This document provides supplemental instructions for assistance instrument proposals related to solicitation FA8650-17-S-6001. The solicitation seeks proposals to develop and demonstrate autonomy technologies to enable Air Force mission sets in multi-domain command and control, intelligence processing and dissemination, and manned-unmanned combat teaming. Technologies are sought to enable airmen to plan, command, control, and execute missions with manageable workloads. Chosen technologies must be open, reusable, adaptable, platform agnostic, secure, credible, affordable, enduring, and able to integrate into autonomous systems. Proposals may be submitted electronically through Grants.gov or in hard copy, and must include an SF 424 form and certifications accessible through links provided. The effort will integrate technologies from AFRL and industry into demonstrations at AFRL modeling and simulation environments. All development efforts must adhere to specified interface designs and standards.

Supplemental Instructions for Assistance Instrument Proposals
a. Proposal Cover Page – SF 424 (R&R) Form: All proposals for assistance, whether submitted electronically or in hard copy must include an SF 424 (R&R) as the cover page. The SF 424 (R&R) should be downloaded from the “Application” box in the upper right hand corner of the synopsis page.
Click on “download” under the column “Instructions and Application.”
Select “Download Application Package” and complete the SF 424 (R&R).
b. Certifications: All proposals for assistance whether submitted electronically or in hard copy must include the requisite certifications. To access the requisite Certifications, select the “Application” box in upper right hand corner of the synopsis page. Click on “Instructions and Application” and select “Download Application Instructions” to view the Certifications. To complete the Certifications you must check Block 18 of the SF 424 (R&R), and by signing it (either by pressing the “submit” button for Grants.gov or by hand if submitting it in hard copy), you are certifying that you have read and agree to abide by the terms in the Certifications. You do not need to submit any additional documentation unless you have lobbying activities to disclose on an SF –LLL.
a. If you are submitting an assistance instrument proposal, you may do so electronically through Grants.gov but you are not required to. (The CO may request an email from the offeror be submitted notifying the Contracting POC when a proposal is submitted electronically via Grants.gov.)
