1. GENERAL SCOPE

This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for pallet rack, tire rack and flow through rack for the 27th SOLRS in

Building 160 and 206, at Cannon AFB, New Mexico. The work shall be completed in accordance with this appendix, the Cover

Purchase Description (PD), and Air Force (AF) Drawings ZCN802-03 through 04. This appendix covers all equipment, materials, and labor necessary to complete installation of the system.

1.1. DEFINITIONS

Bay - A storage location in the pallet rack which measures from the front shelf beam to the back shelf beam in depth, and from the inside of the upright frame to the inside of the opposite upright frame in width.

Decking - A wire mesh surface spanning the area between two parallel shelf beams for the storage of loose or boxed items.

Pallet rack unit - A unit is an assembly of two upright frames and all shelf beams joining those two upright frames, and the wire mesh decking or tire supports spanning the beams or the rack supports.

Tire support – Angular sharped members attached to front-to- back supports to span the bay from the inside of one upright to the inside of the opposite upright column. Tire supports are used to facilitate tire storage by cradling them while they rest in a vertical position.

Flow Through Rack Unit – A flow through rack consists of two sets of upright frames, all the shelf beams joining those upright frames, all the low profile span-track spanning the beams, a pick tray, and all the hardware to attach the low profile span track and pick tray to the system.

Low Profile Span-Track – Low profile span-track is gravity roller conveyor sections spanning between pallet rack beams for conveyance of material.

Shelf frame - A one-piece welded frame that supports tracks and guides; side members also act as guides; front and rear ledges provide as a material stop.

2. APPLICABLE DOCUMENTS

Applicable documents shall be in accordance with Section 2 of the Cover PD as well as RMI/ANSI MH16.1-2012 and RMI/ANSI

MH26.2-2007.

3. REQUIREMENTS

3.1. SYSTEM DESCRIPTION

The pallet racks and flow through racks will be used to store palletized medium and large sized loads, collapsible containers, and loose items in such a manner to permit placement and removal of any individual load without disturbing any other load. The

Flow through racking will be used to store small item containers. The three flow through rack will be used to store and pass through material, from the back to the front. Wire decking shall be provided to facilitate storage of loose or boxed items. The pallet rack system shall be capable of supporting uniformly distributed loads as specified in 3.2.3.

Storage and retrieval operations within the pallet rack will be performed with the use of stock pickers specified in the Cover

PD and any existing general purpose forklift. The pallet rack shall conform to the requirements of the Rack Manufacturers

Institute (RMI) 2012 Specification for the Design, Testing, and

Utilization of Industrial Steel Storage Racks.

3.2. PHYSICAL AND PERFORMANCE CHARACTERISTICS

3.2.1. CONFIGURATION REQUIREMENTS

The pallet rack units shall be located as shown on AF Drawing

ZCN802-01 and ZCN802-04. Flow through rack units shall be located as shown on AF Drawing ZCN802-03. The racks shall be capable of being assembled side-by-side, in a row, using common uprights to support the shelf beams. The flow through rack units consit of two sets of upright frames, a set of 2-foot deep uprights and a set of 4 foot deep uprights. The 4-foot uprights shall have low profile span track located in the bottom 4 levels and decking in the top two levels in accordance with 3.2.9. A flue space shall be created between the 2-foot and 4-foot uprights by placing row spacers in accordance with 3.2.5 between them. Low profile span tracks shall be placed between the outside beam of the 4 foot upright and the inside beam of the 2 foot upright to form the flow through rack. A pick tray shall be placed between the beams of the 2 foot deep upright. The low profile span track shall be inclined so empty to fully loaded containers will flow smoothly through the rack. The placement of

Cannon AFB, App A – Page 5 the uprights, diagonal and horizaontal braces, and floor bearing plates shall not hinder the movement, storage or removal of the totes being stored on the flow through rack.

3.2.2. UPRIGHT FRAMES

The upright frames shall be of steel, all welded construction consisting of two columns, diagonal and horizontal braces, and floor bearing plates. Each upright frame shall be capable of supporting fully loaded bays without permanent deformation. The upright frames of like racks shall be interchangeable. Upright frames shall have a safety factor or 1.92 to 1. Upright frames shall meet the following requirements shown in table 1 below.

3.2.2.1. COLUMNS

The columns shall be a continuous channel, box channel, rectangular, square or other formation approved by the

Contracting Officer’s Technical Representative (COTR). Each column shall have openings to readily accommodate beam connectors, end-to-end, at corresponding heights through the height range of the column openings. The openings at the bottom shall allow for the tops of shelf beams to be installed at six inches above the ground and shall continue upward to the top of the column by 2 inch increments. All openings of each column shall be identical to each other and identical to the openings of all other columns. The position of all corresponding openings of the columns shall not vary more than 3/32 inch as measured from the bottom of the bearing plates. The arrangement of the openings and the fastening devices of the beams shall be such that the tops of the beams are flush, within 3/8 inch, with the top of the column.

3.2.2.2. BEARING PLATES

The bottom of each column shall have a load bearing plate securely attached. Each bearing plate shall be sufficiently sized to disperse the maximum load imposed by the column. Each bearing plate shall have a minimum of two punched holes to accept minimum 1/2-inch anchor bolts in accordance with 3.2.8.

3.2.2.3. DIAGONAL/HORIZONTAL BRACING

The columns shall be braced by horizontal and diagonal braces.

Each end of all braces shall be securely welded to the columns.

The braces shall not protrude beyond the sides of the columns or obstruct the attachment of the shelf beams to the columns, at any height on the columns. The centerline of the bottom horizontal brace shall not be located more than 12 inches from the bottom of the upright frame, and the centerline of the top horizontal brace shall be located not farther than 12 inches from the top of the upright frame. Other diagonal and horizontal braces shall be uniformly spaced between the top and bottom horizontal braces.

3.2.3. SHELF BEAMS

Shelf beams shall be the box or step type. Any openings in the shelf beam construction shall face inward, they shall not face the aisle. The connector shall not be welded to the column.

Shelf beam-to-column connection shall be of the locking type.

Each pair of shelf beams shall provide a bay width as shown on

AF Drawing ZCN802-01, ZCN802-03, and ZCN802-04. For all pallet rack, a uniformly distributed load of 6,000 pounds per bay shall cause no permanent deformations and elastic deflections shall not exceed 0.56 percent of the unsupported span, measured with respect to the two ends of the beam. All shelf beams shall be labeled with the manufacturer number, part number, and weight capacity.

3.2.3.1. CONNECTORS

Each end of the shelf beams shall have a multiple prong slip-fit or slip-joint type shelf beam-to-column connector. Separate shelf beams and connectors are unacceptable. The connectors shall be adjustable, allowing the shelf beams to be moved with no more than the use of a soft hammer. The connector shall be capable of transferring all loads and external forces of the shelf beam to the column without failure of the connection, or damage to the column or connector. The prongs shall be of sufficient number, size, and strength to withstand repeated

Cannon AFB, App A – Page 7 loading and unloading of the rack, and to continually sustain the rated shelf beam load. The prongs shall engage with the openings of the columns in such a manner to prevent lateral rotation of the beam, with each prong contributing to the support of the beam. The prongs shall engage with the openings of the columns to ensure a snug metal-to-metal fit between the horizontal and vertical load carrying members. The prongs shall be of the same design as the opening.

3.2.3.2. SHELF BEAM-TO-COLUMN SAFETY LOCK

Each shelf beam-to-column connection shall have a safety lock which shall lock the shelf beam to the column. The design and manner of construction of the device shall prevent accidental disengagement of the shelf beam-to-column connection during movement or shifting of the assembled rack unit due to impact to the upright frame or shelf beam from horizontal or vertical directions. The safety locking device shall be an integral, attached part of the shelf beam. The safety lock shall be employed without the use of tools, and no part thereof shall obstruct or restrict the loading or unloading of the racks.

3.2.4. ROW SPACERS

Row spacers shall be capable of joining the backs of two upright frame sections together to form a double row arrangement. The row spacers shall provide a minimum 6 inch flue space when storage locations are back-to-back. Each end shall firmly and securely attach to the column and prevent unintentional disengagement. The row spacer shall be of sufficient size and strength to withstand all forces applied to the connected upright frames during normal loading and unloading operations without deformation or failure. The Contractor shall supply and install a minimum of 3 row spacers for each set of back-to-back frames. The top row spacer shall be installed within 24 inches of the top of the frame. The bottom row spacer shall be installed within 24 inches of the bottom of the frame.

3.2.5. ROW MARKERS

Card holders shall be installed on the ends of each pallet rack row and flow through rack as shown on AF Drawing ZCN802-01, ZCN802-03, and ZCN802-04 for row identification. The card holders shall be large enough for a minimum 8 inch by 8 inch card to be displayed. The card holders shall be mounted between

5 feet and 7 feet from the floor. Row identification cards will be made up by the warehouse personnel according to their

Cannon AFB, App A – Page 8 established location assignment practices. A blank card will be provided by the Contractor for each card holder.

3.2.6. RACK CAPACITY LABELS

All racking shall have labels applied to all shelves/arms detailing their weight capacities. The labels shall be approximately 2" x 4". Inscribed metal plates or paper stickers containing this information shall be acceptable.

3.2.7. LEVELING SHIMS

Leveling shims shall be provided with the rack units where necessary. The shims shall have holes corresponding to the holes in the bearing plate, and shall anchor or lock with the bearing plate when the rack is erected. Shims shall be equal in width and length to the bearing plate under which it is installed. Shims shall be of varying thickness so no more than five shims are installed at any point. Slotted shims shall be unacceptable.

3.2.8. ANCHORING THE STRUCTURE

The rack system shall be anchored to resist all design shear and uplift forces. The rack units shall be designed to be a rigid freestanding structure and shall not be connected to any existing building structure except the floor. Each bearing plate shall be securely anchored to the floor with minimum one

1/2-inch diameter anchor bolt. The minimum embedment of the anchor shall be in accordance with 3.3.2.3 of the Cover PD.

3.2.9. ASSEMBLY

The assembled pallet rack system shall be rigid, stable, and without deformation or skewing when each bay is loaded to the capacity of the design loads. The pallet rack system shall assemble so that the columns are perpendicular to the beams and parallel to each other. Shelf frames shall be straight and square. All horizontal members shall be level to within 1/8 inch per 10 feet measured over any distance in the rack system.

3.2.10. WIRE MESH DECKING

Wire mesh decking shall be installed in all bays between all parallel shelf beams. The decking shall be heavy duty welded steel wire with integral support channels capable of supporting

Cannon AFB, App A – Page 9 a uniformly distributed load of 6,000 pounds per bay. The decking shall be designed with a safety factor of 1.65 to 1.

The decking shall not exhibit permanent deformation and elastic deformations shall not exceed 0.56 percent of the unsupported span. Decking shall be R-Mark compliant. The decking shall be plated or galvanized to protect against corrosion. Decking shall be the appropriate type to interface with the type shelf beam being provided. The ends of the wire mesh decking shall bend over the shelf beam to provide a secure load supporting deck and keep the decking from accidentally disengaging from the shelf beams. In some locations, the decking shall be cut to fit around existing building columns.

3.2.11. LOW PROFILE SPAN TRACK

Low profile span tracks shall be conveyor-like carton or tub flow track. The low profile span tracks shall be added to the beams of the flow through rack. The low profile track shall be placed between the beams not on top of the beams. Hangers shall be used to attach the low profile span tracks to the beams. The low profile span track consists of frames and rollers. Six low profile span tracks shall be placed between each set of uprights. Each track shall have a minimum capacity of 30 pounds per linear foot.

3.2.11.1. TRACK FRAME

Frames shall be constructed with galvanized steel. Frames shall be sized to fit in between the beams. The frame width shall be sized to support the totes listed in 3.2.11.5.

3.2.11.2. ROLLERS

Rollers shall be full width rollers. Rollers shall be minimum

3/4-inch tempered aluminum with a full length steel axle. Axle shall be minimum 3/16-inch.

3.2.11.3. PICK TRAY

Pick tray shall be constructed with galvanize or stainless steel. The pick tray shall have an end stop capable of stopping and supporting fully loaded totes as defined in 3.2.11.5. The pick tray will be attached in the back by a hanger as specified in 3.2.11.4. The pick tray shall be supported by pins which are inserted through the front upright leg. The pick tray shall be capable of supporting a minimum of 30 pounds per square foot.

3.2.11.4. HANGERS

The hangers shall be specifically designed to fit the beams it interfaces. It shall provide support for the low profile span track and the pick tray as required.

3.2.11.5. TOTES

The Contractor shall provide 200 blue plastic totes.

Totes are nominal size 19-1/2" x 15-1/2" x 10" and may vary depending on manufacture. The totes sizes and color will be approved by the Contracting Officer's Technical Representative.

3.2.12. TIRE SUPPORTS

Two tire support beams per bay shall be used to support the tires stored on Type “B” and Type “C” racks designated on AF

Drawing ZCN802-01. Tire supports shall be designed as shown on

AF Drawing ZCN802-01. The supports shall be angle iron and shall be easily removed and replaced from the storage rack.

Tire supports shall be adjustable to accommodate a variety of tire diameters. Tire supports shall have the capability to be adjusted to any storage level configuration that the shelf beams will allow. Each pair of tire supports shall have a minimum load capacity of 3,000 pounds per bay. Tire supports shall be bolted or otherwise connected to front-to-back beams or as approved by the COTR (welding is unacceptable).

4. QUALITY ASSURANCE PROVISIONS

4.1. INSPECTION

The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the

Cover PD. These inspections shall be completed as part of the system checkout test and again as a part of the quality conformance test.

For each type fo pallet rack, three pallet bays, picked at random, shall each be loaded with two 3,000-pound pallets (total 6,000 pounds) to ensure the pallet beams are set in place. The loads shall then be removed. The distance from the top of each designated shelf beam to the top of the shelf beam above it shall be measured and recorded as M1. Two

3,000-pound pallets shall then be put back into the designated pallet bays. The loads shall be left for a minimum of four continuous hours.

The distance from the designated shelf beams to the top of the next shelf beam shall be measured again and recorded as M2. The following formula shall be used to determine the deflection amount:

Deflection = [(M1 - M2) / 108 ] * 100

If the deflection is greater than 0.56 or if permanent deformation exists when the loads are removed, the system shall fail.

2. 3.2.3.2. The shelf-to-column safety lock shall be tested at a minimum of ten random locations.

Personnel shall attempt to separate empty shelf beams from the column without disabling the shelf-to-beam safety lock. If a shelf separates from a column then the system fails the test.

3. 3.2.10. For each type of pallet rack, three decking bays picked at random, shall each be loaded with two 3,000-pound pallets (total 6,000 pounds) to ensure the decking is set in place.

The loads shall then be removed. The distance from the top of the deck to the top of the deck above it shall be measured and recorded as M1.

The 3,000-pound pallets shall then be put back into the designated decking bays. The loads shall be left for a minimum of four continuous hours. The distance from the designated decking to the top of the decking above it shall be measured again and recorded as M2.

The following formula shall be used to determine the deflection amount:

If the deflection is greater than 0.56 or if permanent deformation exists when the loads are removed, the system shall fail.

4.3. CERTIFICATIONS

The Contractor shall provide certification that the following requirements have been met. All certifications shall be provided in accordance with the Contract Data Requirements List.

1. SCOPE

This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for three mechanical-assist, mobile storage systems for the 27th SOLRS in

Building 160, at Cannon Air Force Base (AFB), New Mexico. The work shall be completed in accordance with this appendix, the

Cover PD, and Air Force (AF) Drawings ZCN802-02. This appendix covers all equipment, materials, and labor necessary to complete installation of the system.

2. APPLICABLE DOCUMENTS

Applicable documents shall be in accordance with Section 2 of the Cover PD.

3. REQUIREMENTS

3.1. SYSTEM DESCRIPTION

A mechanical-assist, mobile storage systems shall be utilized to store hand liftable items. The system shall be installed according to AF Drawing ZCN802-02 and shall consist of:

a. Carriages, including drive chain.

b. Stationary platforms.

c. Widespan shelving (Appendix C).

d. Rails.

e. Elevated flooring.

f. Ramps.

g. Anti-movement locks.

h. Mechanical fasteners, anchors, and all other items required to install the mobile storage system.

3.2. PERFORMANCE AND PHYSICAL CHARACTERISTICS

3.2.1. SYSTEM OPERATION

Each carriage for the mobile aisle system in building 160 shall have a crank mechanism on one end, as indicated on AF Drawing

ZCN802-02. The crank mechanisms shall be turned manually

FA860419R8017 Attachment #3 Page 5 of 13 clockwise or counterclockwise to move the carriage in the desired direction. No more than five pounds of force on the crank shall be required to move a fully loaded carriage.

3.2.2. CARRIAGES

Carriages shall consist of a frame and drive train, upon which shelving units shall be installed. These carriages shall move as required after the appropriate crank is turned. All carriages shall be capable of supporting a minimum load of 1,000 pounds per carriage foot. No system component shall deflect greater than 0.5 percent of the distance between supports when fully loaded. No component shall exhibit permanent deformation after the maximum load has been removed.

3.2.2.1. FRAME

The frame shall consist of aluminum or steel channel, welded or bolted together to support a fully loaded shelving section.

Cross bracing shall ensure rigidity. Bumpers shall be mounted on the frame, spaced appropriately to minimize carriage contact.

The frame shall be designed for an integral drive train.

3.2.2.2. DRIVE CHAIN

Drive chain shall connect a set of gear reduction sprockets from the crank shaft to the drive shaft.

3.2.2.3. DRIVE SHAFTS

Drive shafts shall be made of steel and have a minimum diameter of 3/4 inch. Splices or connections to other sections of the drive shaft, drive wheels, and gears shall be slotted for key joints or use shoulder bolts. Drive shafts shall run through pillow block or flanged bearings on either side of the drive wheel. Slave drive shafts shall be driven by use of sprockets and chain from the main drive shaft.

3.2.2.4. BEARINGS

Bearings shall have a static load rating equal to or greater than the maximum bearing loading, including applicable safety factors, under all operating conditions. Bearings shall be permanently lubricated, securely mounted, and properly housed for protection from physical damage.

3.2.2.5. WHEELS

Each carriage shall have two wheels per rail. Each carriage shall have at least two drive wheels and at least two guide wheels (drive wheels may also act as guide wheels). All wheels shall be balanced, hardened steel. Wheels which are connected to the drive shaft shall be slotted for key joints. Wheels shall be capable of supporting the fully loaded carriage.

Wheels shall not slide or lose contact with the rail.

3.2.2.6. GUIDANCE SYSTEM

All carriages shall use flanged wheels or guide bearings for guidance over the rails. If flanged wheels are used, each carriage shall have a minimum of two flanged guide wheels. If guide bearings are used, then each carriage shall have a minimum of four sets of guide bearings. Guide bearings shall be precision machined and permanently lubricated.

3.2.3. SHELVING SECTIONS

Bin shelving, which conform to the requirements of Appendix D, shall be bolted to the carriages and stationary platforms.

3.2.4. FACE PANELS

Metal, decorative, face panels shall be fastened to both ends of all shelving sections (both carriage units and stationary platforms). Face panels shall provide a rigid mounting location for the cranks and card holders. The face panels shall cover the entire width and height of the shelving section sides.

3.2.5. ROW IDENTIFICATION

Card holders shall be installed on the face panels for row identification. Two card holders shall be mounted on each face panel unless the row is accessible from only one side, in that case only one card holder is required. The card holders shall be at least five inches wide by three inches high and mounted at eye level so that operators can locate numbers easily. Row identification cards will be made up by the warehouse personnel according to their established location assignment practices. A blank card will be provided by the Contractor for each card holder.

3.2.6. RAIL INSTALLATION

The contractor shall have the option to either resue the existing rail system or install a new rail system to move the carriages of the mechanical assist mobile aisle system. If

FA860419R8017 Attachment #3 Page 7 of 13 resuseing the existing rail system is not acceptable a new rail system shall be installed. Prior to installation of the new system the existing rail system shall be removed. The carriages shall move over minimum one inch high, steel rail assemblies located on top of the floor. After leveling the rails, load bearing grout shall be used to fill in any gaps between the rail assemblies and the existing floor. Rails shall be installed no more than seven feet apart unless the existing rail system is used.

3.2.6.1. EXISTING RAIL DIMENSIONS

The contractor has the option to resue the existing rails as shown on AF Drawing ZCN802-02 and in the image below. This consist of 6 rails that are 1-7/8 inches wide and are positioned

89-11/16 inches apart. The existing rail system consist of 4 rails that are 86’ long and 2 rails that are 82’ long. The existing rail system is installed in the ground as shown in the image below. If the existing rail system is used elevated flooring is not needed to be installed.

3.2.7. ELEVATED FLOORING

If the existing rail system is not to be resued the contractor shall install elevated flooring for the mobile storage systems.

Elevated flooring shall be resindek or equivalent. Resindek flooring is a special blend of phenolic resin, wax emulsion, and

FA860419R8017 Attachment #3 Page 8 of 13 wood fibers combined under heat and pressure. The flooring shall be minimum 3/4-inch thick. The flooring shall have an exterior sealant. The sealant shall be Acryseal or equivalent.

A sealant color chart shall be provided with the shop drawings for selection by the COTR. The flooring sheets shall be tongue and groove on long sides forming an integral surface. The flooring sheets shall be securely fastened to the framing with resindek type drill screws or equivalent. Flooring shall be sized to fit between the rails. Flooring shall run perpendicular to the rails. Flooring shall be level with the top of the rails, in order to provide a safe walking surface for personnel. Flooring shall be shimmed/grouted to prevent deflection greater than 1/16 inch. Shims/grouting shall be on maximum 18-inch centers at decking joints. All cracks/joints greater than 1/8 inch in flooring shall be filled with grout, which matches the color of the flooring.

3.2.8. RAMPS

Metal ramps shall be installed to allow an easy transition to the elevated flooring. The ramps shall be provided along the entire length of the sides allowing entrance to the aisles. The ramps shall not extend past the end of the carriages into the main aisle. The grade on these ramps shall not exceed 10 percent.

3.2.9. ANTI-MOVEMENT LOCK

Each carriage shall be equipped with anti-movement locks on the end of the mobile aisle system with the hand cranks. The anti-movement locks will lock the carriage in place while the operator is in the aisle.

4. QUALITY ASSURANCE PROVISIONS

4.1. INSPECTIONS

The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the cover purchase description. These inspections shall be completed as part of the systems checkout test and again as a part of the quality conformance test.

4.2. TESTS

1. 3.2.1. A functional test of 24 hours in three eight hour increments shall be made on the system.

It shall be tested randomly over this period.

Test each crank by turning it both clockwise and counterclockwise. If the carriage does not move in the desired direction, the system fails the test.

2. 3.2.2. The deflection test shall be performed randomly on any system component. The Contractor shall load the selected shelves to maximum loading.

The shelves shall remain loaded for four continuous hours. At the end of the four hour period, the system shall be checked for deflection. If any system component deflects more than 0.5 percent of the distance between supports when fully loaded, the system fails the test. If any component exhibits permanent deformation after the maximum load has been removed, the system fails the test.

3. 3.2.9. Test each anti-movement lock. If a carriage can be moved with a lock activated, the system fails the test.

4.3. CERTIFICATIONS

The Contractor shall provide certification that the following requirements have been met. All certifications shall be provided in accordance with the Contract Data Requirements List.
