The supply chain management activities include spares management, spares procurement, repair and maintenance, and failure tracking and analysis. The availability metric shall be calculated for each ADTS system on a quarterly basis as follows:

Availability = MTBF / (MTBF + MTTR)

Mean Time Between Failure (MTBF) = the time (in hours) between failures of a system;

a measured result of dividing the number of failures occurred in a given time period into the number of hours in that time period (24/7 usage).

Mean Time To Repair (MTTR) = the time (in hours) from when a part (TRU) is requested/ordered to when it is received by the using location.

Availability is calculated based on parts request to delivery time and average Mean Time to

Repair metrics; excluding preventative maintenance tasks, government calibration, or other station down-time not attributed to waiting on a TRU. Availability metrics are applicable to only failures related to Test Replaceable Units (TRUs) in current production. When the root cause of a failure to meet the availability requirement is based on TRUs that have been determined to be obsolete, then these TRUs will be removed from the availability calculation until a system level

The Contractor shall request disposition of all parts listed on the spares audit report, which shall be turned over to the Government or may be purchased by the Government.

PR: FD2060-13-30000 PWS REVISION: 1 6

4.2.2 Spares Procurement

Purchase of additional spares is dependent upon the part’s current production status. This option is not available if the part is not in production (obsolete) and no replacement has been identified.

Failure trend analysis results as reported in the Failure and Analysis Tracking Report (PWS

4.2.4, CDRL A003) shall be used to determine the need and quantity of additional spares for procurement by the government. Additional spares shall not be procured by the government for temporary spikes in failures for a single quarter. Only those items that exhibit an increase in failure rate of at least 10% from quarter to quarter for at least three (3) consecutive quarters shall be considered for additional spares procurement by the government (via a CLIN on this contract) to be added to the GFE provided spares pool. Any other spares procured by the contractor to meet availability requirements shall be the property of the contractor. The spares owned by the contractor in support of this contract shall be identified to the government in a contractor-owned asset list to be included in the monthly status report.
