SOLICIATION FA8625-18-R-6701

EMAIL QUESTIONS AFTER INDUSTRY DAY

1. QUESTION: CDRL A009 Health Hazard Assessment Report (HHAR) states “Blocks:

11, 12, 13: First submittal is due NLT 30 Days prior to Critical Design Review (CDR).

Revisions as applicable.”

ANSWER: This question was submitted prior to RFP release. The Government updated the CDRLs and corrected this information in the RFP release.

2. QUESTION: Is there a requirement on this program for PDR and CDR?

ANSWER: No

3. QUESTION: Is there a requirement for a Production Readiness Review?

ANSWER: Yes, language for a PRR was added to the Statement of Work.

4. QUESTION: In the pricing matrix CLINS 0001AA and 0001AB are broken out into 7 kits and 2 kits due to funding. The delivery schedule isn’t broken out the same. Can you please clarify?

ANSWER: The Government intends to award both funding efforts (0001AA and 0001AB) at the same time allowing for the delivery schedule to remain the same.

5. QUESTION: Section L and M discuss the Program Management Plan (PMP) but there is nothing in the SOW or no CDRL.

ANSWER: The Program Management Plan is a requirement specifically to assess the risk associated with an offeror’s approach to their PMP for the PIMA effort. The Government is using this as an evaluation criteria, and in accordance with Section M M002, “Offerors are required to meet all solicitation requirements… and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award.”

6. QUESTION: Section L and M discuss the Human Resource Management Plan (HRMP) but there is nothing in the SOW or no CDRL.

ANSWER: The HRMP is a requirement specifically to assess the risk associated with an offeror’s approach to pulling together the manpower and skilled personnel necessary for the PIMA effort. The Government is using this as an evaluation criteria, and in accordance with Section M M002, “Offerors are required to meet all solicitation requirements… and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award.”

7. QUESTION: Section L and M discuss the Integrated Master Schedule (IMS) but there is nothing in the SOW or no CDRL.

ANSWER: The IMS is a requirement specifically to assess the risk associated with an offeror’s approach to pulling together an integrated schedule and plan to execute the PIMA effort. The Government is using this as an evaluation criteria, and in accordance with Section M M002, “Offerors are required to meet all solicitation requirements… and technical requirements, in addition to those identified as evaluation factors or subfactors.

Failure to meet a requirement may result in an offer being ineligible for award.” Upon contract award, the offeror will be responsible for updating a line of balance in lieu of the IMS. The line of balance will track key milestones for each individual kits production.

8. QUESTION: Do you know why the VDU was taken out of the SOW?

ANSWER: The SOW language was updated to address clear exceptions to the parts required of the TDP and TCTO instead of poorly addressing all requirements of the TDP and TCTO. The SOW language now clarifies that all components (to include the optional components recommended in the TCTO) are required with the EXCEPTION of the Rockwell and Honeywell components. Further, the PA Bunk Panel, previously provided by FTG Aerospace, must now be procured by the Government and provided to the PIMA Prime Contractor as Government Furnished Equipment for inclusion in each kit.

9. QUESTION: Are there four (4) or five (5) proposal volumes required for submittal?

ANSWER: Only four (4) proposal volumes are required for submittal: Volume I, Technical Proposal; Volume II, Price Proposal; Volume III, Past Performance Information; and Volume IV, Contract Documentation.

10. QUESTION: Question: There is not mention to AS9100D or AS9110C in the evaluation factors and sub factors unlike AS6500 for the Manufacturing Plan.

ANSWER: This particular specification, AS9100D or AS9110C, is not intended to be an evaluation criteria. The use of tailored AS6500 criteria is required to assess the risk of the offerors approach to manufacturing management.
