1. Regarding FA940112R0019: Sustain Pad 5, Phase III, would you be willing to share the anticipated award time frame if funding is obtained?

We are unable to predict when or even if funding will be obtained for this requirement. It should be noted that offers providing less then 120 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.

2. Is the incumbent name and contract number available?

There is no incumbent contractor or contract for this requirement.

3. WHY WOULD THERE BE A NEED FOR A FUGITIVE DUST PERMIT WHEN THE CITY OF ALBUQ

ONLY REQUIRES ONE IF 3/4 OR MORE OF AN ACRE IS TO BE DISTURBED? ACCORDING TO

THE DRAWING, 1/3 OF AN ACRE WILL BE DISTURBED.

The unknown remains the size of the disturbed area associated with the laydown/staging/equipment yard. If this area is significant enough to bring the total disturbed area to over ¾ acre, a FDP will be required.

4. WHY WOULD THERE BE A NEED FOR A SWPPP, WHEN THE EPA REGULATIONS STATES THAT

ONE IS NEEDED IF 1 ACRE OR MORE IS DISTURBED? THIS CONSTRUCTION PROJECT WILL

NOT RELEASE MORE STORM WATER THAN IT DOES IN ITS' PRESENT CONDITION, IN FACT,

IT WILL RELEASE LESS DUE TO THE SLABS BEING REMOVED. THE WATER WOULD BE

CAUGHT WITHIN THE REMOVED AREAS.

The unknown remains the size of the disturbed area associated with the laydown/staging/equipment yard. If this area is significant enough to bring the total disturbed area to over ¾ acre, a SWPPP will be required.

5. ON THE PROVIDED DRAWING IT STATES THAT THE PCCP IS TO ADHERE TO "UFGS 32-13-

11". THE UFGS IS A GUIDE FOR SPECIFICATION WRITERS THAT ALLOWS THEM TO FILL

IN THE BLANKS SO THEY CAN CREATE A PROJECT SPECIFIC SPECIFICATION. IT IS NOT

USEFUL TO CONTRACTORS.

6. WE STILL NEED TO KNOW WHAT THE "CONCRETE MIX DESIGN" IS.

Concrete shall be a 650 psi flexural strength mix. 28 day flexural strength shall be a minimum of 618 psi.

Newly constructed concrete pavement shall not be open to construction traffic, except for saw-cutting equipment until a minimum of 450 psi flexural strength is achieved.

Air Content per ASTM C 94/C 94M

7. WHY DO THE NOTES ON THE DRAWING KEEP MENTIONING "SUBCONTRACTOR"? IS THAT THE

ROLE OF THE CONTRACTOR WHO ENDS UP WITH THE AWARD, AND IF SO, WHO IS THE

CONTRACTOR? BECAUSE ALL THE INFORMATION, COMPLETED FORMS, ETC. IS USUALLY

THE RESPONSIBILITY OF THE CONTRACTOR, NOT THE SUB CONTRACTOR.

The successful bidder will be THE Contractor and will be responsible for all necessary forms, permitting, etc.

8. THE DRAWING ALSO REFERS TO THE SLAB THICKNESS AS 13", IN THE PAST THEY WERE

15". DEPENDING ON WHAT TYPE OF MIX IS REQUIRED, THAT IS A $8K - $9K

DIFFERENCE IN JUST THE COST OF CONCRETE.

Record design drawings indicate 13” slab thickness. No As-Built data is available but past projects have been closer to 15” thickness for PCC. Price accordingly.

9. PERTAINING TO PROJECT NOTE 9: HOW ARE WE TO DETERMINE THE QUANTITY OF TOTAL

LENGTH OF STRIPE?

Total length of yellow over black stripe is 950 LF. Perimeter double solid yellow stripe (edge boundary) is 1150 LF (x2). Solid red stripe (Restricted

Area) is 270 LF.

10. PERTAINING TO PROJECT NOTE 10: WHAT BARRIERS / BARRICADES ARE WE TALKING

ABOUT?

To provide an adequate definition of a “Closed Area”, barricades will be required per ETL 04-2 Section 9.2 at the throat of the pad.

11. PERTAINING TO PROJECT NOTE 12: WHAT EXACTLY ARE THE "APPLICABLE DOD DESIGN

GUIDES" THAT NEED TO BE INCORPORATED?

The publications listed throughout the Project Notes shall be incorporated.

12. WHAT EXACTLY DO THOSE NUMBERS MEAN, REFER TO, ARE THEY OFFSETS, FROM JOINT

LINE ETC, PLEASE CLARIFY?

Those values are Ground Resistance Measured in Meg-Ohms.

13. WILL THE EXISTING BASE COURSE BE ALLOWED TO BE REUSED, OR WILL WE BE REQUIRED

TO IMPORT NEW MATERIAL?

New Base Course will be required

14. If the Pad needs to be used and the job gets delayed, will the days delayed count against the Construction Period Calendar days?

Yes, If mission related delays require the Contractor to vacate the site, those days can be added to the contract period.

15. How many square feet of staging area will the contractor be provided? Where is it located?

Size of staging area should not be an issue (within reason), location will be determined once contract start is imminent. Likely, the staging area will be on the dirt northeast of the pad 5.

16. How many static grounds will be removed? How deep are they? Can you provide a

Detail/Specification?

11 grounding points per UFC 3-260-01 B11-5 “Air Force Tiedowns and Static

Grounds”, copy attached.

17. Is the silicon joint sealant material to be removed/replaced across the entire pad or only around the replaced slabs? Can you Provide Specification on the silicon joint seal material?

All joints on pad (not cracks filled with sealant) are to be removed and replaced. ETL 02-8 “Silicone Joint Sealant Specification for Airfield

Pavements” is the specification to be used.

18. Can you give us a office or agency to find the requirements for the Fugitive

Dust permit that is required for this project?

19. Can the location of the contractor staging area be shown. There was some discussion that it would be located near Pad 5.

20. As we understand there are no Random crack repair to be resealed, only the sawed joints in the concrete are to be resealed. Is this correct?

Correct. See response to Item 17.

21. Is there any fees or dumping charges to dump the old concrete at the Kirkland

AFB recycling site.

No fees. A permit is required but no fees are associated with permit.

22. Under Project Notes on the plan sheets, note #4 refers to UFGS 32-13-11 for the requirements of the concrete to be installed on this project. However

UFGS 32-13-11 does note give a specified Flexural Strength or air content.

Can his be clarified?

23. Can a Tie down and doweling detail be provided?
