SPEAR Soft Armor Ballistic Inserts Solicitation Q&A Set 4

26 April 2017

Q1: Are you able to provide the DFX Drawings for RBAV XL, Spear Plate Shaped Soft Armor S, M, ML, L and XL?

A1: The DXF Drawing for RBAV XL was uploaded to FedBizOps in Amendment 2. The Government will not provide DXF files for the SPEAR Plate Shaped Soft Armor in any size.

Q2: Due to backlog at the various approved testing facilities and with weathering chambers, can a 30-day extension be granted for the submission deadline?

A2: The Government will not grant an additional 30-day extension.

Q3: Section 3.4.1 of the Attachment 1 Performance Specification says, “the areal density shall be measured by scanning the surface of a 44” x 44” soft armor insert (with no spall cover) …” “Spall cover” is not defined in the specification. Is the spall cover the same thing as the “outer protective cover, heat sealed” defined in 3.4.5.1?

A3: Yes.

Q4: Can you please clarify the formatting in Section 3.8.1 (subsection a.3.)? It currently states that the following is required for the label identification: “NSN with 1D barcode/Contract Number/Lot Number/ Serial Number with 2D code 128 barcode/Date of Manufacture/Manufacturer.”

a. A 2D code is not a 128 barcode. A 128 barcode by definition/formatting is a 1D barcode. Should that be “1D code 128 barcode” after “Serial Number”?

b. Should there be a total of 2 barcodes on the label? (One that references NSN and one that references serial number?)

c. Does this mean there should be a minimum of 6 line items references on the label for this subsection a.3?

d. Can a sample label be provided as a drawing?

A4:

A4a: Performance Specification Section 3.8.1 (subsection a.3) should read “NSN with 1D code 128 barcode/Contract Number/Lot Number/ Serial Number/Date of Manufacture/Manufacturer.” The Performance Specification will be updated to reflect the correction.

A4b: As per the change to Performance Specification Section 3.8.1 (subsection a.3), referenced in Answer A4a, only one barcode will be required on the label.

A4c: Yes, there should be 6 line items referenced on the label for subsection a.3.

A4d: The Government will not provide an example label as a drawing. Vendor format is acceptable.

Q5: Can you confirm that you want the shoot pack to be measured for areal density to be 44"x44" vs.

48"x48"?

A5: Areal density will be measured using a 44” x 44” shootpack, as stated in Attachment 1 Performance Specification, Section 3.4.1.
