Questions/Responses Round 5

# Question Government Response

In the Technical section, Subfactor Three (pg 76 of 87) requests narrative discussion and supporting documentation including analysis of OEM repair services and lead times. Is this asking for the proposal to include an analysis of component vendor’s existing repair policies? Could you clarify this requirement as I am not sure how this supports contractor selection?

Purpose of the narrative discussion and supporting documentation relative to analysis of OEM repair services is to ensure that assets can be repaired (rather than condemned). The offeror's technical proposal shall provide a sound compliant approach to meet the requirements with the PWS. Per Instructions to Offerors, offerors shall include analysis of Original Equipment Manufacturer (OEM) repair services to support the offerors proposed approach to meet the requirements relative to paragraph 4.2.3 of the Performance Work Statement (PWS). Ensure that you as the offeror also comply with additional requirements of Subfactor Three besides the requirement mentioned above.

In 4.2.1 of the PWS the paragraph states that "The contractor shall store, manage, and control all parts at a centralized parts storage location". Does this include ALL GFE spares even if the contractor is only going to be contracted to support one ADTS, or just the spares necessary for however many ADTS's the contractor is responsible for supporting?

In reference to PWS paragraph 4.2.1, this does include all GFE spares no matter the quantity of ADTS supported.
