In response to the following questions listed below:
Contractors Question: With GSA having all of the proposals for at least 31 days from the original submittal due date to the new one; with plenty of participation within the DC area companies, why is GSA removing this requirement and allowing companies outside of the DC area to submit bids?
GSA Response: GSA overstated the minimum requirement and is interested in promoting competition.
Contractor Question: Why is GSA reducing the requirement for the key position from
Operations Director/Coordinator to Sr. Project Manager when the original submittal companies submitted their resumes for that position establishing that those qualifications are local to the DC area for this position?
GSA Response: GSA overstated the minimum requirement and is interested in promoting competition.
Contractor Question: GSA responded to the question relative to that position on
Question 27; whereas the resume's for key position were required to be submitted with the original proposals and the companies submitted their resume for the Operations
Director/Coordinator position. Since the resume was required in the original submittal and not mentioned or required in Amendment 7, are we to submit the reduced level of experience resume for the new established position?
GSA Response: The following section has been amended:
ADD TO SECTION C FACTOR 3 - KEY PERSONNEL
Offeror must provide either resumes, qualifications, licenses and/or certifications for key personnel staff proposed to fill the key personnel positions:
• Project Manager (Section C.1.8.1, H.15.2.1)
• Sr. Project Manager
• Off-site Quality Control Personnel (C.1.8.6, C.2.18)
Contractors Question: Q; Since the Amendment 7 established a new due date with those changes, is GSA allowing companies outside of the original submittal companies for the original due date on 7-25-2017 to submit bids and if so why?
GSA Response: GSA revised the offeror due date to allow all potential offerors the opportunity to submit a proposal.
