***THIS IS A SAMPLE TASK, THE GOVERNMENT WILL NOT AWARD A TASK ORDER FOR THIS PROJECT*** Performance Work Statement (PWS) for Special Operations Forces (SOF) Rapid Development Integration Facility (RDIF) AFSOC Cotton Mouth Project Task Order 00xx
1.0 This PWS is for Task Order 00xx only, and supplements the IDIQ PWS dated 16 May 2014. All terms of the 16 May 2014 remain in full force and effect.
2.0 Description of Services: The Contractor shall provide design, fabrication, test, sheet metal labor, technical writing and quality assurance expertise for the MC-130J Cotton Mouth project. These individuals will perform to the standards and specifications contained in the RDIF IDIQ contract.
3.0 Background: The SOF RDIF is responsible for the design, development and installation of Cotton Mouth modification kits for installation in AFSOC MC-130J aircraft. The support being procured under this order will supplement Government organic resources at the RDIF at Wright- Patterson Air Force Base (WPAFB), Ohio.
3.1 The AFLCMC/WISN MC-130J Cotton Mouth Project is a single task with only 1 phase.
3.1.1 Phase 1: AFLCMC/WISN has requested and the RDIF agreed to the design, development, prototyping and installation of the Cotton Mouth modification kit for the AFSOC MC-130J aircraft. This effort requires engineering design, prototyping, test, electrical engineering, sheet metal labor, and quality assurance support.
4.0 Scope: This task order provides touch-labor and engineering support for the RDIF, Task Order 00xx effort. This task will require design, procuring, prototyping, fabrication, kitting, engineering, installation and quality assurance expertise.
4.1 Phase 1: The contractor shall provide, design, fabrication, and installation support, to include development and delivery of the data package for the first prototype AFSOC MC-130J aircraft - (see schedule).
5.0 Program Management: The Contractor shall plan, organize, coordinate, and control all task order activities to ensure compliance with contract requirements, and the timely delivery of the required services. The Contractor shall monitor the progress of all the work performed.
| 5.1 | Program Manager (PM): The Contractor shall designate a Program Manager who will be the primary point of contact for interface with the Government for all issues regarding this task order. |
| 5.2 | Government/Contractor Communication: Both formal and informal communication will be used to ensure there is appropriate flow of information between the Government and the Contractor. Either may request a formal meeting to address issues. Whenever a formal meeting is agreed upon, the initiating party will provide the other the agenda, attendees, objectives, etc. Minutes shall be taken to document the results of all formal meetings. |
5.3 Post Award Conference: Not required for this task order.
5.4 Program Management Reviews: Not required for this task order.
5.5 Subcontract and Vendor Control: The Contractor shall be fully responsible to exercise due diligence in managing all subcontractors and vendors.
6.0 Specific Tasks/Objectives:
6.1 Phase 1:
The contractor shall:
1) Provide any labor support; to accomplish the Cotton Mouth design and fabrication (CDRL A023) and complete an initial prototype installation of one (1) Group A and Group B (GFE) system with associated design and documentation support for the AFSOC MC-130J Cotton Mouth aircraft (CDRL’s A011, A012, A013, & A020) .
a. Provide manpower expertise to install the kit at Cannon AFB, NM. Costs should include travel, lodging, component/tool shipping and other costs required to perform the installation to include one, three day on-site (plus 2 days of travel) trip to Cannon AFB, NM.
2) Shall provide 21 replacement circuit breaker panel labels according to the attached drawing.
3) Provide independent quality assurance expertise for all parts (CDRL A020).
The RDIF shall:
1) Provide AFLCMC/WISN, AFSOC user and program office functional involvement
2) Provide program funding
3) Provide engineering liaison
7.0 Principal Place of Performance / Hours of Operation: Work in support of this task order will be performed at Building 148, WPAFB, OH and the contractor facility as required. Normal work days are Monday through Friday, except United States (U.S.) Federal holidays. Workers normally work eight (8) hours per day, 40 hours per week, or as otherwise specified in paragraph 4.2 of this PWS. Normal work hours are based on flex time. Flex time workers shall start no earlier than 0600 and no later than 0900. Core hours of work are from 0900 to 1500 daily. All employees are expected to be available during core hours.
7.1 Installation Closure: Occasionally, an installation or activity may be closed on short notice because of inclement weather or other reasons. Notification is normally by way of local radio or television (TV) stations or other methods of notification will be provided by the Government. When area radio or TV stations report that an installation has "delayed reporting" until a particular time, the Contractor's personnel have until that time to report to work.
8.0 Overtime: N/A
9.0 Security Requirements: No security requirements.
10.0 Travel Requirements: Travel will be required to Cannon AFB.
11.0 Government Furnished Facilities, Information, Supplies, and Services: The Contractor will have access to and shall use the Government supplied facilities, supplies, and equipment required to accomplish the efforts described above (i.e., work space, test equipment, tools, machinery, office supplies, etc).
12.0 Required reports: N/A
13.0 Period of Performance: In accordance with the contract Schedule.

| 14.1 | Quality Assurance (QA): QA responsibilities will be in accordance with the Government Quality Assurance Surveillance Plan (QASP), basic contract Section J, Attachment 3. |
14.2 Services Summary: The performance standards for this task order are in accordance with paragraph 14.1, QASP, the Performance Objectives/Thresholds/Surveillance Methods, and the provisions of paragraph 6 of this PWS.
14.3 Quality Control: The Contractor will implement an effective quality control program as defined in the Contractor’s quality control plan delivered in accordance with the basic contract Section J, Exhibit A, CDRL A015.
15.0 Performance Standards: The following Performance Objectives, Thresholds, and Surveillance Methods specified in the Quality Assurance Surveillance Plan (QASP) apply to this task order.
