WORK BREAKDOWN STRUCTURE DETAILS
A Work Breakdown Structure (WBS) provides a consistent and visible framework for defense materiel items and contracts within a program. The WBS offers uniformity in definition and consistency of approach. Generating and applying a uniform WBS improves communication in the acquisition process and provides direction to industry in extending the contract work breakdown structure (CWBS).[footnoteRef:2] [2: Military Standard 881-C (MIL-STD-881C), Work Breakdown Structures for Defense Materiel Items, (Washington, D.C.: Department of Defense, 3 October 2011), i. ]
The elements shown in Table 1 reflect MIL-STD-881C, Appendix A for Aircraft Systems. The “Common Elements” listed below are applicable to all major systems and subsystems and are described in Appendix L:
a. Integration, assembly, test, and checkout
b. Systems engineering
c. Program management
d. System test and evaluation
e. Training
f. Data
g. Peculiar support equipment
h. Common support equipment
i. Operational and site activation
j. Industrial facilities
k. Initial spares and repair parts
Table 1 summarizes MIL-STD-881C, Appendices A and L. For each WBS element, an “X” has been placed under a number that represents the WBS level (i.e. Air Vehicle is WBS Level 2) along with the WBS description. For the purposes of the JPATS NAC ADS-B (Out) program, only WBS 1.1.4 Avionics has been expanded to level 4. Note: an “X” does not indicate that the JPATS NAC ADS-B (Out) program has utilized this element. Table 2 contains JPATS NAC ADS-B (Out) program definitions for those elements that may apply to the EMD and/or Production effort.
