Questions/Responses Round 11
# Question Government Response
For clarification on Schedule B pricing input: For example on CLIN 0001AA, are you looking for the “unit price” to equal a man month for 1 station or a man month for the BEQ of 15 stations? We are asking this as we do not see how the pricing can be balanced if Attch 6 is multiplied out times the BEQ and Schedule B is not.
SubCLIN 0001AA's "unit price" will be a price for one man month of service for one unit. That "unit price" will be multiplied by a quantity of 12 man month to give an "Amount" which will be a 12 month period of service for one unit. This verbiage can be found within the verbiage at the top of Schedule B within the RFP: "Offerors shall not propose a price on the top‐level CLIN with the BEQ for the number of stations. The top‐level CLIN is informational only, and provides the number of stations at the locations identified for each CLIN. Offerors shall propose a price based on the associated SubCLIN on a per‐month basis. The prices proposed on the SubCLIN on a per‐month basis will be considered the price for the required work for 1 each station." Note that Attachment 6 should only contain the unit prices for each Sub CLIN (X001, X002, X003) and the unit price for CLIN X010 to calculate the Total Evaluated Price (TEP).
For clarification on Schedule B pricing input: CLIN 0010 is based on a “34 station LOT” therefore pricing is based on a pool of spares. Are we correct in assuming that the overall cost is to cover all 34 stations for a full 12 month period?
CLIN X010 does not have a quantity of stations associated with it as it is simply the suport of all spares. The unit price should consist of support of all spares for a period of one month.

Questions/Responses Round 11
In the submission instructions (referenced below), the proposals are to be submitted in three (3)separate volumes, for which I would normally include three (3) separate binders. The instructions also reference the “proposal notebook” which would indicate one (1) binder. Would you please clarify how the proposal should be submitted?
Proposals shall be submitted to the Government in three (3) separate volumes as set forth below: In addition to the page limitations set forth above, proposals should comply with the following format:
(1) Each volume shall be marked with the RFP number and the offeror’s name and address, and the number of the Volume, i.e. I, II, III, etc. Proposals shall be in the English language and all monies shall be proposed in United States dollars.
(2) Print shall be no smaller than a font size of 12 and should be on 8 1/2 x 11 inch paper.
Charts, graphs, drawings, diagrams, supporting illustrations, or spreadsheets shall not be greater than 11” x 17”. Each volume within the proposal notebook shall be separately tabbed and identified. Margins shall be no smaller than 1 inch and each page within a volume (or section) shall be numbered consecutively.
Each volume is typically in a separate binder but the instructions do not require a separate binder. The instructions only required the volumes to be clearly marked and separately tabbed and identified. The offerors can determine whether each volume be a separate binder or one binder that is clearly marked and tabbed. Please note that each volume also has a required number of copies, again does not matter if they are in separate binders but the required number of copies should be provided
