About this file

This is a Reference Questionnaire form issued by Collier County, Florida's Procurement Services Division for use in evaluating proposals submitted in response to Request for Professional Services (RPS No. 25-8348) to establish a Professional Services Library. The form requires proposing firms to provide three to ten completed reference questionnaires from previous clients with similar project experience. Proposals are due November 17, 2025, at 3:00 P.M. EST. The county intends to award multiple consultants across 17 discipline categories including Architectural Historic Preservation, Civil Engineering, Coastal Engineering, Environmental Engineering, Landscape Architecture, and Mechanical Electrical Plumbing Technology Engineering. The Professional Services Library will operate on an as-needed basis to supplement county in-house professional staff and serve all county departments and divisions. The initial contract term is five years with a one-year renewal option, and work assignments will be distributed through a rotational system among selected consultants.

The Reference Questionnaire requires evaluators to rate consulting firms and key personnel on ten criteria using a scale of 1 to 10, including ability to manage project costs and maintain schedules, quality of work and consultative advice, professionalism and personnel management, project administration, communication capabilities, risk management, contract compliance, and overall customer satisfaction. Individual work orders will not exceed $200,000. Selected consultants must maintain professional liability insurance of $5,000,000 and comply with federal regulations regarding debarment, lobbying restrictions, and disadvantaged business enterprise participation. Funding sources include FEMA and potentially HUD grants. The solicitation emphasizes socioeconomic contracting goals, encouraging participation of disadvantaged, minority-owned, women-owned, and veteran-owned businesses.
