SECTION L

1.0 PROPOSAL PREPARATION INSTRUCTIONS AND INFORMATION TO OFFEROR(S) (ITO)

This section provides general guidance, as well as specific instructions on format and content, for preparing proposals. The Offeror's proposal must include all information requested and must be submitted in accordance with these instructions. Compliance with these instructions is mandatory and failure to furnish a complete proposal, at the time of proposal submission, may result in the proposal being unacceptable to the Government and may eliminate the Offeror from further consideration for award. It is the Offeror's responsibility to ensure the completeness of the proposal submitted. With respect to Price proposals, the burden of proof for credibility rests with each Offeror. Evaluation of a proposal will be conducted solely on the basis of the information contained within it and the Government will not assume that an Offeror possesses any capabilities not specified. Inconsistencies among the parts of each proposal shall be explained. Any unexplained inconsistency may raise a fundamental question of the Offeror's understanding of the requirement and/or ability to perform. Offerors are advised that their proposals are presumed to represent their best efforts and most complete responses to this solicitation. Proposals that simply reiterate the contents of this solicitation, or contain only superficial responses, may be considered unacceptable. Evidence of experience, capability, and qualifications that clearly demonstrate and support the Offeror’s claims are essential. The absence of such evidence will adversely influence the evaluation of the proposal.

The Government intends to execute a Multiple Award Indefinite Delivery, Indefinite Quantity Firm Fixed Price (FFP) related to Regional Engineering and Construction (RE&C) services. RE&C will consist of three regions: East, Central, West (specific states within each region identified below). If an offeror decides to propose on multiple regions, an independent proposal is required for each region and should be adequately marked to reflect proposed region.

The Government intends to select approximately six to eight (6-8) contractors for each region on the RE&C contract and award without discussions (except clarifications as described in FAR 15.306(a), but reserves the right to hold discussions if in the best interest of the Government. The ordering period is 5 years base period with three (3) one year option periods. Each task order will specify its own period of performance, but all performance must be completed within three (3) years of the expiration of the ordering period.

The Government intends to make Multiple Award Indefinite Delivery Indefinite Quantity contracts under this solicitation using 100% Small Business Set-Aside with reserves for the following SB sub-categories for each region: three to four (3-4) Small Business, one to two (1-2) 8(a), one (1) HUBZone, and one (1) Small Disadvantaged Veteran Owned Small Business (SDVOSB) awards. As indicated on Task Order Ordering Procedures, set asides at task order level are not anticipated and will only be accomplished for 8(a) in certain instances.

All offerors shall indicate in Attachment L-8 (i.e. check box) the elected competition pool(s) for the proposed region.

DEFINITIONS. Contractors shall use the following definitions while preparing proposals for this acquisition. These definitions are applicable to Sections L & M, throughout document terms are italicized for reference to indicate there is a definition.

CONSTRUCTION PROJECTS. A full range of methods and technologies to support design and construction of new facilities and infrastructure, as well as remodel, and upgrade existing facilities and infrastructure.

Typical projects - airfields, drainage/sewer system, utility systems, fuels, MILCON, community development projects, emerging requirements and Military Family Housing projects.

The construction, rehabilitation, alteration, conversion, extension, demolition, or repair of buildings, highways, or other changes or improvements to real property, including facilities providing utility service. Also includes the supervision, inspection, and other on-site functions incidental to the actual construction.

CONCURRENT PROJECTS. Projects which have at least seven calendar days of overlap in actual construction work activities (Not design or closeout/warranty).

CONUS. Continental United States meaning the 48 contiguous states and the District of Columbia.

CONUS TIME ZONES. Standard CONUS time zones to include Eastern, Central, Mountain, and Pacific.

EXCESS BONDING. The aggregate between current committed bonding and total bonding ability.

HISTORICAL BUILDING RENOVATIONS. Renovation work in a facility registered as an historic landmark, designated by the Air Force as an historic landmark, or within an historic district.

KEY PERSONNEL. Key personnel include the Program Manager, Program Construction Manager, Program Security Manager, Program QA/QC Manager, Program Health and Safety Manager, Project Manager, Project Design Manager, Project Site Superintendent, Project QA/QC Manager, Project Health and Safety Manager. Minimum qualifications for personnel fulfilling these roles are contained in Attachment L-1.

MANAGEMENT APPROACH. A management approach must clearly document (1) how the contractor intends to assign, execute, manage personnel and resources for task orders under a RE&C contract; (2) the method for identifying and mitigating management issues; (3) the method for communicating, distributing responsibilities between the Prime and various team members.

OCONUS. Outside the Continental United States and the District of Columbia.

OUTLYING AREAS. (1) Commonwealths.

(i) Puerto Rico*.

(ii) The Northern Mariana Islands;

(2) Territories.

(i) American Samoa.

(ii) Guam.

(iii) U.S. Virgin Islands; and

(3) Minor outlying islands.

(i) Baker Island.

(ii) Howland Island.

(iii) Jarvis Island.

(iv) Johnston Atoll.

(v) Kingman Reef.

(vi) Midway Islands.

(vii) Navassa Island

PLAN. A plan is the set of specific procedures used to implement a management approach in a particular area of interest within the overall execution of the Statement of Work. A plan may be incorporated into the contract and will be enforceable on any task orders solicited under this IDIQ contract.

PROJECTS. Projects shall consist of individual task orders issued under an ID/IQ contract or a stand-alone project for government or commercial clients.

REGIONS. East, Central and West Region:

East Region is defined as the following U.S. States and Outlying Areas:

SIGNIFICANT WEAKNESS. In accordance with FAR 15.001, a significant weakness is a flaw in the proposal that appreciably increases the risk of unsuccessful contract performance.

STRENGTH. An aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

TEAM/TEAM MEMBER(S)/TEAMING PARTNER(S). The Government will consider the Offeror and all subcontractors a “team” when evidence of a signed Teaming Arrangement (TA) or Letter of Intent (LOI) is provided. This RFP will refer to the Offeror and all identified teaming subcontractors as a “team.” This RFP will refer to all identified teaming subcontractors as “team members” or “teaming partners.”

TEAMING ARRANGEMENT (TA) OR LETTER OF INTENT (LOI). To be valid under this solicitation, a Teaming Arrangement (TA) or Letter of Intent (LOI) must commit the parties to performance under this contract.

UXO PROJECTS. Projects involving Unexploded Ordnance (UXO). UXO is explosive ordnance which has been primed, fused, armed or otherwise prepared for action, and which has been dropped, fired, launched, projected, or placed in such a manner as to constitute a potential hazard to operations, installations, personnel or equipment and may remain unexploded either by malfunction or design or for any other cause.

WEAKNESS. In accordance with FAR 15.001, a flaw in the proposal that increases the risk of unsuccessful contract performance.

Program Structure and Objectives

The Government intends to select approximately six to eight (6-8) contractors for each of the three regions on RE&C contract. The Government intends to evaluate proposals and award contracts without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a technical and a price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary or in the best interest of the Government.

2.0 General Instructions

2.1 General Information

2.1.1 Point of Contact

All questions, concerns, or clarifications shall be addressed to the Contracting Officer listed below. All inquiries must be made in writing and submitted electronically to the Contracting Officer and the Contract Specialist at afcec.re_c.contract@us.af.mil by the date posted in Federal Business Opportunities (FBO) website. Offerors will receive a notice of receipt, but if they do not, it is their responsibility to follow-up by contacting the addressees listed below. All written inquiries (questions received by designated date) will be answered and provided to all Offerors via posting(s) to the FBO website.

2.1.2 Notifications/Debriefings

a. Notifications

(i) Contractors who are eliminated from further consideration for award will receive a notification with a basis of the determination only.

b. Debriefings

(i) All Offeror(s) who are evaluated may request debriefings by providing a written request to the CO.

(ii) The CO will notify Offeror(s) of the source selection decision within 3 calendar days after award.

(iii) Offeror(s) desiring debriefing must request in writing within 3 calendar days after the CO notification.

(iv) To the maximum extent practicable, debriefings will be conducted within 5 days after the Offeror(s) request.

2.1.3 Discrepancies

If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall notify the CO in writing with supporting rationale immediately, but no later than 10 days after release of the RFP.

2.1.4 Teaming

a. All team members must have a signed TA or LOI.

(i) If any first-tier subcontractor is projected to perform more than 20% of all work on the contract or is projected to perform a critical function, then a signed TA or LOI shall be provided for that subcontractor.

(ii) First-tier subcontractors projected to perform less than 20% of all work on the contract may be included as team members at the Prime’s discretion. If included as a team member, a signed TA or LOI shall be provided for that subcontractor.

b. A subcontractor without a TA or LOI with the Offeror is NOT considered as part of the “team” and will not be evaluated as such.

c. Past Performance Information submitted for subcontractors without a TA or LOI will not be evaluated.

d. The Government will consider the Offeror and all subcontractors a “team” when a signed TA or LOI is provided in Volume I, Contract Documentation.

e. A Joint Venture (JV) will be considered a sole business entity.

f. Mentor-Protégé (M-P) is a relationship and not a business entity. M-Ps require formal TAs or LOIs to qualify for consideration as a team member.

g. Primes can team with no more than five (5) partners to meet requirements of the RFP; Proposals will be evaluated based on the team, not just the Prime.

h. Prime can submit only one proposal per region and only one contract may be awarded to an Offeror as a Prime per region.

i. Offerors who propose as a Joint Venture (JV) are not permitted to submit a separate proposal independent of the JV.

j. Offerors are limited to one offer as a Prime contractor and one additional teaming arrangement; excludes specialty team partners (UXO and Fuels).

k. An offeror who does not submit as a Prime can serve as a teaming partner for two primes.

l. The proposal shall present a complete, coherent presentation of team abilities as applicable.

2.2 Organization/Distribution/Number of Copies/Page Limits

a. Table 2.2 Proposal Organization

(i) The Offeror shall prepare the proposal as set forth in Table 2.2 below.

(ii) The titles and contents of the volumes shall be as defined in Table 2.2 below.

(iii) All titles and contents shall be within the required page limits and with the number of copies as specified.

(iv) All Proposal volumes (original unbound, hard copies, e-copies) identified shall be delivered to the address specified in Block 8 of the SF 33 by the date and time specified in FBO posting.

b. Specific format requirements are identified in paragraph 2.3. Proposal Format.

c. The contents of each proposal volume are described in the Information to Offeror(s) (ITO) paragraph as noted in the table below.

d. In the event that this table conflicts with the detailed instructions in the paragraphs that follow, the detailed instructions shall take precedence.

e. In compliance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. The Government will destroy extra hard copies of such unsuccessful proposals.

2.3 Proposal Format

2.3.1 Guidance

a. This section of the ITO provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal.

b. The Offeror's proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions.

c. All the requirements specified in this solicitation are mandatory.

d. You are representing that your firm will perform all the requirements specified in the solicitation by submitting your proposal.

e. These instructions are intended to elicit brief and specific responses. However, simply stating that the Offeror understands and intends to comply with this effort or paraphrasing statements in the RFP is inadequate.

f. The offer shall be compliant with the requirements as stated in the RFP. SUBMITTAL OF ANY INFORMATION THAT DOES NOT COMPLY WITH THE FORMAT SPECIFICATIONS STATED IN SECTION 2.3 MAY NOT BE EVALUATED, RESULTING IN A PROPOSAL THAT IS UNAWARDABLE.

2.3.2 Sufficient Detail

a. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.

b. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements.

c. Offeror(s) shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror's proposal.

2.3.3 Elaborate Presentations Not Desired

Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

2.3.4 Price Information

All cost or pricing information shall be addressed in the Price Proposal Volume. Additionally, the firm-fixed price labor rates shall be included in Volume I, Contract Documentation, Model Contract, as Attachment 4; and Volume IV, Price.

2.3.5 No Cross-Referencing

a. Each volume shall be written on a standalone basis so that its contents may be evaluated without cross-referencing to other volumes of the proposal.

b. Information required for proposal evaluation, which is not found in its designated volume, will be assumed to have been omitted from the proposal.

c. Each response to each Factor shall be self-contained. No cross-referencing between Factor responses is allowed.

2.3.6 Tab Indexing

a. Tab indexing shall be used to identify sections within each Volume, but shall not be used to present other information.

b. Tabs for items identified in the Title column of Table 2.2 Proposal Organization shall be utilized.

c. Tabs do not count against the page limitations for their respective volumes.

2.3.7 Table of Contents

a. Table of Contents.

(i) Each volume shall contain detailed table of contents to delineate the subparagraphs within that volume.

b. Master Table of Contents.

(i) Volume I, Contract Documentation, shall contain a consolidation of the individual Table of Contents for all Volumes (I thorough IV).

(ii) A separate e-file of the Master Table of Contents shall be provided in accordance with Electronic Copies (E-Copies) requirements in paragraph 2.3.10.3.

c. The Table of Contents will not count against the page limitations for their respective volumes.

2.3.8 List of Tables and Figures

a. Each volume shall contain a list of all tables and figures within that volume.

b. The List of Tables and Figures will not count against the page limitations for their respective volumes.

2.3.9 Glossary of Abbreviations and Acronyms

a. Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each.

b. One glossary may be developed for the entire proposal and provided in each volume.

c. Glossaries do not count against the page limitations for their respective volumes.

2.3.10 Proposal Copies

a. All copies of an Offeror’s proposal must be submitted together.

b. All Prime and team member information must be incorporated into one coherent submittal.

c. Staples shall not be used.

d. Be sure to use appropriate markings such as the legend at FAR 52.215-1(e), Restriction on disclosure and use of data.

2.3.10.1 “Original” Unbound Proposal

One hardcopy of each volume shall be clearly identified as “original.” The “original” shall be formatted as follows:

a. Clearly marked as “Original.”

b. Specify proposed Region (East, Central, West) on cover. Independent proposals are required for each proposed region.

c. Unbound.

d. Hole-punched with a standard 2-hole punch at the top of each page.

e. Printed head-to-foot so that each page can be read when placed in a standard 2-hole file folder.

f. Each volume shall have a cover sheet, clearly marked as volume number, “ORIGINAL”, Offeror's name, solicitation title, solicitation number and proposed Region (East, Central, West).

2.3.10.2 Hard Copies

a. Each hard copy volume of the proposal shall be separately bound in a three-ring loose-leaf binder, which shall permit the volume to lie flat when open.

b. A cover sheet shall be bound in each book, clearly marked as to volume number, copy number, Offeror's name, solicitation title, solicitation number, and proposed Region (East, Central, West).

c. A label should be placed on the front cover of each binder clearly identifying volume number, copy number, Offeror's name, solicitation title, solicitation number and proposed Region (East, Central, West).

d. A label shall be placed in the spine of each binder clearly identifying volume number, copy number, Offeror's name, solicitation title, solicitation number and proposed Region (East, Central, West).

e. All document binders shall have a color other than red or other applicable security designation colors.

2.3.10.3 Electronic Copies (E-Copies)

a. General requirements

(i) All electronic copies shall be submitted on CD-ROM in a protective sleeve.

(ii) Electronic file directory titles and organization shall reflect the titles and organization of these instructions.

(iii) Each directory shall contain a Microsoft Word file with the Master Table of Contents for that directory.

(iv) The searchable Adobe Acrobat Portable Document File (pdf) copy of the proposal shall be an exact duplicate of the “original” paper proposal. The CD-ROMs will be used for proposal evaluation. The Government will not perform a word-by-word check of the “original” vs. the electronic version. However, if discrepancies are identified between the electronic proposal and the “original” paper proposal, the paper proposal shall prevail.

(v) Offerors shall ensure electronic copies on CD-ROM are virus free.

(vi) Electronic copies of each volume shall be compatible with the following available Government equipment and software products:

(vii) Sound or video (e.g. MPEG) files shall not be embedded into the proposal files.

b. Master copy CD-ROM requirements

(i) Complete electronic copies of all Volumes shall be submitted in pdf searchable text format.

(ii) A separate CD-ROM shall be used for each Volume and number of electronic copies shall be IAW Table 2.2 above.

(iii) Each CD-ROM and protective sleeve shall be clearly marked as to volume number, Offeror's name, solicitation title, solicitation number, and proposed Region (East, Central, West).

2.3.11 Page Format Restrictions and Limitations

2.3.11.1 Page Format

a. All pages shall be printed double-sided on recycled paper as much as practical. For example, original letters are exempted from the double-sided requirement.

b. Pages shall be 8.5 x 11 inches, not including foldouts.

c. Text pages shall be portrait oriented. Graphics and tables may be landscape oriented if required to properly present the information.

d. Pages shall be typed with at least single line spacing.

e. No condensed fonts allowed. Times New Roman, Arial, or similar font preferred. The font size shall be no less than 12 point except for the following.

(1) The reproduced sections of the solicitation document shall be as reproduced.

(2) The font for tables, charts, graphs and figures shall be no smaller than 8 point.

(3) For Section L Attachments, 10 point or larger font may be used

f. Margins on all four edges of each sheet will be at least one inch.

g. Proprietary statements, security markings, and page numbers can fall within the defined margin area.

h. Each required section within a volume shall be numbered consecutively.

i. These page format restrictions shall also apply to responses to Evaluation Notices (ENs).

2.3.11.2 Foldouts

a. Foldout pages may only be used for large tables, charts, graphs, drawings, diagrams and schematics.

b. Foldout pages may not be used for pages of text.

c. Legible tables, charts, graphs, drawings, diagrams, schematics and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, design drawings, plans, etc.

d. These displays shall be uncomplicated, legible and shall not exceed 11 x 17 inches in size.

e. Each printed side of a foldout will count as two pages.

f. For tables, charts, graphs and figures, the font shall be no smaller than 8 point. For Drawings only, the font may be as small as 6 point.

g. All information (except documentation numbers, classification markings, and page numbers) shall be contained within an image area of 9 x 15-1/2 inches.

h. Foldout pages shall fold so that the Government can read and evaluate them without removal from proposal binder.

i. Foldout pages shall fold entirely within the volume.

2.3.11.3 Page Limitations

a. Page limitations shall be treated as maximums.

b. Each side of each 8 ½ x 11 inch sheet that displays printed material shall be counted as 1 page for page limitation purposes.

c. Each side of each 11 x 17 inch sheet that displays printed material shall be counted as 2 pages for page limitation purposes.

d. Compliance with page count limits shall be verified via the hardcopy.

e. If page limits are exceeded, the excess pages will not be read or considered in the evaluation of the proposal.

f. Page limitations shall be placed on responses to ENs. The specified page limits for EN responses will be identified in the letters forwarding the ENs to the Offeror(s).

3.1 Executive Summary

The Executive Summary is a concise narrative summary of the proposal, including significant risks, and a highlight of any key or unique features, excluding price. The summary shall address subcontractors or teaming arrangements, including any critical subcontractors whose support is relied upon for a successful effort, show the delivery schedule or period of performance including schedules for the basic and all options. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal.

3.2 Standard Proposal Information

a. Provide a Master Table of Contents for the entire proposal (all Volumes).

b. Provide a Table of Contents for Volume I per ITO paragraph 2.3.7.

c. Provide a List of Tables and Figures for Volume I per ITO paragraph 2.3.8.

d. Provide a Glossary of Abbreviations and Acronyms for Volume I per ITO paragraph 2.3.9.

3.3 Choice of Competition

a. Complete the Choice of Competition form provided at Attachment L-8.

b. Include the completed form in your proposal.

3.4 Validity Statement

a. The proposal acceptance period is specified in the SF 33, Page 1, Block 12 of the model contract/RFP.

b. The Offeror shall make a clear statement that the proposal is valid until this date in Volume I, Contract Documentation.

c. Be sure to use appropriate markings such as the legend at FAR 52.215-1(e), Restriction on Disclosure and Use of Data.

3.5 Contact Information

a. Offeror shall complete and print out Attachment L-14, Contractor Data Sheet and include in Volume I.

b. Once the contract is awarded, all successful contractors will be added into a database and will receive an email with further directions for updating contractor and/or teaming partner’s information.

3.6 Joint Ventures, Teaming Arrangements, and/or Letters of Intent

Provide all Joint Venture Agreements, Teaming Arrangements and Letters of Intent for first-tier subcontractors to receive credit for performing as a team.

3.7 Bonding

Prime must provide proof of excess bonding capacity to implement a regional construction program.

a. To be considered, the contractor must have a letter from a surety on surety letterhead that says the contractor has a relationship with the company and required bonding has been obtained.

b. To be considered, the contractor must provide excess bonding of $15 million per project with an aggregate of at least $25 million per region. If an offeror intends to propose on multiple regions, letter from surety should indicate total amount of aggregate bonding (i.e. proposing on all three regions would require $75 million bonding).

c. Provide proof of excess bonding capacity with bonding capability letters from an approved surety listed with the Department of Treasury. The list of approved sureties can be found at http://www.fiscal.treasury.gov/fsindex.htm. Letters must be notarized and signed by someone who can represent the surety. Letters signed by agents are unacceptable unless accompanied by a Power of Attorney granting proper authority to the agent.

3.8 Exceptions to Terms and Conditions

a. Exceptions to Terms and Conditions of the model contract are strongly discouraged. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being removed from consideration for award.

b. Exceptions taken to terms and conditions of the model contract, to any of its formal attachments, or to other parts of the solicitation shall be identified.

c. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken.

d. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation.

e. This information shall be provided in the format and content of Table 2.2.

3.9 Model Contract

a. The purpose of this section is to provide information to the Government for preparing the contract document and supporting file.

b. The Offeror's proposal shall include a signed copy of the Model Contract.

3.9.1 Representations and Certifications

The Offeror's proposal shall include a signed copy of Sections A through K.

3.9.1.1 Attachments to the Model Contract

The contractor shall provide the following attachments to the Model Contract.

a. Attachment 3 – Technical Management Plan.

b. Attachment 4 - Firm-Fixed-Price Labor Rates.

The following is a list of attachments or exhibits, which will be made part of each RE&C Contract upon award.

a. Exhibits A & B – Contract Data Requirements List (CDRL).

b. Attachment 1 – Statement of Work.

3.9.2 Financial Responsibility

a. Offerors shall provide the last three (3) years of financial statements, and year-to-date financial information through the last quarter available. If audited, reviewed, compiled or certified financial statements are available, these shall be submitted.

b. In addition to the above, Offerors shall explain how performance for the initial 90 days of the resultant contract will be funded. If the Offeror intends to rely on internally available working/operating capital, evidence of availability shall be submitted. If the Offeror plans to rely on financial support from other sources, identify the maximum lines of credit that may be available. Include documentation to support the line of credit amounts and a point of contact for the lender.

c. The above information shall be provided for the Prime and team members performing more than 20 percent of the proposed contract effort. If the Offeror is a combination of firms (for example, a partnership or joint venture), discuss the financial responsibilities among the companies. Historical and year-to-date financial data shall be submitted for each company that makes up the Offeror, and the ability to fund contract performance shall be addressed for the combined firm.

d. Offerors and teaming partners that are anticipated to perform 20 percent or more of the work shall register for the Financial Capability Risk Assessment Attachment L-13.

e. Financial responsibility is not an evaluation criterion. It is a basic contract requirement with an Acceptable/Unacceptable determination. A contract may be awarded to the Offerors who are deemed responsible in accordance with the Federal Acquisition Regulation (FAR).

f. The following information will be required: Firm name, Point of Contact (POC) and full contact information to include address, phone, fax, e-mail address, and cognizant Defense Contract Management Agency (DCMA) office. DCMA will be requested to provide a financial analysis evaluation and report. Financial responsibility is not an evaluation criterion. However, it is a basic contract requirement. A contract may only be awarded to the Offerors who are deemed responsible in accordance with the Federal Acquisition Regulation (FAR).

3.9.3 Contractor Responsibility

In accordance with FAR 9.103(b) the CO must make an affirmative determination of responsibility for potential awardees. The information requested in this volume is necessary to establish contractor responsibility. Information will not be evaluated in accordance with FAR 15.101-2, but will be used solely for the purpose of determining contractor responsibility.

4.1 Standard Proposal Information

a. Provide an executive summary that at a minimum addresses the offeror’s key technical, performance and management features. The purpose of this section is to provide the Government evaluators with a clear and concise introduction to the content and structure of the Technical proposal. This should be a "big picture" explanation and provide the Offeror’s overall approach and supporting rationale for the technical performance/management of the RE&C requirements.

b. Provide a Table of Contents for Volume II per ITO paragraph 2.3.7.

c. Provide a List of Tables and Figures for Volume II per ITO paragraph 2.3.8.

d. Provide a Glossary of Abbreviations and Acronyms for Volume II per ITO paragraph 2.3.9.

4.2 General

a. The Technical Volume shall be specific and complete.

b. Commercials are not desired and will not be evaluated. Hard evidence of capabilities is required to receive credit for evaluation Factors.

c. Legibility, clarity, and coherence are very important.

d. The proposal shall address the Technical Factors in the sequence outlined in Section L. Your responses will be evaluated against the Criteria defined in Section M, Evaluation Factors for Award.

e. In the technical volume, address your technical management approach for accomplishing the performance of the RE&C SOW requirements.

f. All the requirements specified in the solicitation are mandatory. Through proposal submission, the Offeror represents that it will fulfill the requirements specified in the solicitation; therefore, it is not necessary or desirable for an Offeror to state this in the proposal. The proposal should not simply rephrase or restate the Government’s requirements. The Offeror shall cite directly applicable past or present activities where such experience clarifies discussion.

4.3 Management Effectiveness and Capabilities

The Offeror shall submit a management plan that applies to all geographical locations identified within specific region (East, Central, West) included in AFCEC’s mission for the entire scope of the SOW over the period of performance for this contract. The plan shall include:

a. An organizational chart and narrative delineating the key functional areas within the Prime Contractor’s corporate structure and their relationships and interactions between the headquarters staff, and key field staff personnel as well as all teaming partners, and subcontractors that depicts a systematic approach to manage all of the requirements in the SOW.

b. Technical approach for managing the following types of delivery circumstances and/or methods:

(i) Design-build requirements

(ii) Sustainable Facility Construction

(iii) Construction requirements in remote and/or austere environments

c. Technical approach for managing the following critical areas of specialized construction:

(i) Aircraft Fuel Storage and Hydrant Systems

(ii) Airfield Pavements and associated equipment installation

(iii) Historical Building Renovations

(iv) Construction of Classified/Highly Secure (Restricted Access) facilities including sophisticated telecommunications systems

d. Technical approach for managing concurrent projects during contract performance. Approach shall be based on concurrent (at least 7 days of construction operations overlap) projects that are similar to RE&C scope and magnitude (>$1M)

4.4 Technical Risk

Offeror shall also address Technical Risk associated with those aspects of your proposed technical approach you consider to have the potential for disruption of schedule, increased costs, degradation of performance, the need for increased Government oversight, or the likelihood of unsuccessful contract performance.

Classify each risk in accordance with Table 2, Technical Risk Rating. Provide the rationale for each risk and its rating, including quantitative estimates of the impact on cost, schedule, and performance. Describe the impact of each identified risk in terms of its potential to interfere with or prevent the successful accomplishment of other contract requirements (for example: SOW or specification requirements), whether or not those requirements are identified.

Propose a realistic "work around" or risk mitigations for identified risks that will eliminate or reduce risk to an acceptable level. Identify and classify any new risks introduced by such risk mitigation.

A discussion of how often and on what projects these management approaches or plans have been previously executed. Describe the problems encountered in their execution, and how those problems were solved. Explain how that experience may have been leveraged to modify the plans or processes to ensure successful execution of the requirements in this IDIQ. Concurrent projects information as described in 1d above shall be submitted in accordance with the format provided in Attachment L-9.

5.3 General

5.3.1 Narrative

This information is required for all proposals and is limited to a total of ten (10) pages.

5.3.1.1 Past Performance Summary

This summary shall describe the role and efforts to be performed by the Offeror and each subcontractor/teaming partner/joint venture partner for which past performance information is provided.

a. Describe the role of the Prime and each teaming partner that will potentially perform on the RE&C contract. The Government will consider only work performed by those teaming partners proposed with signed TA/LOIs to perform work on the RE&C contract and at least 20 percent of the proposed effort based on the total proposed price, or those that perform aspects of the effort that are critical to overall successful performance. Separately list by company name any teaming partners that will perform less than 20 percent of the proposed effort and identify the proposed critical function.

b. This information is to assist the evaluators in determining relevancy of projects submitted for past performance evaluation by confirming the role of the team member compared to the scope of the projects submitted for evaluation. Relevancy is defined as projects comparable to the requirements of the statement of work and magnitude.

5.3.1.2 Organization Structure Change History

a. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition.

b. To facilitate this relevancy determination, include in this proposal volume a “roadmap” describing all such changes within the last six (6) years in the organization of your company and teaming partners.

c. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment.

d. Since the government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror(s), your “roadmap” should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.

5.3.2 Present/Past Performance Documents

a. Offerors are cautioned that the Government will use data provided by the teaming partners (Offerors can team with no more than five (5) partners to meet requirements of the RFP) as well as data obtained from other sources in the evaluation of present/past performance (see Attachment L-4, Present/Past Performance Questionnaire, for an example of the type of information requested from other sources).

b. The Government will only consider performance on a project effort completed or with at least one (1) year duration from date of award within the last six (6) years prior to the publication date of this solicitation. Credit will be given only for work actually completed as of proposal due date. Anticipated scope of work will not receive credit.

c. The Government will consider only those portions of projects which submit information on contracts relevant in demonstrating their ability to perform comparable requirements of the statement of work and magnitude.

5.3.2.1 Present/Past Performance Information (PPI) Forms (Attachment L-3)

a. The offeror shall fill out Past Performance Information (PPI) on all projects that they want to be considered for this Factor using the PPI tool (See instructions on its use in Attachment L-5 PPI Tool). The offeror shall also provide copies of the PPI Forms, Attachment L-3 (Required Format) and copies of two (2) reports generated from PPI Tool under Past Performance as part of the submission for this Factor. In accordance with Attachment L-5 instructions, offeror shall submit an electronic copy (e.g. CD) of the saved PPI database file with your proposal.

b. Projects must demonstrate relevant experience in that projects submitted are of a nature similar to the efforts addressed under this solicitation in terms of size, scope, and technical and regulatory complexity in accordance with the requirements outlined in the SOW. The Government will only consider performance on a project effort completed or with at least one (1) year duration from date of award within the last six (6) years prior to the publication date of this solicitation. Information provided in the PPI Forms will assist the Government in determining both the relevance and confidence ratings for past performance.

c. Each team shall submit no more than ten (10) PPI forms. A minimum of three (3) shall be submitted for the Prime contractor. If the Prime contractor is a Joint Venture (JV) a minimum of three (3) PPI forms shall be submitted with at least one (1) PPI form from each JV partner. The balance of the PPI forms may be used at the Offeror's discretion to establish relevancy to the RE&C contract.

d. A Past Performance Information Summary Sheet (embedded within Attachment L-3) identifying all proposed projects to include both Prime and/or Teaming Partner(s).

e. The offeror shall determine the mix of projects to best represent depth and breadth of past performance through relevant projects. The purpose is for the offeror to demonstrate depth of experience (numbers of projects of each type), breadth of experience (coverage of the scope of the RE&C SOW).

f. Identify the scope summary of the project submitted as it relates to the RE&C scope. Describe your rationale supporting your assertion of relevance of the submitted project to the RE&C acquisition. Clearly link the past performance to RE&C scope.

g. The Offerors’ scope summary shall clearly demonstrate management actions employed on the submitted project in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified must be specific to the project discussed in the PPI form. Provisions for staffing and training (if applicable) shall also be provided. For example, submit quality performance indicators or other management indicators that clearly support that an Offeror, or applicable Teaming Partner, has overcome past problems. Include details on how the offeror addresses all logistical/life support requirements (i.e., furnishing supplies, equipment, and infrastructure including, but not limited to, potable water, utility systems, housing, dining, transportation, medical care, and security) when these facilities and services were not available.

h. Provide references for each project. For each PPI, identify those persons/customers most knowledgeable about the project. For Government projects, provide current information for the Government Program Manager, Project/Task Manager, Contracting Officer, and Administrative Contracting Office. For commercial projects, provide points of contact fulfilling these same roles. Any additional customers that have in-depth knowledge of the project may be added. Email addresses are required for each point of contact.

5.3.2.2 Contractor Performance Assessment Reporting System (CPARS) or Present/Past Performance Questionnaires (PPQs) (Attachment L-4)

a. Past Performance Information Retrieval System (PPIRS) assists the evaluation team in determining the confidence ratings for past performance. To streamline the process Offerors shall submit interim (if applicable) and/or final Contractor Performance Assessment Reporting System (CPARS) report(s) for all projects submitted (if available), in lieu of Past Performance Questionnaires (PPQs). Ratings on projects found in PPIRS will override those submitted as a PPQ. For projects in which a CPARS report does not exist, PPQ(s) are acceptable for submission.

b. The contracting officer will assess the Offeror’s performance on all recent and relevant projects submitted as part of your proposal. Offeror shall submit three (3) PPQs per each of the projects submitted. Although the assessment of Past Performance is separate and distinct from Determination of Responsibility required by FAR 9, Past Performance Information contained herein may be used to support the Determination of Responsibility for the successful awardees. Information provided on interim and/or final CPARS reports and PPQs assists the government in determining both the relevance and confidence ratings for past performance.

c. The Offeror is responsible for sending past performance questionnaire (Attachment L-4) to the points of contact for the past efforts they identify, provide the instructions to the respondents, and clearly instruct the respondents that all responses are to be provided directly to the Government Contracting Officer, NOT THE OFFEROR. The Government requests that Offerors distribute all PPQ forms to the POCs with adequate time to ensure PPQs are received by the Government at least 15 calendar days prior to the date set for receipt of proposals. Government receipt of PPQ information is subject to the late submission rule in accordance with FAR 15.208 --Submission, Modification, Revision, and Withdrawal of Proposals.

d. Offeror must submit one (1) PPQ POC Summary Sheet per team identifying the POC’s contacted and applicable project…
