About this file

The document is a comprehensive set of Federal Contract Provisions for the City of Leesburg, Florida, specifically related to Community Development Block Grant (CDBG) contracts. These provisions outline mandatory requirements for contractors bidding on federally assisted projects, with a focus on ensuring compliance with various federal regulations, including equal employment opportunity, labor standards, environmental protections, and procurement guidelines. The provisions apply to all CDBG and cooperative agreement programs, including those with the Department of Housing and Urban Development.

The contract provisions cover critical areas such as non-discrimination in employment, wage standards (Davis-Bacon Act), workplace safety, environmental compliance, and verification of contractor eligibility. Key requirements include using E-Verify for employee eligibility, prioritizing recovered materials in procurement, maintaining strict records retention (seven years), and adhering to specific federal laws and executive orders. Contractors must also comply with anti-lobbying regulations, buy American preferences for steel and manufactured goods, and understand that the federal government bears no direct contractual obligations. Violations of these provisions can result in contract termination, suspension, debarment, and potential financial penalties.
