Removed. Provide as a deliverable

7. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 1 –

CORPORATE EXPERIENCE – SUBMITTAL REQUIREMENTS May an Offeror include experience of a subcontractor to satisfy Factor 1 (Corporate Experience) requirements?

No, the O&M and/or Custodial experience must come from the offeror or the parties in the joint venture. Only elevator and landscape services are acceptable subcontracted services.

8. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 1 –

CORPORATE EXPERIENCE – SUBMITTAL REQUIREMENTS "Offerors are to describe at least three CFM contracts.

a. Must each of the three contracts be for CFM services or can all three contracts in aggregate meet this requirement?

The three contracts must be CFM services.

b. Is CFM defined as O&M, custodial, and elevator services or will the Government otherwise clarify what minimum elements constitute a CFM contract?"

CFM for this requirement is defined as O&M, custodial, and elevator services

9. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 1 –

CORPORATE EXPERIENCE – SUBMITTAL REQUIREMENTS “The offeror’s narrative must discuss experience with the items listed in the CFM chart below.” There is no

CFM chart. Will the Government clarify what items are to be addressed?

Change language to state “The offeror’s narrative must discuss experience with the items listed below in FACTOR 1”

10. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 1 –

CORPORATE EXPERIENCE – SUBMITTAL REQUIREMENTS "Contracts must demonstrate services performed in/at facilities of at least 300,000 rentable sq ft (RSF).

a. Must each of the three contracts meet this 300,000 RSF requirement or is one of the three contracts sufficient? Each of the three contracts must meet the 300,000 RSF requirement

b. Will multiple buildings on a single contract that exceed 300,000 RSF in aggregate meet this requirement?" No, an aggregate RSF for multiple buildings is unacceptable.

11. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 1 –

CORPORATE EXPERIENCE – SUBMITTAL REQUIREMENTS Is this section included in the 15 page limit identified under Factor 1 – Corporate Experience – O&M

Experience?

Yes

12. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 1 –

CORPORATE EXPERIENCE – O&M EXPERIENCE The Offeror is to submit “a narrative discussion detailing its experience with each of the items identified on the charts below.” There are no charts. Is the Government referring to the items listed below the O&M Experience and

Custodial Experience sections? If not, then what charts?

Change language to state “a narrative discussion detailing its experience with each of the items identified in FACTOR 1”

13. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 1 –

CORPORATE EXPERIENCE – O&M EXPERIENCE The requirements for O&M experience are restrictive as they are detailed and specific to the Wiley building. All Government buildings are different in their own ways and it seems unreasonable to expect a Contractor to have three contracts each with a building that meets the specific requirements. This also restricts competition. Must each of the three contracts meet all of these requirements or can these be met in aggregate by all three contracts?

The three contracts must meet all of the requirements for Factor 1. Aggregate is not acceptable.

14. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 1 –

CORPORATE EXPERIENCE – CUSTODIAL EXPERIENCE This section does not mention a page limit like the 15 page limit for O&M Experience. Is this section included in the 15 page limit for O&M Experience or does it have a separate page limit and, if so, what is it?

Reword to - As outlined in the Submittal Requirements section above, the offeror shall demonstrate their corporate experience for each contract with a narrative discussion detailing its experience with each of the items identified below. The narratives shall be limited to 10 pages total and include a description of the responsibilities of the contractor and subcontractors.

15. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 1 –

CORPORATE EXPERIENCE – CUSTODIAL EXPERIENCE The requirements for

Custodial experience are restrictive as they are detailed and specific to the Wiley building. All

Government buildings are different in their own ways and it seems unreasonable to expect a

Contractor to have three contracts each with a building that meets the specific requirements. This also restricts competition. Must each of the three contracts meet all of these requirements or can these be met in aggregate by all three contracts?

The three contracts must meet all of the requirements for Factor 1. Aggregate is not acceptable.

16. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 2 –

TECHNICAL APPROACH "The Offeror shall submit a detailed narrative and completed document samples that describe the quality control plans in accordance with the size, scope, and complexity of the contracts described in Factor 1.

a. Will the Government confirm Offerors are to provide a narrative and document samples of the

Quality Control Plan (QCP) in place for each of the contracts cited in Factor 1? If not, will the

Government clarify what is required?

Yes, the Government requires narratives and document samples of the Quality Control Plan

(QCP) for each of the contracts cited in Factor 1.

b. It’s not clear if by document samples the Government means such things as an inspection report form or checklist or something else from the QCP. Will the Government clarify what it means by “completed document samples?”

The offeror must provide QCP samples which can include completed/filled-out inspection report forms, checklists, and etc.

c. It appears the Government is only interested in QCP information pertaining to the three contracts cited in Factor 1 and not anything related to proposed processes at the Wiley building. Is this correct and, if not, will the Government clarify?"

Government is interested in QCP information pertaining to the three contracts cited in Factor 1.

17. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 2 –

TECHNICAL APPROACH "The 1st paragraph implies Offerors are to submit a narrative and document samples describing the QCPs for each of the three contracts cited in Factor 1. The 2nd paragraph states the Offeror’s detailed narrative and samples will be evaluated on the understanding of the requirement. Buildings and contracts are different and each QCP is tailored to the requirements of the building and contract and not necessarily to those of the Wiley building/contract. Therefore, it’s not clear if the Government is evaluating the QCP narratives and sample documents from the three contracts in context of Wiley’s requirements.

a. Will the Government clarify its evaluation approach to “understanding of the requirement?” What requirement? The evaluation will be based on the requirement and contracts submitted from FACTOR 1. The detailed narrative and samples must support the information provided in FACTOR 1.

b. How should Offerors demonstrate an understanding of the requirement? "

The offeror demonstrates an understanding of the requirement by providing a detailed narrative and submitting documents that meet the requirements set forth.

18. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 2 –

TECHNICAL APPROACH The Government states our narrative will be evaluated as compared to the government’s needs. Will the government clarify what needs they are referencing here?

The government’s needs refer to the needs/requirements in FACTOR 1.

19. Amendment 5, Section M ADD TO SECTION C FACTOR 3 - KEY PERSONNEL Both

Key Personnel and Past Performance are each listed as FACTOR 3. Is Key Personnel and Past

Performance information to be included in the same section?

Yes both are required

20. Amendment 5, Section M ADD TO SECTION C FACTOR 3 - KEY PERSONNEL "No reference or information is provided for the newly added Operations Director/Coordinator position.

a. Will the Government provide the role and requirements for this position?

The Operations Director/Coordinator position is a Supervisor one step above the PM. If an offeror has a different title for one step above the PM, please provide that position title.

b. Is there a required location for this position and, if so, where?

The Operations Director/Coordinator position should work out of a local office within the

Metropolitan DMV area.

c. Is the Government expecting this to be an onsite project employee or a corporate level position? Corporate level

d. Can the Operations Director/Coordinator and Off-site Quality Control Person be the same person?" It is preferred that they are separate personnel, however they can be the same person. If this is not possible for an offeror, please provide an explanation.

21. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 3 – PAST

PERFORMANCE - TAB B The government references Tab B, but there is no Tab A. Can the government clarify instructions?

Section A is the Standard form 1449 page 1(one) Section B is the Standard Form 1449 Price

Schedule

22. Amendment 5, Section M TECHNICAL PROPOSAL EVALUATION, FACTOR 3 – PAST

PERFORMANCE - TAB B It’s not clear if the Government or Offerors are to obtain answers to the listed questions. Some Government clients will not respond back to the Contractor but will to a Government agency. This is not something a Contractor can control and is an unfair burden on the Contractor. Therefore, will the Government be contacting the two references for each contract to get answers to the listed questions?

The Government will contact the references

23. Amendment 5, General Proposal Due Date At the Site Visit, it was stated the

Government will not address questions until the Jul 13th due date. It's likely answers will take at least a few days to be posted and proposals are currently due Jul 24. Since Offeror’s will have to adjust to the answers once published, will the Government consider granting Offeror’s adequate additional time to develop and submit a 150 page technical proposal?

No extension will be granted

24. Section L, Evaluation Factor #1: “Offeror is required to have recent experience … within the past three (3) to five (5) years.” All experiences within three (3) years would be within five (5) years. Are experiences within the last three (3) years (2017-2014) acceptable to the government, or did all experiences need to exceed three (3) years but be within five (5) years?

Please refer to the latest amendment with revised sections L & M and minimum requirements

25. Section L, Evaluation Factor #1: The requirement speaks to ‘experience’, ‘contract’, ‘references’, and ‘category’ however it then requests something different from the three contract experiences where is requests “one (1) contract sample… within laboratories within the past seven years.” What is a ‘contract sample’?

Please refer to revised section H.

26. Section L, Evaluation Factor #1: Will the government consider removing the requirement for

“experience following safety procedures and regulations in maintaining building infrastructure within laboratories within the past seven years”? Vendors follow safety procedures and regulations in ALL of our buildings which demonstrates our ability to rigorously follow safety procedures and regulations in general and also within laboratories.

Please refer to revised section H.

27. Section L, Evaluation Factor #2: “… within the past three (3) to five (5) years.” All contract samples within three (3) years would be within five (5) years. Are contract samples within the last three (3) years (2017-2014) acceptable to the government, or did all contract samples need to exceed three (3) years but be within five (5) years?

Refer to Amendment A005

28. Section L, Evaluation Factor #2: Will the government consider removing the page limit as it is not possible to provide “as detailed as possible in your write-up as to what the job entailed” and include “COR approved samples” as each sample exceeds three pages alone even without a detailed write-up?

No

29. Section L, Evaluation Factor #2: Will the government consider removing the font size restriction as COR approved samples exist in the font size the COR approved for those samples in those specific contracts?

No

30. Q&A Answer 147: Please confirm that in fact the government only wants two references, and not three as provided in Answer 147?

Please refer to the latest amendment with revised sections L & M for Past Performance information

31. Q&A Answer 152: The answer provided, ‘The technical approach’, does not answer the question asked. Please provide the answer to the question or explain what is meant by ‘The technical approach’.

Please refer to the latest amendment with revised sections L & M for Technical Approach requirements

32. New Question: The original due date for submission came and went and we submitted our proposal by the due date as did other companies I am aware of submitted their proposals. Why was the solicitation not awarded based on the original submission dates?

No awards have been made and no proposals previously submitted have been evaluated.
