About this file

This is an Addendum No. 2 to a contract opportunity issued by the San Bernardino County Department of Public Works for the Baker Boulevard over Mojave River Bridge Replacement project (Work Order H14278, Federal No. 5954(193)). The addendum, issued September 10, 2026, modifies contract documents for the sealed bid solicitation with bid opening scheduled for September 17, 2026 at 10:00 a.m. via electronic submission through the ePro System. The project involves demolition of an existing timber bridge and construction of a new four-lane reinforced concrete structure with approach slabs, curbing, sidewalks, lighting, and erosion control work. Key modifications include: requiring CARB In-Use Off-Road Diesel-Fueled Fleets Certification of Compliance from subcontractors within 24 hours of bid opening; revising proposal pages P-4 through P-8 to include 118 bid line items with fixed and deletable items; adding settlement period requirements for bridge approach embankments; specifying concrete surface texture and stain treatments for concrete barriers with detailed architectural requirements including timber beam texture simulation; and replacing plan sheets and attachment pages. Bid items 47 through 52 are designated as deletable items for water utility work (water valves, hydrants, backflow preventers, and irrigation systems) that the Baker Community Services District is expected to perform within specified work windows; if not completed, the County Engineer may direct the contractor to perform these items or delete them per Section 9-1.06.

The addendum addresses bidder questions regarding estimates (not provided until after award), the definition of "D" (deletable items), and clarification that the County is the generator of treated wood waste from the existing bridge structure. Prevailing wage determinations are included for multiple crafts including Boilermaker-Blacksmith, Iron Worker, Electrical Utility Lineman, Telecommunications Technician, Metal Roofing Systems Installer, Tree Trimmer, Stator Rewinder, and Driver classifications across various California localities and areas, with rates effective through mid-2027. The concrete barrier texture and stain specifications require submitted manufacturer data, test panels at least 60 days before production work, and strict adherence to specified colors from AMS-STD-595 (base color 33690 with accent colors 33446, 30372, 36555, 30219, and 37769). Bidders must acknowledge receipt and understanding of Addendum No. 2 with a signed Bidder's Certification submitted with the proposal; proposals without this certification will not be accepted.

2. PROPOSAL PAGES

a. Delete Proposal Pages P-4 to P-8 and replace with Revised Addendum No. 2 Proposal Pages P-4 to P-8 (Attachment #1).

3. DIVISION I - GENERAL PROVISIONS

a. On SP-2, add the following to the “Add to Bid Item List Abbreviations Table” within Section 1-1.06:

Abbreviation Meaning

D Deletable

4. DIVISION III - EARTHWORK AND LANDSCAPE

a. On SP-89, add the following after 19-6.03A:

Add to section 19-6.03D:

Settlement periods are required for bridge approach embankments as shown in the following table:

Abutment number Surcharge height (feet)

Settlement period (days) a Abutment 1 & 11 0 28 a At this location, construct embankment by extending the grading plane (GP) in the elevation view of the bridge embankment surcharge detail of standard plan A62B horizontally to the centerline of the abutment.

5. DIVISION VI - STRUCTURES

a. On SP-99, add the following after 51-1.03F(5)(b)(i):

Add to the end of section 51-1.03G(1):

Provide concrete surface textures at the locations shown. The Engineer determines the acceptability of the surface textures. Architectural treatments must consist of:

1. Formed timber beam architectural treatment

Prepare and stain all textured concrete surfaces under section 78-4.

September 10, 2026

Submit manufacturer product data, form liner specifications, and sample shop drawings showing liner layout, grain orientation, and joint details at least 30 days before constructing the test panel.

The timber beam texture must simulate horizontally oriented rough-sawn wood grain with random shadow patterns and relief. Tool surfaces between imprints that do not exhibit the timber beam texture to match the adjacent grain pattern.

Construct a test panel at least 60 days before starting textured concrete work. The test panel must:

1. Be at least 4 feet wide by 4 feet high and constructed at a location approved by the Engineer

2. Demonstrate the form liner jointing, tie-hole patching, and surface tooling methods proposed for production work

3. Be prepared and stained under section 78-4 using the proposed concrete stain, color, and application technique

Do not place textured concrete or apply stain on production work until the Engineer approves the test panel.

The approved test panel establishes the visual standard for grain alignment, texture relief, form release residue removal, tooling, and color uniformity. Maintain the approved test panel on-site until all architectural surface work is complete and accepted. After acceptance of the production work, demolish and dispose of the test panel.

b. On SP-105, add the following after 78-2.01:

Add to the end of section 78-4.04B(2)(a):

The stain must be an acid stain.

The stain system for the formed timber beam texture must consist of 1 base color and 5 accent colors from the same manufacturer. The base color must match color no. 33690 of AMS-STD-595 and the accent colors must match color nos. 33446, 30372, 36555, 30219, and 37769 of AMS-STD-595.

6. ATTACHMENT A – BLUE PAGES

c. Delete Attachment A, Blue Pages, in its entirety and replace it with Revised Attachment A, Blue Pages, (Attachment #3) attached to this Addendum.

7. PROJECT PLANS

a. Delete and replace the following plan sheets with the corresponding Revised Addendum No. 2 plan sheets (Attachment #2), including:

Sheet 94, Add Alternate 1 Concrete Barrier (Type 85SW)

Questions and Answers:

Q: Is an estimate available?

A: The County does not provide the Engineer's Estimate to the prospective bidders. The Engineer’s Estimate is available after the award of the contract.

Q: Please clarify what the "D" stands for on the fourth column of the Item Sheet. Where it states (F) or (D).

A: (D) is defined in Special Provision 9-1.06 on page SP-52. Definition added to 1-1.06, see Addendum No. 2.

Q: Referencing Bid Items 47-52, and Section 5-1.36C(3) Pages SP-23 and SP-24 of the Special Provisions, are these bid items performed by Baker CSD? If not; * Bid Item 47, what type of material is the existing pipe? * Bid Item 48, is this hydrant run off an existing tee and please provide details on the connection. * Bid Item 49, what size is the backflow

September 10, 2026 and confirm the material connection. * Bid Item 50, please confirm the reuse of the existing material and extend the line with poly pipe and couplings. * Bid Item 51, please confirm the existing hydrants are reused.

A: Bid Items 47–52 are deletable items and must be priced by the bidder. Baker CSD is expected to perform the work within the specified work windows. If Baker CSD does not complete the work within those windows, the Engineer may direct the Contractor to perform the applicable bid items. Items not directed will be deleted under section 9-1.06. Refer to Attachment D (Green Pages) in particular Special Districts Department County of San Bernardino Standard Drawings. Existing size and material type is identified on the utility plans, connection details for valves and hydrants are unknown and to be verified in the field. Existing hydrants are to be reused as indicated on utility plans.

Q: Referencing the bridge removal item, please confirm if the lumber is considered "Treated Wood Waste" and if so, confirm that the contractor is not the generator. The "As-Builts reference "Heart Redwood".

A: The County is the generator of treated wood waste removed from the existing County-owned bridge. The Contractor is not the generator solely by reason of removing and handling the treated wood waste onsite. The Contractor must manage, accumulate, label, transport, and dispose of treated wood waste under section 14-11.14 and applicable law.

The County will provide the generator information required for the disposal records. Various members of the original existing bridge have been previously replaced with materials containing Treated Wood Waste. Requirements for Treated Wood Waste in Special Provisions 14-11.14 apply only to members determined to be Treated Wood Waste.

Q: Please confirm if there is a settlement period required for the new bridge abutments.

A: A settlement period is required at abutments, see Addendum No. 2.

Q: Please allow 24 hours from bid opening to submit the CARB certificates for subcontractors and not due at time of opening.

A: This is acceptable, see Addendum No. 2.

Q: Referencing Item #118. “118 839820A 925 LF Concrete Barrier (Type 85SW) (With Texture and Stain). The Contract Specifications nor the Plans provide any information as to the types of “Texture” or “Stain”. Please clarify.

A: See Addendum No. 2 for Special Provisions and Bid Items added to address the barrier texture and stain.
