CDRL GENERAL NOTES/INSTRUCTIONS

1. SCOPE: This Contract Data Requirements List (CDRL) establishes the data to be delivered by the contractor and the submittal, approval and distribution requirements of all the CDRL data items contained herein. The contractor shall utilize best commercial practices and the guidance referenced in paragraph 8 of these general notes/instructions in meeting the requirements of the CDRLs.

2. GENERAL: The Data Item Descriptions (DIDs) specified in the CDRLs are in the Acquisition Streamlining & Standardization Information System (ASSIST) Database.

3. DATA SUBMITTAL APPROVALS: The following definitions apply to Block 8 of the DD Form 1423-1:

a. The use of an "A" in Block 8 indicates that Government approval of the identified document is required to assure that the contractor is sufficiently prepared to proceed to the next phase of the contract in addition to verifying compliance with the DID and CDRL requirements and requires advance written approval prior to preparation and publication of the final document. The “interim” submission is the document requiring Government approval prior to the publication of the final document. “Drafts” will be responded to within 10 days after receipt, require no Government approval or resubmittal, however comments provided to the “Drafts” are expected to be incorporated into the “Interims”. “Interims” data submittals will be responded to within 30 days after receipt and require no Government approval or resubmittal; however comments provided to the Interims are expected to be incorporated into the Final. The “Finals” are subject to Government approval and will be responded to within 10 days of data submittal receipt. The technical office noted in Block 6 will review the data submitted for approval/responses and the PCO (AFLCMC/WKK) will notify the contractor of approval, disapproval, corrective action required or comments within the days specified after receipt of data submittal. If the program office cannot respond within the specified days, the contractor will be notified and a new suspense date will be mutually established.

b. Data submittal requirements shall not be considered to have been met until the procuring agency has determined that all contractual requirements have been met regarding the identified data.

4. REVISIONS TO DATA SUBMITTALS AND RESUBMITTALS OF DATA:

a. Unless otherwise specified, data submittals that are disapproved by the Government shall be revised and resubmitted by the contractor within forty (40) days after receipt of CO notification.

If the contractor cannot resubmit within forty (40) days, AFLCMC/WKK shall be notified within fifteen (15) days after receipt of CO notification and a new mutually agreed upon suspense date will be established.

b. Data submittals that are approved contingent upon revision shall be revised and distributed within thirty (30) days after receipt of CO notification, or as specified in the delivery requirements of the applicable DD Form 1423-1. If the contractor cannot resubmit within the required time, AFLCMC/WKK shall be notified within fifteen (15) days after receipt of CO notification and a new mutually agreed upon suspense date will be established.

5. DATA PREPARATION:

a. Data submitted by the contractor shall conform to the quality requirements specified on the CDRL for each data item and shall be submitted in the English language.

b. Data shall be delivered by one of the following methods:

1) Electronic Delivery/Availability – includes delivery/availability of data files via a Government-approved website, web page, server or via attachment of electronic files to email messages, as mutually agreed to between the Government and the contractor.

Electronic data delivery and access is subject to Government protection/security requirements. Notification of electronic delivery/availability of deliverables shall be sent to AFLCMC/WKE Data Management Office (DMO).

All text files shall be submitted as MS-Word or searchable Acrobat (PDF) file documents with copy and paste capability.

All non-text documents (spreadsheet, graphics, database, etc.) shall be accompanied by a MS-Word document as described above. Acceptable applicable files for non-text documents are PowerPoint, Excel, Access and PDF.

2) Other Electronic Formats – data may be provided in appropriate format using media such as CD-ROM or DVD-ROM. A document may consist of multiple files, but files should not be compressed or archived to save space. Exceptions must be prearranged with ASC/WKK. The contractor shall contact ASC/WKE DMO for Block 14 DD Form 1423-1 distribution requirements 10 days prior to first delivery for each DD Form 1423-1 delivered by these means. Disc label shall contain the following information:

CDRL Item No. Distribution Statement Document Title Export-Control Warning Statement Submission Date Destruction Notice Author, Company, Phone File Name(s) and Formats

All text files shall be submitted as MS-Word or searchable Acrobat (PDF) file documents with copy and paste capability.

All non-text documents (spreadsheet, graphics, database, etc.) shall be accompanied by a MS-Word document as described above. Acceptable applicable files for non-text documents are PowerPoint, Excel, Access, and PDF.

6. DOCUMENTATION MARKING: DoD Directive 5230.24, Distribution Statements on Technical Documents, provides policy and guidance on marking documents. Air Force Instruction (AFI) 61-204, Disseminating Scientific and Technical Information, specifies certain distribution statements to be used on data to control distribution by Government agencies such as the Defense Technical Information Center (DTIC).

a. Block 9 of the DD Form 1423-1 annotates the relevant distribution statement applicable to the data to be submitted. This distribution statement shall have precedence over other technical documentation on this Contract, unless otherwise specified. As annotated in Block 9 of the DD Form 1423-1, the following distribution statement shall apply to all data on this contract:

DISTRIBUTION STATEMENT:

(1) Distribution Statement B - Distribution authorized to U.S. Government agencies only (fill in reason) (date of determination). Other requests for this document shall be referred to AFLCMC/WKC KC-46 Tanker Division, 2590 Loop Road West, WPAFB, OH 45433-7142.

(2) Distribution Statement C – Distribution authorized to U.S. Government Agencies and their contractors, (fill in reason) (date of determination). Other requests for this document shall be referred to AFLCMC/WKC KC-46 Tanker Division, 2590 Loop Road West, WPAFB, OH 45433-7142.*

(3) Distribution Statement D – Distribution authorized to the Department of Defense and U.S.

DoD contractors only; (fill in reason) (date of determination) . Other requests for this document shall be referred to AFLCMC/WKC KC-46 Tanker Division, 2590 Loop Road West, WPAFB, OH 45433-7142.

*Controlling office shall be as designated on CDRL for A009 & A024

b. Export-Controlled Warning Statement: Besides a distribution statement, the marking system also requires the use of a warning notice on all documents that contain export controlled technical data.

This notice may be used in conjunction with distribution statements “D”. Procedures for dissemination of this technical data outside of the U.S. Government are contained in DoD Directive 5230.25.

WARNING – This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec. 2751, et seq) or the Export Administrative Act of 1979, as amended, Title 50, U.S.C., App 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25.

When it is technically infeasible to use the entire statement, an abbreviated marking may be used, and a copy of the full statement added to the “Notice To Accompany Release of Export-Controlled Data” required by DoD Directive 5230.25.

c. DESTRUCTION NOTICE – For classified documents, mark documents with the following statement “DESTRUCTION NOTICE -- Follow the procedures in DoD 5220.22- M, National Industrial Security Program Operating Manual (NISPOM), section 5-705, or DoD 5200.1R, Information Security Program, Chapter VI.”

For unclassified, limited documents (i.e., not approved for public release) mark documents with the following statement “DESTRUCTION NOTICE -- Destroy by any method that will prevent disclosure of contents or reconstruction of the document.”

d. The Contractor is responsible for ensuring adequate marking and security measures are in place to prevent unauthorized access to electronic data. The Contractor is not authorized to provide copies of any data on the CDRL to activities who are not specifically identified in the distribution block of the CDRL without written Government approval from the AFLCMC/WK KC-46 Tanker Division.

7. METHOD OF TRANSMITTAL:

a. All data submittals shall be accompanied by a letter of transmittal and the Government shall acknowledge receipt and acceptance, where Government approval is required. Copies of all letters of transmittal shall be provided to AFLCMC/WKE DMO. The letter of transmittal shall include as a minimum: reference to the contract number, program name, data item number, title, CDRL sequence number, revision level, any Contractor's control number assigned to that data, and the method of submittal. The data itself shall contain the above information as well as the transmittal letter number.

The Contractor shall place a complete list of addressees at the end of the transmittal document, annotating the data recipients (as listed on the DD Form 1423-1) and the corresponding number of copies distributed to each.

b. Unless otherwise specified in Block 16 of the DD Form 1423-1, data submittal date is interpreted as the date the Government receives the data. Electronic data available after 5:00 PM EST shall be considered delivered the next business day. Submittal days are considered as work days unless it’s a Saturday delivery, then it would be a Friday submittal, if a Sunday delivery then it would be Monday. If a Holiday (or the day it is recognized) falls on a week day it is not counted as a work day.

c. For each data item in the CDRL, the Contractor shall clearly state in the final transmittal letter that this is the last submittal being made and that all contractual requirements concerning that data item have been fulfilled.

d. The Contractor shall contact the CO for the addressees of classified data.

Air Force Technical Manual Contract Requirements (TMCR) for

KC-46 Palletized Seating

ATTACHMENT , TO CDRL SEQUENCE NUMBER A012 , EXHIBIT

REQUEST FOR PROPOSAL/CONTRACT: FA8609-16-D-6726

Date: 29 Jun 16

Technical Manual/Technical Order requirements contained herein have been cleared for use by OMB Paperwork Reduction Project No. 0704-0188.

Section 1. Technical Order (TO) Program Requirements

1. TMCR Tailoring. This TMCR has been tailored by the program office, including the associated tables, matrices and Specification/Standard Interface Records (SIRs). The Contractor may propose and submit, in writing additional tailoring to the TO Manager Agency/Agent (TOMA) and Procuring Contracting Officer (PCO) for consideration. The tailored TMCR shall be attached to the CDRL for TO delivery, and shall be included in the proposal as a separate exhibit, referenced in the proposal SOW. Proposals shall be compatible with the KC-46 Technical Order Concept of Operations. Air Force TO Acquisition procedures, including procedures for tailoring this document, are found in TO 00-5-3, AF Technical Order Life Cycle Management, located on the Internet at http://www.tinker.af.mil/technicalorders/index.asp. A copy may also be obtained from the Program TO Manager.

Any terms or procedures found in this document may be researched there.

2. TO Program Scope. The Contractor may recommend additional Section 2 tailoring to propose new TO types (Table 1) and source data and TO updates (Table 2) required to support the KC-46 program’s objectives.

3. Commercial Manuals. Contractors shall recommend the use of existing commercial manuals to the maximum extent possible without impairing program support objectives. All proposed commercial manuals are subject to government review and approval.

NOTE: a) Contractors shall use Data Item Description (DID) DI-TMSS-80067, Technical Manual (TM) Contractor Furnished Aeronautical Equipment or Contractor Furnished Equipment (CFAE/CFE) Notices, to provide recommendation data. A copy is available from the TOMA upon request. b) Government activities will use MIL-PRF-32216, Evaluation of Commercial Off-The-Shelf (COTS) Manuals and Preparation of Supplemental Data, as a guide for review and acceptance of all recommended commercial manuals, and MIL- DTL-7700, Detail Specification: Flight Manuals, Air Refueling Procedures, and Abbreviated Checklists, as an additional guide for commercial Flight Manuals.

3.1. All commercial manuals shall be delivered with either unlimited data rights or as a minimum, Government Purpose License, to allow the AF to electronically store, print, distribute and decollate the commercial manual to allow for printing.

3.2. Approved COTS Manuals shall be delivered with an Identifying TO Publication Sheet, IAW MIL-PRF- 32216. All PDF files of commercial data shall be non-password protected to allow the AF to decollate the manual for printing.

3.3. If the proposed COTS data is found to be insufficient after review by the government, the contractor shall prepare supplemental data for the COTS manual as required IAW MIL-STD-38784. If the COTS data cannot be supplemented sufficiently the contractor may be tasked to develop new TM data IAW the applicable TMSS listed in Section 2 Table 1.

4. Technical Manual Specifications and Standards (TMSS) Tailoring. TMSS are tailored by selecting between tailoring options offered in each TMSS. The tailoring is recorded in SIRs and added to Section 3 of this document for each TMSS required. NOTE: Tailoring must not change or delete mandatory requirements which are part of the Document Type Definition (DTD) structure located in Section 2 Table 1.

4.1. AF options in some Joint-Service TMSS have been documented in preliminary SIRs included in Section

3. These preliminary SIRs provide the starting point for further tailoring. Contractors may recommend additional tailoring of the Joint-Service TMSS SIRs and provide recommended SIRs for other TMSS as applicable. NOTE: TMSS requirements marked “(F)” are specifically for Air Force use; “(A)” is for Army, “(M)” is Marine Corps and “(N)” is Navy. Comply with all unmarked and “(F)” TMSS requirements as modified by the tailoring options in each TMSS.

4.2. Questions concerning TMSS requirements may be resolved by written request and justified suggestions for resolution submitted through the Procuring Contracting Officer (PCO) and TO Manager Anthony Thompson, 2590 Loop Road, Wright-Patterson AFB 43433. Deficiencies and suggested improvements shall be submitted to the TMSS Preparing Activity (PA). Approved recommendations, corrections and clarifications will be maintained with contract documentation.

5. Subsequent TO/Data Requirements. When new TO requirements are identified, the Contractor shall notify the government utilizing DI-TMSS-80067B, Technical Manual (TM) Contractor Furnished Aeronautical Equipment or Contractor Furnished Equipment (CFAE/CFE) Notices, or approved contractor formats. This process shall require government review and approval of recommended additional requirements prior to developing additional data.

6. TO Development. TOs shall be written to a scope and depth of coverage sufficient to support the KC-46 Palletized Seating operations and maintenance concepts as used on the KC-46 aircraft.

6.1. Deleted.

6.2. SGML-tagged TO files shall include required illustration (graphics) files in an approved graphics exchange format. Illustration files developed and delivered for other purposes shall be used in lieu of developing special TM illustration files whenever possible. All delivered graphics shall conform to the approved graphic creation and format guidelines listed in attachment 1. For assistance with illustration requirements contact AFLCMC/HIAM via (e-mail: SGMLSupport@us.af.mil).

6.3. Page-oriented Military Specification (MILSPEC) TOs shall be formatted with text, graphics and delivered according to the TMSS specified in Section 2. The contractor shall develop TO files (tagged instances) using Standard Generalized Markup Language (SGML) according to the DTDs referenced in the appendix to MIL- STD-38784 and each applicable military detail specification (MIL-DTL). Multiple SGML file instances for a single T.O. document are not authorized.

7. TO Numbering. Contractors shall notify the government of manuals which require TO numbers. TO numbers are not required for manuals to be used exclusively by the Contractor’s own personnel. Requests for new TO numbers shall be submitted to the TOMA utilizing the TO numbering worksheet. (Attachment 2)

8. Data Rights. Contractors shall provide Unlimited Rights for all source data and TOs prepared specifically for the contract. Government rights in data are specified in the Defense Federal Acquisition Regulation Supplement (DFARS), 252.227-7013, Rights in Technical Data, Noncommercial Items, 252.227-7014, Rights in Noncommercial Computer Software and Noncommercial Computer Software Documentation, and 252.227-7015, Technical Data-Commercial Items. The government shall be given unlimited rights for all business rules (tailoring and application methods and procedures) and documented business processes developed for use in TO development. Government data rights shall extend to any tools or products used to author or display technical data.

9. Classification, Distribution, Destruction, Disclosure, and Export Control Notices. Contractors shall determine the correct markings and controls for classified and restricted distribution data and TOs IAW the program’s Security Classification Guide (SCG) and DODM 5200.01, DODI 5230.24, AFI 31-401, AFI 61-204, and MIL- STD-38784 (available at http://www.e-publishing.af.mil/ or https://assist.dla.mil/online/start/index.cfm ). The markings and notices shall be reviewed during In-Process Reviews (IPR). NOTE: Distribution limitations will be determined on a case-by-case basis as TOs are developed, dependent upon TO content.

10. TO Quality. Contractors’ proposals shall describe how the government will be allowed to interact with the contractor’s TO development team. The contractors’ shall ensure TOs prepared are: a) technically accurate and safe; b) written to a scope and depth of coverage sufficient to support the operations and maintenance concepts, and c) properly classified and marked with export control and distribution limitation statements.
