Federal funding sources including FEMA and potentially HUD grants will be utilized, and contractors must comply with extensive federal regulations related to debarment, lobbying restrictions, labor standards, and participation of disadvantaged business enterprises. Local vendor preference is available, and the solicitation is grant-funded.
