Offerors (ITO) and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements as stated in the Statement of Work (SOW), Contract Data

The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the offeror's proposal.

Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

The proposal acceptance period shall be 180 days. The offeror shall make a clear statement in

Section A of the proposal documentation volume that the proposal is valid through this date.

In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. The Government will destroy extra copies of such unsuccessful proposals, unless the offeror requests otherwise within 10 days of contract award.

Instructions, Conditions, and Notices to Offerors

b. Debriefings

The CO will promptly notify offerors of any decision to exclude them from the competitive range; whereupon, they may request and receive a debriefing in accordance with FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The CO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.

c. Discrepancies

If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale as well as the remedies the offeror is asking the CO to consider as related to the omission or error.

d. Electronic Reference Documents

All referenced documents for this solicitation are available on the Federal Business

In order to facilitate the sending and receiving of encrypted emails, offerors must use MS Outlook email configured to support encryption or a different email product that is S/MIME compatible and configured to support encryption. If you intend to submit source selection information via encrypted email, you will need to contact the Buyer/Contracting Officer indicated on the face page of the solicitation prior to that first submittal in order to exchange Public PKI key credentials. To insure the process is working correctly, send a test encrypted message first (without including any source selection information).

f. Electronic Offers

The content and page size of electronic copies must be identical to the hard copies. Use separate files to permit rapid location of all portions, including sub factors, exhibits, annexes, and attachments, if any. If files are compressed, the necessary decompression program must be included. In the event that hard copies and electronic copies of a proposal are submitted and if there are any discrepancies between the hard copies and the http://farsite.hill.af.mil/vffara.htm http://farsite.hill.af.mil/vffara.htm http://farsite.hill.af.mil/vffara.htm https://www.fbo.gov/ electronic copies of the proposal, the hard copies will be used for evaluation. IV. Proposal Content

By responding to this RFP, an offeror is affirming that the offeror’s solution will meet ALL the requirements stated in the SOW; however, the Government does not require the offeror to address each task identified in the SOW in the response -- the contents of the proposal shall only address the evaluation criteria in the Basis for Award and as detailed below.

a. Technical Volume

Technical Volume should be specific and complete in every detail. The proposal should be prepared simply and economically, providing straightforward concise delineation of capabilities to satisfactorily perform the requirements. Legibility, clarity and coherence are very important.

Your responses will be evaluated against the Technical sub factors defined in the Basis for

Award. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing/satisfying these factors and sub factors. No dollar costs/prices are to be included in your Technical proposal volume.

Factor 1: Technical

Sub-factor 1: Pallet Interface

The offeror’s proposal must provide a final design data package and drawings for the pallet base detailing the interfaces with the KC-46 cargo restraint system.

Sub-factor 2: KC-46 Pallet weight and Center of Gravity

The offeror’s proposal must provide results of a weight test of a fully loaded seat pallet to include all passengers with a maximum weight of 250 pounds each, personal bags for each passenger weighing no more than 10 pounds, EPOS

(emergency passenger oxygen system), floatation device, and bridge plate). The offeror’s proposal also must include calculations for the Center of Gravity of the fully loaded pallet.

Sub-factor 3: Production/Delivery Quantities and Schedules

The offeror’s proposal must provide a description of their manufacturing process to include anticipated lead times for seat pallet components as well as manufacturing lead times. The description should include all appropriate milestones to describe the time required to build and deliver four 12-seat pallets and 2 10-seat pallets within 120 days after award.

Factor 2: Past Performance

Offerors must use the instructions in the RFP Package, Attachment G for their electronic proposal submittal of relevant past performance contract information using the PPI tool. The offeror’s proposal must provide specific and complete

Past Performance citations. Legibility, clarity, and coherence are very important.

Past Performance will be evaluated for recency, relevancy, and overall performance acceptability.

If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past relevant contracts.

(Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor)

Recent -- Submit contracts on-going or completed in the past three (3) years as of the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

Relevant -- Submit information on recent contracts that you consider most relevant in demonstrating your ability to perform the proposed effort. Also include information on recent contracts performed by each of your teaming partners and significant subcontractors that you consider most relevant in demonstrating their ability to perform the proposed effort. Include rationale supporting your assertion of relevance.

Performance Acceptability -- Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for relevant past efforts and contracts (similar in scope and magnitude of effort and complexities this solicitation requires). In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous calls, etc.

Factor 3: Price

All pricing information shall be addressed in Cost/Price Volume III, of the proposal. Information shall be limited to Contract Line Item Number (CLIN), SubCLIN, or ELIN-level pricing, including unit and extended pricing, as specified in Section B of the Model Contract.

Data beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your price position. All data relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the Price volume. Under no circumstances shall this data and documentation be included elsewhere in the proposal.

In the Pricing Matrix provided (RFP, Attachment B), please read the instructions under Tab 1, Instructions, of the Pricing Matrix and provide unit pricing based on the number of Palletized Seat Systems ordered.

The TEP will be calculated using the attached Pricing Matrix. The TEP consists of the sum of CLINs 0001-0003 and the estimated ordering quantities provided by the Government multiplied against the quantity pricing provided by the contractor.

In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support a determination of price reasonableness. Data shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the CO determines that there is insufficient data available to determine price reasonableness and none of the exceptions in FAR

15.403-1 apply, the offeror shall be required to submit additional cost or pricing data.

All dollar amounts provided shall be rounded to the nearest dollar.
