About this file
This document contains an Airworthiness Plan template and details for a related federal contract opportunity notice. The Airworthiness Plan template outlines the required contents for flight and taxi test plans, including an introduction describing the system, organizational structure for certification, overall certification approach, certification basis development, first flight test plans, airworthiness milestones schedule, and roles and responsibilities.
The federal contract opportunity is a Broad Agency Announcement seeking proposals for the Science and Technology for Autonomous Teammates program. The objective is to develop and demonstrate autonomy technologies to improve Air Force operations through human-machine teaming and decision-making. Areas of interest include multi-domain command and control, manned-unmanned teaming, and information analytics. Proposals should mature technologies that enable mission planning, command and control, and execution with reduced workload. Technologies should be open, reusable, adaptable, and able to integrate into autonomous systems to support Air Force Research Laboratory modeling and simulation.

AFRL Flight/Taxi Test Plan Format To Be Used In Conjunction With
DID DI-MGMT-80004A/T
Use/Relationship:
The major section of the Management Plan is the Airworthiness Plan. The Airworthiness Plan shall include sufficient information to identify the system being certified (e.g., physical characteristics like length, wingspan, height, weight, GTOW, center of gravity, Mean Aerodynamic Cord and Static Margin, electrical power, propulsion, structural material, etc and operational characteristics like communication, autopilot, crew accommodations, egress, speed, altitude, flight envelope, flight history, pilot training, etc). For aircraft modification programs, the plan should summarize the significant modification to be accomplished.
Requirements:
3.2. Specific contents. The Airworthiness Plan shall cover the organizational structure and tasks/activities to be developed to ensure the air system meets stated requirements to ensure airworthiness certification can be achieved. Other subjects to be included are as follows:
a). Introduction - A description of the system for which certification is being planned.
b). Organization structure - Describe the organizational structure employed to design, develop, and validate through test the process of determining the air system is airworthy and safe to fly.
c). Overall approach - A summary of the certification strategy and rationale, and how the plan satisfies USAF airworthiness policy. If another Government entity (i.e., FAA, NASA, US Army, US Navy, US Air Force) certification process is planned to be used to support the AFRL certification process, describe how it will be integrated into AFRL process.
d). Certification Basis Development - How the certification basis will be created, approved by the certification authority, and used to support first flight release and final airworthiness certification. Include aspects of existing military or civil certification.
e). First Flight and Development Flight Test - Summarize the key airworthiness aspects of first flight and flight test including the experimental flight release basis, First Flight EIRT, and envelope expansion.
f). Airworthiness Planning Events and Milestones - Address on an integrated schedule or integrated master plan (IMP) the events, activities and technical milestones necessary to certify the air system or modification thereto are air worthy and that safety-of-flight requirements have been achieved.
3.3. Organizational Structure. The Airworthiness Plan shall include an organizational structure of the technical team, roles, responsibilities and interfaces that will participate in developing the certification criteria and methods of compliance and evaluation of results
