1. What is the State Soliciting?

The Arizona Department of Environmental Quality, Procurement Office (the State), as authorized under A.R.S. § 41-2501 et seq. is seeking to establish one or more single-agency Contract(s) for their sole use, to provide Advanced Water Purification Technical Support.

The Arizona Department of Environmental Quality anticipates awarding contract(s) with the intent to secure services for ADEQ. Whether or not it actually enters into any contracts, how many contracts it enters into, and how the work is awarded between those contracts are all at the

State’s discretion. Furthermore, the State will use any awarded contracts on an as-needed basis, with no guarantee as to its actual spending under them.

The State reserves the right to accept any item or combination of items specified in the

Solicitation, unless the Offeror expressly restricts an item or combination of items in its Offer, and conditions its response on receiving all items for which it provided a proposal. In the event of such restriction, the State will evaluate if an award on such a basis will result in the best value and is in the best interest for the State. The State may otherwise determine, at its sole discretion, that such restriction is non-responsive and deem the Offeror ineligible for further evaluation.

Scope of Work

Scope of Work

1. Purpose and Background

1.1. The purpose of this Solicitation is to provide Technical Support for the State’s Advanced Water Purification program.

1.2. AWP Program Background

In 2018, ADEQ modified the reclaimed and gray water rules to remove the moratorium on direct use of reclaimed water for potable use. As described in the Notice of Final Rulemaking in 2018, the current rule, A.A.C. R18-9-E701, was intended to be interim. As part of the current rulemaking, several information gaps were identified that are beyond the scope of the work-groups as they need considerable time and effort.

Specifically, guidance and templates for O&M, TMF, enhanced source control and BADCT for AWTF were identified as needed for the successful implementation of the program. These templates/guidance documents will benefit both the regulated community and regulators and will help set minimum expectations to the regulated community as to what is the minimum content needed for permitting an

AWP facility.

4. Scope of Work

While working closely with ADEQ and the AWP technical staff, duties for the contractor will include:

4.1. Develop Operations and Maintenance (O&M) Plan template for AWP project/facility.

The AWP facility employs the use of a number of complex treatment processes and requires a rigorous monitoring plan. Appropriate O&M is necessary to ensure that the AWP facility meets all public health objectives and operates in a consistent and reliable manner.

4.1.1. Review other state AWP/IPR programs as well as IPR/AWP facilities for O&M plan requirements and add to the template as necessary with justification. Specifically, create a detailed template for O&M plans for an AWP facility focused on the following areas (This template will contain generic information and set minimum standards/expectations). This list will expand based on initial review/discussion with the selected contractor.

4.1.1.1. Operations Plan

4.1.1.2. Emergency Operations & Response Plan

4.1.1.3. Vulnerability Assessment

4.1.1.4. Initial Start Up and Shut Down Plan

4.1.1.5. Example of content for the O&M plan template is listed below based on criteria provided in Walker et al., 2016, but not limited to these criteria (i.e. Minimum standards for each category of the O&M plan template).

4.1.2. Operations Plan Template

4.1.2.1. Operations of treatment processes of AWP Facilities and their description, process flow schematic, identification of critical control points, identification of each alarm, and on-line analyzers, overview of plant and equipment.

4.1.2.2. Standard Operating Procedures (SOPs) for each treatment unit which shall provide clear instructions for operational staff to cover the full range of operational tasks that are performed at each AWP facility. These contain step by step instructions on how to operate the plant effectively and safely to achieve the required outcomes.

4.1.2.3. Identification and description of Critical Control Points for pathogen control and description of the actions when it triggers.

4.1.2.4. Maintenance requirements and schedule per manufacturer’s recommendation

4.1.2.4.1. Information on Computerized Maintenance Management System.

4.1.2.5. Monitoring and reporting requirements.

4.1.2.6. Staffing plan, including the management staff, operations staff and maintenance staff, requirement for grade of the operator and number of operators (operator certification will be provided to the selected contractor once finalized).

4.1.2.7. Training requirements for operators.

4.1.2.7.1. Develop on-going training program and schedule for all operators.

4.1.2.8. Asset Management and Maintenance plan.

4.1.3. Emergency Operations and Response Plan template

4.1.3.1. Create a template for an Emergency Operations & Response Plan for a AWP facility.

The template shall identify all foreseeable emergency situations and proposed actions that the AWP facility shall implement to ensure that the finished water meets all treatment targets for public health and operates consistently and reliably.

Currently, ADEQ has a template for an Emergency Operations Plan for Drinking

Water systems. This template can be used as a reference to create a template specific to AWP facilities, however, the uniqueness of these facilities may deem the template completely new. The EOP template identified the emergencies listed under the Arizona Administrative Code R18-4-204.

http://www.azdeq.gov/PWS/EmergencyOpsPlan

4.1.4. Vulnerability Assessment Template

4.1.4.1.1. Create a plan to conduct a vulnerability assessment to identify areas and processes within a water system that could be vulnerable to attack, sabotage, or disruption. Plan shall describe how the SCADA system will be secured from unauthorized use and cyberattack or any other vulnerability not explicitly identified here

4.1.5. Initial Start Up and Shut Down Plan template

4.1.5.1.1. Initial start-up and system performance testing (commissioning) will demonstrate that the AWP Facility works properly. An initial startup plan will identify the steps necessary to complete performance testing of equipment for water treatment, monitoring, and pumping.

4.1.5.1.2. The shut down plan shall provide the same level of detail as the startup plan, including provisions to drain piping and tanks where freezing or

Operations and Maintenance (O&M) Plan template for AWP project/facility requested completion by June 30, 2024.

4.2. Develop a template for Technical, Managerial and Financial capacity for AWP project/facility.

The 1996 SDWA requires states to incorporate TMF capacity into public water system operations.

Arizona has an existing capacity development program for public drinking water systems, per requirements in the 1996 SDWA, to assess the TMF capacities of water systems.

TMF capacity is the ability for AWP facilities to provide safe water to its customers. Since treated wastewater is the source to AWP facilities, a higher level of accountability needs to be demonstrated. A TMF assessment for AWP can be used to determine the capacity of an AWP facility to:

▪ Build, operate, manage, and sustain a AWP system for the long-term.

▪ Plan, achieve, and maintain regulatory compliance.

Solicitation No. BPM005664

Solicitation Requirements | Revision No. 6 | Revised 08-10 | Page 10 of 73

▪ Provide effective public health and environmental protection.

▪ Make efficient use of public funds and sustainable public investments.

4.2.1. Review other state’s AWP programs for TMF capacity requirements and add to the template as necessary with justification. Create a template for the requirements to assess the TMF capacity for AWP facility. This template shall include the guidance and minimum requirements for AWP facility to demonstrate TMF capacity to the Department. (The additional detailed content for TMF capacity requirements shall be provided to the selected contractor once finalized).

4.2.2. ADEQ currently has a TMF capacity program for drinking water systems. The requirements under this program can be used as a reference for AWP facility:

4.3. Enhanced Source Control Program

4.3.1. Develop a guidance document for implementing the Enhanced Source Control Program

(ESCP) in Arizona for the purpose of using treated wastewater as a source for the

Advanced Water Purification program. The guidance document shall include at a minimum the following:
