This is an Addendum No. 1 document for the Baker Boulevard over Mojave River Bridge Replacement project administered by the San Bernardino County Department of Public Works. The project involves the demolition of an existing two-lane, 22-span timber bridge and its replacement with a four-lane, 10-span cast-in-place reinforced concrete slab structure on cast-in-drilled hole piles, spanning 0.31 miles from east of Mill Road to west of Route 127. The scope of work includes roadway approach modifications, bridge approach slabs, curb and gutter improvements, sidewalk and concrete work, highway lighting, channel rock slope lining, storm drains, and erosion control work. Sealed proposals are due September 17, 2026 at 10:00 a.m., with a non-mandatory pre-bid meeting scheduled for August 26, 2026 at 10:00 a.m. via video teleconference. Proposals must be submitted through the San Bernardino County ePro electronic procurement system or in person at County Public Works, 825 East 3rd Street, San Bernardino, California 92415-0835. Award is anticipated within 60 days of bid opening, with bid results posted within five working days on the County's Procurement website.
Bidders must hold a Class A Contractor's license and register with the California Department of Industrial Relations prior to submission. A proposal guaranty equal to at least 10 percent of the bid amount, payable to San Bernardino County, is required. The successful contractor must furnish labor and materials bonds and a faithful performance bond, each equal to 100 percent of the contract price. Payment is made exclusively by electronic funds transfer. The project is federally funded in whole or in part through Caltrans (Federal-Aid Project No. 5954(193), Work Order No. H14278) and is subject to Build America Buy America Act domestic content requirements, prevailing wage determinations at state and federal rates (with the higher rate applied where differences exist), California Air Resources Board In-Use Off-Road Diesel-Fueled Fleets regulations, Cargo Preference Act requirements, and Title VI civil rights assurances. Construction plans incorporate 2025 Caltrans standards and AASHTO design guidelines, with the contractor assuming sole responsibility for site safety and utility protection during construction.
