Draft RFP Questions and Answers

1) Are the min qualifications for labor categories hard rules or guidelines? For instance is there the option to have a large amount of relevant experience count towards the min qualification for BS/BA degrees?

The Labor Category Qualifications referenced in Section C of the draft RFP are hard requirements.

2) What is the acceptance/rejection criteria for candidates, is it just the min requirements and security clearance or are there other screens (RDIF personnel interviews, etc).

Selection of personnel to perform tasks is the responsibility of the IDIQ contract holder.

After the IDIQ is awarded, when the Government solicits a task order, the IDIQ contract holder must identify the labor categories and hours necessary to complete the project. If the Government doesn’t agree with the labor categories or labor hours, the submission is rejected and supporting rationale is provided. Once we have reached agreement on labor categories and labor hours, the contractor is required to provide personnel that meet the minimum qualifications established in the Labor Category Qualifications document referenced in Section C of the contract/RFP. If personnel do not meet the minimum requirements in the Labor Category Qualifications, the contractor is not in compliance with the terms and conditions of the contract.

3) What examples do you have of typical sheet metal work required on projects, is it simple bending of brackets and fixtures or complex hydra forming work with jigs and dies?

Typical sheet metal work consists of bending of brackets and fixtures. While we haven’t yet had a requirement for complex hydra forming work with jigs and dies, it is something that could come up in the future.

4) Do we need to have a DCAA qualified financial system for rates?

No.

5) In the PWS Cotton Mouth Project - 6.1.3 independent quality assurance expertise....Is this referring to independently calibrated tooling, third party quality inspectors or DCMA QAR's?

The contractor will be required to provide the report requested with CDRL A020 for the Cotton Mouth modification kits. The quality assurance functions required to generate this report will be at the discretion of the contractor.

6) Can you provide more detail and context to the interface control document requirement (ICD) defined in CDRL A002

Attached is DID DI-CMAN-81248A. Any additional instructions, or tailoring of this data requirement will be called out the task order requirements documentation.

7) In the CDRLs, does DID refer to "data item description"

Yes.

8) Can any one 8(a) participant handle the complete support work or will subcontracting opportunities exist?

While the Government cannot predict its future requirements, we believe the 8(a) contract awardee will likely subcontract for some of the support services.

9) PWS Section 5.2.1 and 5.2.2 require use of SolidWorks. Can this requirement be relaxed?

For the requirements in 5.2.1, Solidworks is necessary as RDIF equipment is set up to use Solidworks. For the requirements in 5.2.2, other software may be used to perform the analysis but the data will have to be able to be transferred to and from Solidworks.

10) Is the contractor required to use the facility on Wright Patterson AFB to complete work or may the contractor perform the work at its own facility?

Each task order will identify the place of performance. If a task can be completed at the Wright Patterson AFB facility, then the Government will specify the place of performance as the RDIF facility. If the task cannot be completed at the Wright Patterson facility, the task order will indicate performance may be completed at contractor or subcontractor facilities.

11) Does the résumé submission mentioned in RFP Section L 6.1.3 count against the page limit?

No. Language has been added to RFP section 6.1.3 indicating that résumé submission does not count against page limitations. This modified language will be in the final RFP.

12) Can we assume that a performance citation is “recent” when any part of the contract (as opposed to entire duration of contract) is within the five years? (See RFP Section L 7.5.1 for definition of “recent”)

Yes, that is correct. There is no requirement that the entire duration of the contract be within the last five years. Only a part of the period of performance of the contract must occur or remain ongoing within the five years prior to the RFP release date.

13) Definition of recency in Section L conflicts with definition in Section M: “five (5) years prior to this RFP release date” vs. “five (5) years prior to RFP submission deadline.” Please clarify.

“Five (5) years prior to RFP release date” is correct. For the final RFP, Section M 4.3.1 will be changed so that its language is consistent with section L 7.5.1.

14) There is an apparent conflict between the two paragraphs concerning whether the sample task is to be price or not. Please clarify.

The contractor will not be required to price the sample task. The language in paragraph 2 of RFP Section L, 8.2 has been modified for the final RFP to remove reference to the sample task.

15) Section 6 of the performance work statement list Mechanical Engineer Manager among past labor categories used. This labor category is not listed in the Labor Category Qualification listing. Is this an oversight? Please clarify.

The mechanical engineer manager, if used on task order performance, would fall within the general description of Engineer/Scientist in the Labor Category Qualification identified in RFP Section C.

16) Would consideration be given to a proposed Program Manager whose college studies do not include a BS/BA? I.e, can credit for experience be given in lieu of the degree requirement?

The program team is considering making this revision. If this revision is made, the Labor Category Qualification document will be updated and posted with the final RFP.

17) In the Labor Category Qualifications attachment referenced in Section C of the Draft RFP, the minimum qualifications column for the program manager contains text stating 10 years of experience. The experience column shows the program manager requires 15 years of experience. Please clarify.

We are aware that this discrepancy exists, and we are working to identify the correct qualifications for the program manager. This will be clarified in the final RFP.
