RFP AMENDMENT 004 dated 27 June 2016

ATTACHMENT #1

Pre-Award (RFI) Questions and Answers (Questions 9 through 33)

9. QUESTION:

Per the RFP the project is listed as set-aside for small business. If the equipment manufacturer is a large business due to the manufacturing requirements. Will it be acceptable that the manufacturer is large business as long as the equipment is furnished and installed by the small business contractor.

RESPONSE:

Yes. It is acceptable to purchase from a large manufacturer as long as the equipment is furnished and installed by the small business contractor.

10. QUESTION:

Will it be acceptable for the contractor to relocate and modify the temporary concrete barriers during construction as temporary force protection?

The existing concrete barriers can be relocated during construction however the concrete barriers (or another equal temporary barrier type) must be in place once the GC’s crews have completed work for each day.

11. QUESTION: Is there a concrete slab under the existing brick pavers.

RESPONSE: It is believed that the brick paved areas most recently re-paved (approx.

2002) are set on a thin mortar base with sand between each paver.

12. QUESTION: Please verify the operable bollards will be controlled from the guard’s booth and the control room.

Yes, “master” control is from control room inside the building, with “slave” control at the guard booths.

13. QUESTION: It is our understanding that the new vehicular barrier's are provided under a separate contract. When the units are manufactured can the relay's for the connection under our contract be installed.

The GSA is managing two (2) separate projects that will enhance vehicle security. One project primarily focuses on the replacement of the existing delta wedge barriers directly in front of each garage entrance. The other project focuses on the collective perimeter security for the Courthouse and creates the first layer of vehicular defense on Jamieson via the installation of active bollards. The successful GC for this solicitation (perimeter security improvement project) shall be responsible for all needed relays and controls related to the perimeter security improvement project.

14. QUESTION: Section 347513 2.2 M calls for a UPS sized to allow for 100 cycles. This would be a large UPS for this style of system. Please request whether or not a smaller UPS will be allowable.

Proceed with providing pricing for the UPS as required within the project specifications however please provide an alternate price for the installation of a smaller UPS that will accommodate the system being presented.

15. QUESTION: Will the due date be extended due to the additional information required.

The due date will not be extended.

16. QUESTION: Reference Drawing L 501 states bollard foundation shall be designed to meet the threat level of the project, can the government clarify whether an engineered crash rating is acceptable or ifRef certified crash test is required?

Engineered crash rating is not acceptable. GC must provide crash test data for any pre-tested systems. GC must also provide manufactures certification that the barrier design has been tested by an approved, independent testing agency. For a K4 rating, the test vehicle at the moment of impact will stop and disable a 15,000-lb (6,818-kg) truck, moving at 30mph (48 kph). Pre-tested systems shall follow the ASTM F2656, Standard Test

Method. For the custom cable fence systems the GC shall provide LS Dyna virtual crash test (FEA model) analysis, signed and sealed by PE.

17. QUESTION: Reference Drawing L 502 – (3) Decorative Bollard Sheath / Can the government provide tolerances and dimension for orthogonal design?

Drawings show aesthetic intent, provide shop drawings based on plans for acceptance by the government.

18. QUESTION: Reference Drawing L 502 – (3) Decorative Bollard Sheath / Denotes a 1” x 2” Steel attachment tab for fence panel, if the attachment tab is to be reinforced to bollard core the decorative sheath cannot be a continuous form or sleeve as it will not slide over the bollard core. Can the government clarify the design intent.

Decorative panels can be attached to decorative sheath if attachment can provide a secure connection for the fence panel. Panels at cable stay system will need to be coordinated with delegated design of cable stay system.

19. QUESTION: Reference Drawing L 502 – (3) & (1) Decorative Bollard Sheath / Can the government clarify and define “eased edges at top”

Eased edges signifies rounding edges, change note to say “provide a ¼” round edge at top.”

20. QUESTION: Reference Drawing L 502 – (2) Section B-B / Shows the cable stay portion above the height of the bollard core. Can the government confirm that the bollard core height should be adjusted throughout site based upon location?

Yes, adjust as necessary for delegated design of cable-stay system.

21. QUESTION: Reference Drawing L 503 – (1) Fence Panel Cable System / Drawing shows a traditional terminal post cable system however represents the application in on drawing 502 in a round bollard configuration. Can the government clarify the design intent?

Drawings show aesthetic intent/requirement for sheaths and infill panels. Delegated design cable-stay structure and supports to be within decorative sheath and panel system.

22. QUESTION: Reference Drawing L 503 - (1) Fence Panel Cable System / Drawing denotes a cable configuration where the bottom weld and cable system due to the interior location on a round bollard would add substantial fabrication costs. Can the government confirm the design as shown is required or can contractors propose different core and cable design that fits within the current exterior sheath design?

Drawings show aesthetic intent/requirement. Contractors can propose different core and cable design as long as it fits within the aesthetic intent. Cable-stay structure and supports is delegated design.

23. QUESTION: Can the government provide further dimensions, close up detail and tolerances for fence panel design? Since the government has requested LPTA we would strongly encourage further design details to ensure proper interpretation of fabrication requirements.

Drawings & specifications show aesthetic intent. Provide as shown on drawings. See

2/L0502 for design intent.

24. QUESTION: Reference Drawing S 101 – Note 1 / Details requirements for signed and sealed drawings by Professional Engineer, are PE Stamped drawings required for all crash rated foundations through entire site or will a single stamped drawing for each foundation type be acceptable (stand alone bollard, cable stay bollard and hydraulic bollard)?

At a minimum, provide signed and sealed delegated design drawings for each foundation type showing “worst” case scenario. If foundation type has multiple shapes, provide separate drawing for each shape.

25. QUESTION: Reference Drawing S 101 – Note 1 / If foundations are to be engineered then crash test data would not be applicable. Can the government clarify?

tested systems.

26. QUESTION: Reference Drawing S 001 – Note IV B / If foundations are to be engineered there will be no crash test data available the meets DOS crash testing requirements, can the government clarify?

tested systems.

27. QUESTION: SECTION 34 71 13 VEHICLE BARRIERS – 1.6 Performance / Requires crash test certification, however directly above states custom design for cable stay system. There will be no certified crash test in accordance with DOS on a custom engineered system. Can the government either remove the performance criteria or provide clarification on the conflicting statements?

tested systems.

28. QUESTION: SECTION 34 71 13 VEHICLE BARRIERS – 2.1 A 3 / Stated diameter core is 8” however drawings denote 10” can the government clarify?

8” is a minimum and 10” is representational, as noted in detail 4/L501. Either are acceptable if they provide required rating.

29. QUESTION: SECTION 34 71 13 VEHICLE BARRIERS – 2.2 A 1 / Can the government change impact “certified” to impact “engineered” as the system will not be crash test certified unless the government would like the contractor to include the cost of crash testing the custom system to receive applicable certification?

tested systems. GC must also provide manufactures certification that the barrier design has been tested by an approved, independent testing agency. For a K4 rating, the test vehicle at the moment of impact will stop and disable a 15,000-lb (6,818-kg) truck, moving at 30mph (48 kph). Pre-tested systems shall follow the ASTM F2656, Standard Test test (FEA model) analysis, signed and sealed by PE..

30. QUESTION: SECTION 34 71 13 VEHICLE BARRIERS – High Security Vehicle Barricade / Active bollards are typically crash test in groups of three, can the government confirm that per drawings a set of two bollards will be acceptable even though it does not meet the manufacturer’s crash test data requirements?

Since there are fixed bollards on each side of the groups of two, if the fixed bollard meets

K-4 and the retractable bollards meet k-4, it is acceptable to assume a cluster of bollards with two retractable and one fixed each with K-4 rating is equivalent to that of 3 retractable group if they have the same distances in between them as the crashed test conducted for 3 retractable ones.

31. QUESTION: Please confirm that a LS Dyna virtual crash test (FEA model) will be required for all cable fence and bollard scenarios depicted on the drawings. There are several locations with slightly different spacing requirements and foundation restrictions. Please confirm that an analysis would be required for each location.

tested systems. GC must also provide manufactures certification that the barrier design has been tested by an approved, independent testing agency.
