About this file
This document is an email exchange between Patricia Lorenzen, a Senior Procurement Specialist at the Arizona Department of Environmental Quality (ADEQ), and Kirk Craig from Geosyntec Consultants, regarding a Request for Proposal (RFP) for Advanced Water Purification Technical Support, identified by the solicitation number BPM005664. The communication focuses on Geosyntec's submitted offer and specific requirements for the procurement process.
The email indicates that Geosyntec initially submitted an offer with multiple exceptions to the RFP's terms and conditions, which could potentially disqualify them from the evaluation process. Lorenzen requests that Geosyntec revise their Attachment F - Conformance Statements to remove all exceptions, particularly noting that exceptions to uniform terms and conditions are non-negotiable. The procurement process requires that offers with zero exceptions will move forward in the evaluation, and Geosyntec is being given an opportunity to resubmit their conformance statements without any exceptions to remain eligible for potential award of the technical support contract.

This email is a follow up to our phone conversation today.
I have reviewed all offers for the Advanced Water Purification Technical Support RFP BPM005664. Attachment F - Conformance Statements contains the following statement.
READ ALL INSTRUCTIONS TO OFFERORS BEFORE TAKING ANY EXCEPTIONS. OFFERS WITH EXCEPTIONS MAY BE FOUND NOT SUSCEPTIBLE FOR AWARD UNDER A.A.C. R2-7-C311 OR RECEIVE LOWER SCORES DURING
EVALUATION.
At this point, offers were received from suppliers that took zero exceptions. Those offers will move forward in the evaluation process.
Your company took several exceptions to the Advanced Water Purification Technical Support RFP BPM005664.
Exceptions taken to the Terms and Conditions as well as the RFP documents create a situation where the procurement manager discovers and determines a supplier to be not susceptible for award, therefore I am asking you to review the exceptions taken within the Terms and Conditions.
In order for your offer to move forward in the evaluation process, a new Attachment F - Conformance Statements will be required which lists no exceptions to the special terms and conditions or the uniform terms and conditions.
Exceptions to the uniform terms and conditions are non-negotiable and will not be acceptable to the State.
Thank you
