The City of Santa Maria (City) owns and operates a wastewater treatment plant (WWTP) that serves approximately 107,000 people with a rated capacity of 13.5 MGD. In 2022, Geosyntec was retained by the City to provide support for the Notice of Intent (NOI) Application for the General Waste Discharge Requirements (GWDR) Order No. R2- 2020-0020 from the Central Coast Water Control Board (CCWCB). To begin the process, Geosyntec first assisted the City in providing an initial response to the NOI letter establishing a reasonable period to complete the NOI Application.
Following the completion of the letter, Geosyntec worked with the City to collect the material required to complete the NOI Application. In addition, Geosyntec performed a high-level treatment alternatives analysis for upgrading the facility to provide budgetary estimates for the City to present to the City Council in preparation of the upcoming capital improvements program to address the new discharge permit requirements.
The NOI Application was successfully submitted to the CCWCB, and the City is now in the process of upgrading its WWTP to meet the new
GWDR.

Summarize the scope and deliverables provided, including timeline and outcome.
LPVCWD (the District) operates a Groundwater Treatment Facility (Facility) in Baldwin Park, California, and is part of the Baldwin Park Operable Unit within the San Gabriel Valley Superfund Site. The treated groundwater from the Facility is delivered to the drinking water distribution system for the District’s public service area.
Geosyntec assessed the current water quality of the groundwater source(s) and the treated effluent of the Facility. While the Facility treats the groundwater for the removal of other analytes, including perchlorate and 1,4-dioxane, Geosyntec identified the need for an effective nitrate treatment system and determined viable treatment technologies for the efficient removal of nitrate, the analyte approaching its Maximum Contaminant Level (MCL) for drinking water. Geosyntec developed evaluation criteria and a ranking system to assess the feasibility of each treatment technology’s ability to consistently and efficiently remove nitrate. Geosyntec analyzed the treatment technologies regarding operational complexity, financial feasibility, and other evaluation criteria and provided recommendations to the District for preferred treatment technology and system supplier.
Geosyntec prepared a technical memorandum to document this evaluation process and describe the basis for the recommended nitrate treatment system. Furthermore, Geosyntec conducted an initial valuation of the costs associated with retrofitting the Facility’s existing building for the size and layout of the recommended nitrate treatment system, procuring the treatment equipment, constructing and installing the system, and other potential costs or anticipated fees. As the engineer of record, Geosyntec is preparing design plans for the furnishing and installation of the nitrate treatment system at the Facility. Geosyntec also prepared an integrated implementation schedule and incorporated elements for engineering design, permitting application processes, and construction. Geosyntec augmented the District’s efforts to proactively evaluate mitigation measures to address the gradual increase in nitrate concentrations in the drinking water supply. Geosyntec will also assist the District through the bidding and construction phase.
Furthermore, on behalf of the District, Geosyntec corresponded with several agencies to identify permitting requirements and plan for the required permitting application processes. Geosyntec prepared the pre-construction design report to facilitate the permitting process with the California Water Resources Control Board, Division of Drinking Water (DDW), the regulatory agency for drinking water systems. Also, Geosyntec assessed potential loan and funding opportunities for which LPVCWD may apply specifically for this project and streamlined (or expedited) the District’s application process for the Drinking Water State Revolving Fund (DWSRF).
Geosyntec’s analysis of the water quality throughout the existing treatment system, careful consideration for the physical placement of a proposed nitrate treatment system, and thorough evaluation of the best available treatment technologies allowed the District to select the appropriate treatment system and supplier with high confidence and at optimal value. Geosyntec’s design will optimize the District’s needs for the nitrate treatment system mailto:rfrausto@lapuentewater.com
Arizona Department of Environmental Quality - Procurement Office at current conditions, with sufficient provisions for future expansion of the treatment system, if needed. Arizona Department of Environmental Quality Direct Potable Reuse (DPR) Framework Development, Phoenix, AZ. In response to the growing concern for freshwater resources, the Arizona Department of Environmental Quality (ADEQ) was tasked with developing regulations for the treatment of municipal wastewater into drinking water. Arizona has existing indirect potable reuse regulations in place. In addition, the Scottsdale Wastewater Treatment Plant is the first facility in the state approved for direct potable reuse even though the system is not currently operating as a DPR system. Geosyntec was hired by ADEQ to assist in the development of the road-map document that provided resource for stakeholders to navigate through ADEQ’s program. As part of the process, Geosyntec reviewed the latest research literature on DPR and other states DPR’s regulations. Geosyntec worked with ADEQ and the Technical Advisory Committee to document the state’s selected regulatory requirements for DPR in the Road-map. The Roadmap included guidance for pathogen control, chemical control, wastewater treatment requirements, enhanced source control, Operations and Maintenance, and Outreach.
- Researched DPR programs implemented by other states, including CA, CO, FL, and TX
- Researched industry standards, guidance documents, and recent research involving DPR and IPR
- Integrated research with TAG outcomes to prepare a draft ADEQ AWP Roadmap
- Prepared an Executive Summary of the ADEQ AWP Roadmap

Advanced Water Purification Facility | El Paso Water, TX - Carollo is leading technical efforts for El Paso Water Utilities as the utility becomes the second in Texas to implement DPR and the first to build a “direct to distribution” facility in the U.S. The AWPF will provide a new, droughtproof, and completely renewable source of drinking water by producing up to 12mgd of blended drinking water at build-out. The AWPF will recycle wastewater from the Roberto R. Bustamante Wastewater Treatment Plant via a first-of-its-kind approach to send advanced purified water directly to the drinking water distribution system. Carollo is leading the facility’s detailed design and providing regulatory liaison and permitting support. Carollo has completed required technical evaluations, preliminary engineering, and detailed design and assisted El Paso Water in securing
Arizona Department of Environmental Quality - Procurement Office over $30 million grant funding to date. The project team also evaluated options to stabilize the purified water to meet TCEQ requirements for corrosivity indices and to minimize disruption of scales in the City’s distribution system pipes.

Multi-Phase Support of DPR Rulemaking Process | Denver, CO – Carollo has led or supported multiple phases of Colorado’s successful path to regulations for DPR. Carollo led a comprehensive and collaborative workshop-based project on behalf of WateReuse Colorado, with a wide array of industry stakeholders to establish the roadmap for DPR regulatory development in the state. Next, we supported but to maintain independence, were not members of the NWRI Expert Panel that developed detailed recommendations for each aspect of DPR implementation. Finally, multiple Carollo staff participated in the CDPHE Work Groups that directly influenced the requirements for DPR in Colorado’s Regulation 11. Proposed Key Staff Eva Steinle-Darling was involved at each of these phases, developing several treatment train models and QMRA scenarios for the first phase and providing especially strong support during the final portions of the Work Group phases, when actual regulatory language was developed.
List key Materials or Services provided.
Regulatory recommendations and specific language for DPR regulation on topics including pathogen LRV goal development, QMRA, chemical control, enhanced source control, operator training, and many other topics.
