INTRODUCTION

As requested by the Procurement Services Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”

It is the intent of the County to award multiple Consultants under the various disciplines to provide services on an as needed basis.

These services will supplement an array of professional in-house staff. The services provided as a result of the awarded contracts will be available to all County Departments and Divisions.

BACKGROUND

The County, in compliance with Florida Statute §287.055, Consultants’ Competitive Negotiation Act, is seeking proposals from qualified Consultants to perform continuing professional services of the County’s Professional Services Library, to support the engineering, architectural, survey, permitting, study / planning, design (various stages), value engineering, execution, project management, and construction engineer and inspection (CEI) services for various projects identified by County Project Managers, and described in the detailed scope of work.

All work will be performed shall be in accordance with Florida Statute §287.055, Consultants’ Competitive Negotiation Act, industry standards and comply with applicable laws, and regulations, including grant provisions applicable to grant-funded projects.

TERM OF CONTRACT

The contract term is intended to be for one (1) five (5) year term with a one (1) year renewal option.

Surcharges will not be accepted in conjunction with the awarded contract, and such charges should be incorporated into subsequent pricing structures.

The County Manager, or designee, may, at her discretion, extend the resultant contract under all of the terms and conditions contained in the contract for up to one hundred eighty (180) days. The County Manager, or designee, shall give the awarded Consultant written notice of the County's intention to extend the resultant contract term not less than ten (10) days prior to the end of the resultant contract term then in effect.

DETAILED SCOPE OF WORK

Attachment A “Discipline Category Interest Form” must be completed and provided as part of the proposal submitted.

Failure to provide the form may result in being deemed non-responsive.

Section 1. General Requirements:

• All work will be performed shall be in accordance with Florida Statute §287.055, Consultants’ Competitive Negotiation Act, industry standards and comply with applicable laws, and regulations.

• All professional engineers signing and sealing plans and reports must be licensed in the State of Florida.

• The Consultant must be proficient in computer-aided design and drafting (CADD), which includes Auto CAD (latest version) and/or Bentley MicroStation (latest version).

• Selected Departments/Divisions are utilizing Procore as a construction management software. If needed by the

Departments/Divisions, the Consultants will need to utilize Procore and have the ability to upload the design documents https://procurement.opengov.com/portal/collier-county-fl including but not limited to plans, specifications schedule and meeting minutes to Procore and have the ability to review and respond to RFIs and submittals from the contractors.

• All work must be performed by properly qualified employees. The County reserved its rights to request copies of credentials for specific work assignments.

• A Consultant who participates in the drafting of a solicitation or scope or who develops a program for future implementation, is not eligible to contract with the agency for any other contracts dealing with that specific subject matter, and any firm in which such person has any interest is not eligible to receive such contract. However, this prohibition does not prevent a vendor who responds to a request for information from being eligible to contract with the County.

• A Consultant that is the Engineer of Record on a work assignment is not eligible to provide Construction Engineer Inspection services.

Section 2. Required Services - Discipline Categories:

1. Architectural Historic Preservation, Study, Planning and Design Category (AH)

This discipline category is specific for professional services that may include but not limited to the following:

• The Secretary of the Interior Standard’s for Preservation must be utilized for services provided, reference at https://www.nps.gov/tps/standards.htm;

• Compliance with Americans with Disabilities Act requirements and similar requirements;

• Perform preservation identification, evaluation, registration, and treatment activities for repair, maintenance or new building utilizing standard methodologies of preservation, rehabilitation, restoration, or reconstruction;

• Conceptual plans based on the latest developments in historic preservation, museums, historic sites, or a closely related field;

• Plans and documents to be used in the bidding for construction of the project;

• Participation in the review of bids and selection of construction company;

• Oversight and inspections during construction and approval of the completed project for acceptance;

• Participation in zoning approvals, historic preservation commission approvals, and similar approval and permitting processes;

• Energy efficiency and sustainability consultation and advice;

• Building sustainability and safety aspects;

• Construction administration; and

• Structural systems.

2. Aquatics Engineering and Design Services (AQ)

This discipline category is specific for professional services that may include but not limited to the following:

• Water feature design;

• Design services;

• Perform inspections;

• Recommendation of repairs needed;

• Develop standard operating procedures for preventative maintenance plans and checklists;

• Permitting services;

• Bid assistance;

• Construction Administration;

• Written assessments: included in the assessments will be recommendations for pool and associated equipment replacement schedules for such elements listed below but not limited to:

Motors;

Filters;

Pumps;

Interactive water features;

Thrusters;

UV Systems;

Chemical feeders and controllers;

Chemical storage tanks;

Variable Frequency Drives;

Pool heating equipment;

Pool lighting system;

All pool components, walls, floors, steps, ladders, diving board, etc.

• New pool designs must comply with all applicable Florida State and County Codes and Ordinances; and

• Design, especially pool lane lengths, to meet certification standards.

3. Architectural Study, Planning and Design Category (AR)

This discipline category is specific for professional services that may include but not limited to the following:

• Conceptual plans that are based on the latest developments in cooperative working space design;

• Plans, specifications, engineering estimates, and related documents to be used in the bidding for construction of the project;

• Assistance with selection and/or design of furniture, fixtures and equipment;

• Participation in the review of bids and selection of construction company;

• On site project representation, oversight, and inspections during construction through Certificate of Substantial

Completion and Final Completion of the project;

• Participation in zoning applications/petitions, historic preservation commission approvals, and similar approval and permitting processes;

• Energy efficiency and sustainability consultation and advice;

• Acoustics and outdoor lighting analysis;

• Building sustainability and safety aspects;

• Construction administration;

• Structural systems;

• Site Evaluations and Project Feasibility Reports;

• Cost-effective solutions and designs;

• Land use or zoning study and planning.

• Regulatory permit preparation and submission through approval;

• Ability to coordinate and lead the other design team members (Civil, structural, MEP, landscaping, fire protection and alarm, lighting, low voltage/technology/building automation as well as perform QA/QC of the overall design;

• Compliance with Americans with Disabilities Act requirements and similar requirements; and

• Compliance with Collier County Vertical and Collier County Information Technology standards and make sure they are incorporated in the design documents.

4. Civil Engineering Category (CE)

This discipline category is specific for professional services that may include but not limited to the following:

• Highway/Roadway surface parking lot and County parks site engineering, including: Minor Highway Design, Maintenance of Traffic Design, Signing, Pavement Marking and Channelization Design, Cost Estimating, Design Criteria Package Development, Constructability Review, Value Engineering, and Independent Peer Review, etc.;

• Prepare documentation and obtain approval of site permitting;

• Transportation engineering;

• Traffic Engineering and Traffic Impact Studies;

• Surveying and mapping services;

• Photogrammetry and remote sensing;

• Geotechnical engineering;

• Water resources engineering including basin studies;

• Water and wastewater engineering;

• Structural bridge engineering, including: minor bridge design, conventional bridge inspection and studies, bridge Program

Management, Miscellaneous Structures Design, Bridge Load Rating Analysis, Structural Peer Review, Culvert Design, Bridge Repair, Scour Analysis, Design and Repair of Bridge Components, etc.;

• Construction engineering and inspection (CEI);

• Rights of way (acquisition and permitting);

• Sidewalk design;

• Lighting design;

• Traffic control systems;

• Structural engineering review and design;

• Subsurface utility engineering;

• Noise studies;

• Ground Penetrating Radar;

• Geotechnical investigation;

• Land and road planning;

• Traffic and ITS;

• Traffic signal coordination;

• Intersection timing;

• Planning with the Florida Department of Transportation (FDOT) District 1 Certification;

• Modeling with FDOT District 1 Certification;

• Transit planning;

• Transportation impact fee planning;

• Storm water/surface water management system design;

• Geographic Information System (GIS) database control;

• Natural resources;

• Environmental permitting, and mitigation banking;

• Airport and runway design, replacement and rehabilitation;

5. Coastal Engineering Category (CZ)

This discipline category is specific for professional services that may include but not limited to the following:

• Coastal Zone Management;

• Beach Re-nourishment;

• Coastal process studies;

• Erosion control;

• Erosion Control Structures;

• Dune restoration;

• Sand search;

• Inlet hydrodynamic studies;

• Mapping and preserving natural resources such as coral reefs, sea grass beds, and critical wildlife habitat;

• Physical and biological monitoring;

• Surveying and mapping services;

• Water resources engineering;

• Hydrology and hydraulic engineering;

• Water and storm water engineering;

• Construction engineering and inspection;

• Berm design;

• Dune design;

• Marina design: Seawall, boat ramp and launch, fixed and floating docks, fish cleaning tables/stations, sanitary pump outs, boat fueling systems including but not limited to fuel storage tanks;

• Prepare environmental permits applications, respond to Request for Additional Information (RAI), and obtain environmental permits associated with seawall/marina design work, canal maintenance dredging or any dredging work for marine facilities;

• Surveying;

• Ground penetrating radar;

• Geotechnical investigation;

• Planning;

• Modeling;

• Geographic Information System (GIS) database control;

• Natural resources;

• Seawall and dock permitting;

6. Environmental Engineering Category (EV)

This discipline category is specific for professional services that may include but not limited to the following:

• Develop environmental assessments for various projects including remediation assessments;

• Perform all field tests, laboratory tests and collect all necessary data if needed to design and permit a project;

• Geotechnical assessments which might include geologic mapping, viability of site, and site geology;

• Hydrogeological and leachate groundwater environmental assessment;

• Site investigation and remediation plan that may include contamination and exposure assessments, risk based cleanup criteria determination, remedial system design, and remedial construction;

• Coordination with appropriate regulatory authority – Florida Department of Environmental Protection (FDEP); U.S. Army

Corps of Engineers (USACE); The U.S. Fish and Wildlife Service (USFWS), South Florida Water Management District

(SFWMD);

• Environmental and Site Remediation Assessment;

• Phase I and/or II Environmental Assessment Reports;

• EPC Conditional No Further Action Proposals (CNFAP);

• EPA Brownfield Grant Preparation and Brownfield compatibility legislation studies;

• Asbestos surveys;

• Wetland delineation surveys and permits;

• Prepare permit applications and attend meetings with various permitting agencies;

• Provide written or verbal reports to the Board of County Commissioners and State regulatory agencies;

• Assist in applying for and obtaining grants, including preparation of grant applications, meeting with public officials, and performing other services in connection with grant applications;

• Review existing ordinances and guidelines and assist in developing new ordinances and guidelines or amendments to existing ordinances and guidelines;

• Assist the County in implementing and maintaining compliance with Federal, State, and County laws, rules, regulations and ordinances;

• Provide testing or monitoring services with respect to environmental measurements, including, but not limited to:

o Asbestos, lead-based paint and radon site testing, assessment and remediation plans;

o Ground water and surface water contamination testing, assessment and remediation plans;

o Soil contamination testing, assessment and remediation plans;

o Atmospheric contamination testing, assessment and remediation plans;

o Mold contamination testing, assessment and remediation plans;

o Above ground and below ground petroleum storage tank contamination testing and evaluation;

o Endangered and/or threatened species evaluation and relocation above ground or below ground;

o Carbon Footprint audits for select facilities or infrastructure;

o Sustainability evaluation reports;

o Environmental / social justice evaluations;

o Historical and archeological reviews;

• U.S. Department of Housing and Urban Development (HUD) / National Environmental Policy Act (NEPA) environmental assessments and remediation plans;

• Conduct benthic surveys for County waterways, canals and the Intracoastal Waterway system;

• Assist the County to prepare environmental permits applications, respond to Request for Additional Information (RAI), and obtain environmental permits associated with seawall work, canal maintenance dredging or any dredging work for marine facilities;

• Design, install and monitor groundwater observations wells;

• Design, install, and monitor deep injection wells;

• Design, install and monitor tide gauges;

• Pond design;

• Nutrient removal calculations for stormwater systems;

• Low impact stormwater system design;

• Conduct greenhouse gas inventories;

• Environmental assistance/oversight.

• Maintenance Plans/Memorandums will include, but not be limited to:

o Mechanical fuel reduction within open space/preserve/conservation areas;

o Maintenance/creation of view windows;

o Mechanical Harvesting Implementation within effluent storage ponds;

o Exotic/nuisance species reviews;

o Coordination with contractors;

o Evaluate water level data in effluent storage ponds; and o Similar services not specifically listed.

7. Landscape Architecture Category (LA)

This discipline category is specific for professional services that may include but not limited to the following:

• Landscape design consultations;

• Project Management and Construction Oversight;

• Prepare graphic representations of plans using computer-aided design and drafting (CADD) software;

• Site feasibility and yield studies;

• Irrigation design consultations;

• Site lighting consultations;

• Prepare graphic representations of plans using computer-aided design and drafting (CADD) software;

• Site feasibility and yield studies;

• High-performance site planning;

• Land development approvals;

• Waterfront design;

• Park and playground design;

• Roadway alignment/corridor study (traffic counts, traffic modelling, capacity analysis, level of service analysis);

11. Survey and Mapping Category (SM)

This discipline category is specific for professional services that may include but not limited to the following:

• Prepare and maintain sketches, maps, reports, and legal descriptions of surveys;

• Provide surveys to show the layout of the existing above and below ground utilities;

• Verify the accuracy of survey data, including measurements and calculations;

• Direct or conduct surveys in order to establish legal boundaries for properties, based on legal deeds and titles;

• Write descriptions of property boundary surveys for use in deeds, leases, or other legal documents;

• Plan and conduct ground surveys designed to establish baselines, elevations, and other geodetic measurements;

• Search legal records, survey records, and land titles in order to obtain information about property boundaries in areas to be surveyed;

• Coordinate findings with the work of engineering and architectural personnel, clients, and others concerned with project;

• Adjust surveying instruments in order to maintain their accuracy;

• Establish fixed points for use in making maps, using geodetic and engineering instruments;

• Determine longitudes and latitudes and State Plane Coordinates for Florida East Zone of important features and boundaries in survey areas, using theodolites, transits, levels, and satellite-based global positioning systems (GPS);

• The measurement of and preparation of plans showing existing improvements after construction; the layout of proposed improvements;

• Analyze survey objectives and specifications in order to prepare survey proposals or to direct others in survey proposal preparation;

• Compute geodetic measurements and interpret survey data in order to determine positions, shapes, and elevations of geomorphic and topographic features;

• Locate and mark sites selected;

• Survey bodies of water in order to determine navigable channels and to secure data for construction of breakwaters, piers, and other marine structures;

• Check all layers of maps in order to ensure accuracy, identifying and marking errors and making corrections;

• Enter GPS data, legal deeds, field notes, and land survey reports into GIS workstations so that information can be transformed into graphic land descriptions, such as maps and drawings;

• Identify, research, and resolve anomalies in legal land descriptions, referring issues to title and survey experts as appropriate;

• Research and combine existing property information in order to describe property boundaries in relation to adjacent properties, taking into account parcel splits, combinations, and land boundary adjustments;

• Research resources such as survey maps and legal descriptions in order to verify property lines and to obtain information needed for mapping;

• Interpret legal survey plans and/or source documents; and

• Provide AutoCAD DWG files for each submittal with point files.

12. Structural Engineering Category (ST)

This discipline category is specific for professional services that may include but not limited to the following:

• Provide general structural consulting services such as interpreting code requirements, identifying and selecting design alternatives, coating/liner repairs to preserve structures and equipment, assisting with cost estimates, and providing peer reviews;

• Review and/or development of structural mitigation measures in response to new or revised loading conditions on bridges, underground interceptor pipelines and facilities;

• Review and/or development of structural modifications to existing facilities;

• Nondestructive testing/evaluation;

• Under water and above ground inspection;

• Nonlinear finite element analysis;

• Integrity assessment of structural elements;

• Assessment of structures and preparation of master plans with short-term and long-term repair and replacement recommendations;

• Planning level design documents including sketches, preliminary descriptions of work to be performed, and cost estimates.

• Review and utilize the findings of the surveys, geotechnical investigations, inspections, and material sampling and testing programs to perform an overall condition assessment and rating of the various structural components;

• Analysis, design, and development of construction documents for all types of structures such as buildings, bridges, seawalls, water and wastewater plant structures, etc.;

• Design of repair/strengthening techniques and development of construction documents for all types of structures such as, buildings, bridges, seawalls, water and wastewater plant structures, etc.;

• Perform structural feasibility studies;

• Recommend routine maintenance, operational practices, and repairs and/or enhancements that would appreciably extend the remaining structure’s service life;

• Design of foundation systems for various structures including concrete spread footings, toe wall footings, mat foundation, auger cast piles, steel piles, precast concrete piles, pile location plans, pile testing, etc.;

• Perform evaluation, analysis and recommendations for soil strengthening and remediation;

• Provide cost estimates for proposed design and improvements at various stages (30% complete, 60% complete, 90% complete, and 100% complete) of a project;

• Construction administration and assisting the County staff with bidding and bid evaluation; and

• Provide Bridge Program Management services.

13. Solid and Hazardous Waste Management Engineering Category (SW)

This discipline category is specific for professional services that may include but not limited to the following:

• Environmental sampling;

• Environmental monitoring;

• Environmental reporting including but not limited to federal and state submission;

• Landfill optimization, including but not limited to, bioreactors and landfill reclamation;

• Biosolids management;

• Waste to energy;

• Recycling commodities and technologies;

• Vegetative waste management and composting;

• Professional Engineering design and assistance;

• Scale and scalehouse design;

• Material recovery facility design;

• Solid waste disposal technology evaluation and recommendations;

• Transfer station design;

• Permit applications;

• Regulatory correspondence and interpretation and recommendations;

• Leachate treatment operation and maintenance, including deep injection well;

• Stormwater management design;

• Leachate management studies and design, including but not limited to pretreatment, pump station and force main;

• Closure study and plans and financial responsibility;

• Waste composition analysis/characterization study;

• Solid waste density/compaction calculations;

• Landfill life calculations;

• Landfill gas study, engineered design, assessment;

• Regulatory interpretation;

• Integrated solid waste management system analysis and planning;

• Performance measures, levels of service specifications, operating procedures, and contract term review for outsourced solid waste services;

• Long-term solid waste disposal planning;

• Collection route design and optimization;

• Odor management design and protocols;

• Solid waste benchmarks and best practices;

• Coordinate findings with the work of others concerned with projects;

• Prepare materials for analysis or resulting from work including but not limited to reports, drawings, renderings, concept boards, and virtual reality presentations;

• Present findings at meetings; and

• Permitting and compliance assistance and services.

14. Testing Category (TE)

This discipline category is specific for professional services that may include but not limited to the following:

• Field investigation;

• Laboratory tests and field nuclear soil/moisture densitometry testing (Staff conducting these services must be certified and have dosimeters);

• Material evaluation and related reports;

• Soils and construction materials evaluation at various construction sites in Collier County for projects;

• Soil Density Tests;

• LBR Tests;

• Borings;

• Piles;

• Penetration Tests;

• Cone Penetrometer Tests;

• Field Vane Shear Tests;

• Dilatometer Tests;

• Rock Cores;

• Percolation Tests;

• Monitoring, performing analysis and reporting settlement platform data;

• Inspection, sampling, testing, and reporting of data for bituminous construction materials;

• Inspection, sampling, testing, and reporting of data for concrete construction materials;

• Inspection, sampling, testing, and reporting of data for limerock construction materials; and

• Concrete Beam Tests.

15. Transit Planning, Design and/or Study Category (TR)

This discipline category is specific for professional services that will be procured primary using grant funding and as applicable must meet all the grant requirements and documentation may include but not limited to the following:

• Survey;

• Site Design (Must meet all current Collier County building code requirements, Collier County and/or Florida Department of Transportation (FDOT) Right-of-way (ROW) requirements, and any fire review requirements);

• All Permitting (including but not limited to County Building permit and ROW permit, State ROW permit, and SFWMD permit if necessary) – County will pay permit fees, contractor/designer to prepare and submit application;

• Sidewalk design;

• Structural review and design;

• Transit Planning;

• Gran Compliance Monitoring

• Compliance with Collier County Maintenance of Traffic (MOT) requirements;

• Sediment and erosion control;

• Plans to include assembly and installation of a County supplied shelter and amenities, not limited to:

o Fill (delivered and compacted);

o All clearing and grubbing necessary for the project;

o Any grading necessary for the project;

o Construction of an ADA compliant, plumb and level concrete pad with a connection to the existing sidewalk;

o Installation of an ADA detectible warning tile, if applicable;

o Installation of a County supplied bike rack, if applicable;

o Installation of a County supplied bench, if applicable;

o Installation of a County supplied trash receptacle, if applicable;

o Installation of FDOT compliant handrail, if applicable to be supplied by Contractor; and o Purchase and installation of sod.

• Included in design must be all existing utilities, and any applicable situation to ensure that the design of the bus stop improvement meets all standards as applicable.

• Programming and Concept Design;

• Architectural/Engineering study, planning, and/or design;

• Site Design (Must meet all current Collier County building code requirements, Collier County and/or Florida Department of Transportation (FDOT) Right-of-way (ROW) requirements, and any Fire review requirements;

• Vertical construction;

• Maintenance and retrofitting of buildings;

• All Permitting (including but not limited to County Building permit and ROW permit, State ROW permit, and SFWMD permit if necessary) – County will pay permit fees, contractor/designer to prepare and submit application;

• Interagency Coordination/Public Process;

• Structural Analysis;

• Mechanical Analysis with line diagrams;

• Electrical analysis with line diagram;

• Special features/systems (e.g., seating, graphics, communications, corrosion prevention, storm sewer, sanitary sewer, etc.);

• Building and site security;

• Statement of Estimated Construction Costs (quantity take-offs) to permit evaluation;

• Plans, profiles, sections and typical sections necessary to define the site work;

• Details of all site work;

• Architectural, electrical, drainage, landscaping, signage and structural plans (as required);

• Demolition plans (as required);

• Rehabilitation of existing infrastructure;

• Technical Specifications using CSI format;

• Preparation of special provisions, as required;

• An estimate of quantities and final cost estimate, including unit prices, where appropriate, along with documentation of analysis used to establish unit and lump sum prices;

• Utility agreements, plans, and evidence of coordination with utility facilities affected by the project;

• Bidders’ proposal forms by discipline, including quantities where appropriate;

• Construction staging plan and temporary signage plans as required for each stage of construction;

• Every Page/Sheet of All drawings prepared for contract shall be signed and sealed by a principal of the firm who possesses a valid Florida Professional Engineer or Florida Registered Architect License;

• The Design Team shall submit all necessary documentation to apply for and receive the approved Leadership in Energy and Environmental Design (LEED) Certification;

• Preparation of bid documents, available for pre-bid meetings, and respond to questions; and

• Construction Engineering and Inspection (CEI) services during construction and as-built plans after final inspections and acceptance.

• Design specifications as applicable must comply with all necessary grant compliance requirements.

• Applicable Standards - All plans and designs furnished by the Consultant are to be prepared with English Units. The current editions, including updates at the time this agreement is executed, of the following manuals and guidelines, shall be used as resources and reference materials in the performance of the Consultant’s work:

o Manual of Uniform Minimum Standards for Design, Construction, and Maintenance of Streets and Highways, Florida Department of Transportation (FDOT), and Florida Green Book ;

This discipline category is specific for professional services that may include but not limited to the following:

• Piping/Valves;

• Pumps/Motors/Drives;

• Wastewater Master Pump Stations;

• Wastewater Pump Stations;

• Water Booster Pump Stations;

• Tanks;

• Odor Control;

• Chemical Systems;

• Power Systems;

• Structures;

• SCADA/Instrumentation; and

• Change Management / Cost Estimating.

17. Utility Plants and Remote Site Category (UP)

This discipline category is specific for professional services that may include but not limited to the following:

• Water and Wastewater Engineering;

• Construction Engineering and Inspection (CEI);

Typical Treatment Plant infrastructure includes, but is not limited to:

• Piping/Valves;

• Pumps/Motors/Drives;

• Tanks/Clarifiers/Reactors;

• Membranes;

• Degasifiers;

• Odor Control;

• Chemical Systems;

• Power

• Structures;

• Wellfields;

• SCADA/Instrumentation; and

• Change Management / Cost Estimating.

DISTRIBUTION OF WORK

A. Professional Services Library Rotation

1. Work assignments within each service category are awarded on a rotational basis by the Procurement Services Division.

2. For each discipline category, the Procurement Services Division will place awarded Consultants in the Professional Services Library in the order the Consultants are ranked, with the number one ranked Consultant being placed in the first position in the rotation.

3. As each work assignment is identified the next Consultant in the rotation will be offered the opportunity to negotiate that work assignment with the County’s Representative.

4. Should the Consultant decline a work assignment or be unable to reach a satisfactory fee negotiation with the County within a reasonable time frame, the County will contact the next firm on the list until the work assignment is successfully negotiated.

5. Consultants will have the option of rejecting one work assignment within each service category within a twelve (12) month period without penalty. A second work assignment rejection within any twelve (12) month period will cause the Consultant to be skipped in the rotation. A Consultant who rejects three (3) work assignments (or is unable to satisfactorily negotiate 3 work assignments) in any twelve (12) month period may be removed from the service category at the direction of the Procurement Services Division Director or designee.

6. Consultants wishing to reject a work assignment for any reason must complete a Work Assignment Rejection Notification

Form. A copy of this completed form must be provided to the Procurement Services Division by the County’s Representative.

7. Once a full rotation through all Consultants in a discipline category is complete, a method that attempts to impart an equitable distribution of work among selected Consultants will be based on prior dollars awarded; with the Consultant having received the least amount of dollars being considered for the next work assignment.

B. Professional Services Library - Direct Selection

For work assignments requiring unique experience or knowledge, including past experience on another phase of the project, the County Representative may formally request permission to forego the rotation and select a specific Consultant. This request will require the completion of a Work Assignment Direct Select Form, which requires the approval by the requesting Division Director and the Procurement Services Director or designee. Consultants that are directly selected for a work assignment as a result of this process shall be passed on their next scheduled turn in the rotation.

DISCIPLINE CATEGORY OF INTEREST

Attachment A “Discipline Category Interest Form” must be completed and provided as part of the proposal submitted.

Failure to provide the form may result in being deemed non-responsive.
