MEMORANDUM FOR: PROSPECTIVE OFFERORS

SUBJECT: Draft Request for Proposals (RFP) FA8617-16-R-6207 for the Joint Primary Aircraft Training System (JPATS) T-6A Automatic Dependent Surveillance –Broadcast (ADS-B) Out Program
1. Enclosed is the subject Draft RFP for the T-6A ADS-B (Out) Program.
2. Background: Air Education and Training Command (AETC) and Chief of Naval Air Training (CNATRA) are required to comply with the Federal Aviation Administration mandate that all aircraft operating in class A, B, and C airspace after 1 Jan 20 shall have a transponder operating with Automatic Dependent Surveillance-Broadcast (ADS-B) Out capability. Air vehicles shall be able to operate within the operational constraints of USN and USAF installations for undergraduate aviation training and test without restriction.
3. Please note our FBO page has changed to reflect the updated solicitation number “FA8617-16-R-6207” and that all future updates will be accessible under this solicitation number. The previous FBO page under solicitation “T-6A_T-6B _Replacement_ and_ Compliance” is still accessible for review as needed.
4. This Draft RFP is being solicited as a 100% Small Business Set-Aside; therefore, only Offerors classified as a small business in accordance with the size standards specified in FAR Part 19 are invited to submit feedback in response to this Draft RFP. The applicable NAICS Code for this effort is 336411.
5. Following the final RFP, the Government will make the award utilizing the Best Value Tradeoff approach. This approach allows award to the Offeror whose proposal is the most advantageous to the Government when considering evaluation factors in addition to price. These evaluation factors will include Technical/Risk, Past Performance, and Price. For more information regarding proposal submission or the source selection evaluation factors, see the draft INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS (Section L) and the draft EVALUATION FACTORS FOR AWARD (Section M) of this solicitation. The resulting award will be a Firm-Fixed-Price (FFP) contract. The proposed contract performance period is approximately three years.
6. Data Rights: Be advised that the Government expects the Offeror to provide unlimited data rights for the following CDRL items (A008, A015, A030, A035) and government purpose data rights for CDRL items (A016, A028, A043). In accordance with DFARS 252.227-7017, the Offeror shall identify, to the extent known at the time of offer submission to the Government, the technical data or computer software that the Offeror, its subcontractors or suppliers, or potential subcontractors or suppliers, assert should be furnished to the Government with restrictions on use, release, or disclosure.
7. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
8. This Draft RFP specifies the Draft Solicitation Provisions and Contract Clauses that are expected to be included in the award document. Please pay special attention to the H-clauses for pre-negotiated consideration. The option clauses will soon be revised to reflect two potential windows for exercise; likewise, the pricing matrix will be revised to allow for pricing the options for the two potential exercise windows.
9. The T-6A Program Office is requesting feedback, in the form of questions and comments, from industry on the draft RFP documents included. The due date for feedback submission is December 23, 2016. All questions and answers and any relevant commentary received will be posted to the FBO page.
