PERFORMANCE WORK STATEMENT (PWS)

1. PROJECT TITLE: Rapid Development and Integration Facility (RDIF) Support

2. BACKGROUND: The RDIF initiated an organic development capability within Air Force Life Cycle Management Center (AFLCMC) for Air Force (AF) Irregular Warfare (IW), and command control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) acquisition needs. This initiative established an AF aircraft development and prototype center of excellence which will not supplant current test centers or processes. This new initiative supports current reform initiatives, and current and future acquisition environment. It leverages existing Wright Patterson AFB (WPAFB) infrastructure initially, then develops the capability over time.

3. SCOPE: The RDIF’s primary function and scope consists of, aircraft part development, integration, prototyping, and production as awarded. While it is the Government’s goal to perform as much of the requirement as possible, contractor resources augment Government resources to accomplish the RDIF’s mission. The support requirements fluctuate as programs and funding are acquired. While touch-labor is the common element of support, various programs require the following: work at offsite locations, short term specialties, materials, manufacturing, research and development, prototyping, quality assurance, engineering, aircraft modification, and test support.

4. APPLICABLE DOCUMENTS: All work shall be in accordance with current International Organization for Standardization (ISO) industry standards and military specifications unless otherwise specified in the task order.

5. PERFORMANCE REQUIREMENTS: This PWS establishes those basic task elements which constitute the general scope of this contract. Specific tasks, using one or more of these task elements present in this PWS paragraph, will be specified in each task order when applicable to the task order. The following constitute the RDIF performance requirements and the capabilities the Contractor must have or be capable of obtaining.

5.1 Production Capabilities: The contractor shall use the government provided production facility unless otherwise specified per individual task order.

5.2 Manufacturing Capabilities: The contractor shall provide the following manufacturing capabilities to support the RDIF.

5.2.1 CAD/CAM Drawing: The contractor shall design, read, manipulate, and print using SolidWorks CAD software. They shall receive SolidWorks data and load and translate to CNC machines.

5.2.2 Stress Evaluation: The contractor shall perform a complete analysis of mechanical and electrical designs using SolidWorks tools (CDRL’s A023 & A027).

5.2.3 CNC, Manual Mills, Lathes, and Grinding associated with Precision Machining: The contractor shall have the capability to perform precision machining in accordance with current ISO industry standards.

5.2.4 Welding, Heat Treating, Painting, and Plating: The contractor shall perform welding, heat treating, painting, and plating in accordance with current ISO industry standards.

5.2.5 Sheet Metal Components and Assembly: The contractor shall manufacture sheet metal components and have the ability to assemble in accordance with current ISO industry standards.

5.2.6 Maintenance and Overhaul of Aircraft Components: The contractor shall perform maintenance and overhaul of aircraft components in accordance with current ISO industry standards.

5.2.7 Mechanical Assembly: The contractor shall design, fabricate, test, and document mechanical assemblies (CDRL’s A002, A007, A008, A010, A011, A012, A013, A014, A015, & A016).

5.2.8 Hydraulic Testing and Repair: The contractor shall troubleshoot, repair, test, and document work performed on hydraulic systems (CDRL’s A002, A007, A008, A010, A011, A012, A013, A014).

5.3 Electrical Manufacturing: The contractor shall provide the following Electrical manufacturing capabilities to support the RDIF:

5.3.1 Electro-Mechanical Device Repair and Overhaul: The contractor shall troubleshoot, repair, test, and document work on electro-mechanical systems (CDRL’s A002, A007, A008, A010, A011, A012, A013, A014, A018, A023, A024, A025, A026, & A027).

5.3.2 Circuit Board Layout Repair and Assembly: The contractor shall troubleshoot, repair, test, and document work on circuit boards (CDRL’s A002, A007, A008, A010, A011, A012, A013, A014, A018, A023, A024, A025, A026, & A027).

5.3.3 Cables and Wiring Harnesses (Design and Assembly): The contractor shall design, fabricate, test, and document cable and wiring harnesses (CDRL’s A002, A007, A008, A010, A011, A012, A013, A014, A018, A023, A024, A025, A026, & A027).

5.4 Other Capabilities

5.4.1 Material Procurement: The contractor shall have the ability to provide material including raw materials, fabricated piece parts, mechanical and electrical components, integrated subsystems and other hardware. The contractor shall place priority on meeting government task schedules when planning each task order, taking material ordering lead times into consideration. The contractor shall have the ability to receive stage and distribute materials as required to workstations and worksites.

5.4.2 Integration (Mechanical and Electrical Subsystems): The contractor shall perform electrical and mechanical subsystem integration.

5.4.3 Research, Studies, Development and Prototyping to include Reverse Engineering: The contractor shall perform product research and studies as specified by task order. The contractor shall develop new solutions/systems and prototype the idea. The contractor shall perform reverse engineering when specified in the individual task orders (CDRL’s A007, A008, A022, A023 & A027).

5.4.4 Test and evaluation: The contractor shall perform and document 100% testing of new designs (CDRL’s A008, A010, A011, A012, A013, A014, A018, A025 & A026).

5.4.5 Quality assurance, In-process Inspection, FAA Certification: The contractor shall provide Quality Assurance support to include in-process inspection, final inspection, and FAA certification. The contractor shall provide required documentation designated within individual task orders. The contractor shall enforce quality assurance in accordance with its Quality Control Plan in accordance with AFI 63-101 (CDRL’s A015, A016, A017, A019, A020 & A021).

5.4.6 Engineering and Technical Support: The contractor shall provide engineering and technical support. The capability shall include providing drawings, data, and technical expertise as required by task order (CDRL’s A002, A007, A023 & A024).

5.4.7 Aircraft Modification: The contractor shall perform aircraft modification when required. The contractor shall plan and execute the aircraft modifications on cost and schedule (CDRL’s A007, A008, A010, A011, A012, A013, A014, A018, & A026).

5.4.8 Aircraft Ground Operations and Maintenance: The contractor shall perform ground operations and maintenance support when required.

5.4.9 Training and Training Materials: The contractor shall provide training and training materials. The training shall be relevant to the product being produced and written IAW the individual task order. (CDRL’s A007, A011, A023 & A024).

5.4.10 Graphics: The contractor shall provide graphics that conform to prescribed ISO standards (CDRL’s A005, A023& A024).

5.4.11 Data and Drawings: The contractor shall provide data and drawings. The contractor, as part of this quality assurance program, shall prescribe procedures and processes to prevent re-work of both data and drawings (CDRL’s A007, A008, A010, A011, A012, A013, A014, A018, A022, A023, A024, A025, A026 & A027).

5.4.12 Program Management: The contractor shall provide sufficient Program Management support to meet the government’s published project schedule on each and every individual task order. The contractor shall provide timely and accurate reporting on task progress (CDRL’s A003, A004, A005 & A006).

6. PERFORMANCE STANDARDS:

• Quality Standards: Condition, Error rates, Accuracy, Form/Function, Reliability, Maintainability.

• Quantity Standards: Capacity, Output, Volume, Amount

• Timeliness Standards: Response times, Delivery, Completion times, Milestones Quality, Quantity, and Timeliness Standards will be defined for each task order issued under the IDIQ contract.

Past labor categories that have been used most often include:

7. INCENTIVES: N/A

8. TRAVEL: Travel may be required in support of this contract. The Government shall reimburse the contractor for travel and per diem costs for travel to other locations when this travel is directed by the government and is in excess of a 75 mile radius of the assigned duty location of the contractor's employee, at rates specified in the United States

(US) Joint Travel Regulation (JTR). The contractor shall use per diem allowances rather than actual subsistence expenses for all persons in travel status both within and outside the continental United States. Per Diem shall be limited to rates in effect at time of travel, not to exceed established rates in the Joint Travel Regulation (JTR). Travel will be reimbursed subject to the limitations contained in FAR 31.205-46. All travel must be pre-approved by the Contracting Officer (CO). All travel shall be on a cost reimbursable basis, no fee.

9. DELIVERABLES AND DELIVERY SCHEDULE: Deliverables and delivery schedule will be determined with each individual project (CDRL A009).

10. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION (GFE/GFI): Government-furnished equipment and information will be provided to the contractor when required to meet the performance of the individual task order.

11. PLACE OF PERFORMANCE: The place of performance will be determined with each individual project and indicated on the task order. Most task orders will be completed at the RDIF facility.

12. SECURITY: CLASSIFIED

Contractor personnel will be required to have access to classified material up to the Secret Level. Overarching delivery order security requirements and contractor access to classified information will be specified in a DD Form 254. All contractor personnel with access to unclassified AIS, including e-mail, must have, at a minimum, a completed favorable National Agency Check with Written Inquiries (NACI). The contractor is required to complete the application and apply for a NACI, for any employee not currently possessing a NACI. Before an employee will be granted access to any government owned and/or operated computer, server, or network, a NACI must be successfully completed. Pending the receipt of a successful completed NACI, the Commander may grant interim AIS access, provided that no adverse information is revealed during a local files check (LFC). The organization Security manager and the Computer Security manager must coordinate on all requests before access may be granted.

The level of security required will be specified in each individual task order.

13. QUALITY CONTROL PLAN: The contractor shall establish a Quality Control

Plan as the basis for quality services surveillance and enforcement and deliver the plan to the government within 10 days following contract award (CDRL’s A020).

14. CONTINUATION OF ESSENTIAL DOD CONTRACTOR SERVICES: DoD

Components working with contractors performing essential services shall develop and implement plans and procedures which are intended to provide reasonable assurance of the continuation of essential services during crisis situations using contractor employees or other resources as necessary.

15. INSURANCE: The contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at minimum, the insurance listed in this section. The contractor shall notify the CO in writing that the required insurance has been obtained.

15.1 Workers’ compensation and employer’s liability: The contractor shall comply with applicable Federal and State workers’ compensation and occupational disease statutes. The contractor shall have employer’s liability coverage of at least $100,000, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers.

15.2 General liability: The contractor shall maintain bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.

15.3 Automobile liability: The contractor shall maintain automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.
