017
Q1: “Attachment_2_-_Drawings_170130.pdf” contains drawings of the parts to be delivered. However, the exact dimensions for the parts listed below are under-defined and cannot be created from the information provided in the Attachment. For example, with the RBAV parts (all sizes), there are no dimensions that define the size of the neck line, curvature of the neck line, or width of the shoulder straps. In order to create a fully compliant PDM, a complete set of dimensions is required for the drawings listed below. Can a full set of dimensional drawings be provided or can the drawings be provided in DXF or Gerber file format?
Under-defined Parts: RBAV SMALL FRONT, RBAV SMALL BACK, RBAV MEDIUM FRONT, RBAV MEDIUM BACK, RBAV LARGE FRONT, RBAV LARGE BACK, RBAV XL FRONT, RBAV XL BACK, MBAV SMALL, MBAV
LARGE, GROIN PROTECTOR SMALL/MEDIUM, GROIN PROTECTOR LRG/XL.
Our concern is that contractors or vendors that have participated on previous SPEAR contracts will have the correct drawings that others do not have access to, and therefore they will have an unfair advantage in making the PDMs.
A1: DXF drawings have been included within Amendment 02.
