1.0 SCOPE. This Product Description (PD) provides the minimum requirements for a Computed Radiography (CR) digital radiographic imaging system suitable for Nondestructive Inspection of a variety of metallic and non-metallic products used in military aircraft maintenance environments, which may be located at fixed military bases or deployed to austere forward operating locations. These imaging systems shall directly digitize and process radiographic images recorded on both hard and flexible Imaging Plates (IPs). The method of performing radiography shall be by using a storage phosphor system on both hard and flexible IPs. This PD provides for production evaluation as described herein.
2.0 CLASSIFICATION. The system described in this PD is classified as a complete CR system, employing state of the art photostimulable phosphor IPs as the collection media for radiographic data in the same manner as chemically-processed x-ray film used for the purpose of nondestructive inspection/testing/evaluation, except that these IPs shall be capable of being erased and re-used. An automated, programmable method of extracting the data and subsequently erasing the IP; and a method for displaying and storing the images shall be provided.
2.1 This PD contains system specifications necessary to meet Department of Defense (DoD) requirements for radiographic detection of foreign objects, water entrapment, and alignment (i.e., general purpose use) at 2.5 line pairs per millimeter (lp/mm), fatigue crack detection at 6.0 lp/mm, and welder certification at 8.0 lp/mm, in both the scanning and transverse directions using the process control devices described in paragraph 5.6.
2.2 The CR system shall be a table-top, portable CR system with Integral Eraser capable of processing industry standard flexible IPs from 5” x 7” to 14” x 17”, as well as custom sized flexible IPs as small as 2” x 4” and Original Equipment Manufacturer (OEM)-specific hard cassettes. The erasure procedures outlined in ASTM E2445 Section 8.3.1 (Paragraphs 8.3.1.1, 8.3.1.2, and 8.3.1.3) and Section 9.2.11 (Paragraph 9.2.11.1) shall be followed with the following conditions. The test shall be performed at a kV value of 160 kV. Using an IP that has been erased, an exposure shall be taken at 160 kV. This shall be accomplished using an absorber plate that covers approximately one half of the imaging plate and results in 5-10% maximum achievable mean linear PV in the region covered by the absorber plate. In the free beam area, the exposure shall result in 80-90% of the maximum achievable mean linear PV. Erase the IP. Scan the IP after erasure. Document the orientation of the IP during exposure and processing on the technique. Ensure the same orientation is maintained for subsequent tests. Erasure shall be calculated by the PV difference method. Erasure shall be calculated from the image taken as a result of scanning the erased IP. Determine the PV difference between the mean linear PV of the free exposed area and the mean linear PV of the area covered by the absorber. The ROI for each area should cover as large a region as possible within each area. The PV difference divided by the maximum achievable PV shall be ≤ 2%. Perform this test a total of 10 times. Upon completion of the test, any residual image with a PV difference divided by the maximum achievable PV above the allowed 2% shall be re-evaluated by repeating the tests with another IP.
Any residual image with a PV difference divided by the maximum achievable PV above the allowed 2% on the second IP is cause for rejection.
5.9.4 Successful completion of TO 1B-52H-36, Wing Trailing Edge Flaptrack Inspection.
Failure to visualize the 2-2T hole in the image quality indicator is cause for rejection.
5.9.5 Successful completion of TO 1C-130A-36, Aft Fuselage Side Structure from FS 770 to 968 (Tube Attach Fittings). Failure to visualize the 2-2T hole in the image quality indicator is cause for rejection.
5.9.6 Successful completion of TO 1F-15A-36, Tip closure rib (P/N 68A115105, without straps) for cracks, L/R first ramp rib support (P/N 68A327122), and L/R horizontal stabilator inboard leading edge rib (P/N 68A210130) for cracks. Failure to visualize the 2-2T hole in the image quality indicator is cause for rejection.
5.9.7 Successful radiographic inspection of a government owned welder certification tube butt joint weld specimen that contains porosity weld defects using existing T.O. 00-25-252 procedures. Failure to visualize defects, equivalent to film radiograph provided by the government, is cause for rejection.
6.0 DOCUMENTATION. See DD Form 1423, Contract Data Requirements List.
6.1 One (1) paper copy of the commercial operation and maintenance instructions, including calibrations procedures and adjustments, as applicable, shall be shipped with each system. An electronic copy shall be loaded on the workstation. All documentation shall be releasable for third-party repairs. A draft copy shall be provided with the production evaluation article for engineering approval. Two (2) paper and two (2) electronic copies of the final version shall be sent to the USAF Equipment Specialist and NDIO Cognizant Engineer. The CR System’s Operation and Technical Manual shall as a minimum include:
6.1.1 CR Systems Technical Operation and Maintenance.
6.1.2 CR Systems Illustrated Parts Breakdown including compatible IPs available commercially.
6.1.3 Service and Calibration Maintenance Schedule Requirements.
6.1.4 A listing of all available accessory items & services, warranty information, and Vendor/Contractor’s Point of Contact.
6.1.5 See DI-TMSS-80527A and DI-MISC-80557 for additional information.
6.2 Radiographic images of the serialized process control devices described in paragraph 5.6, which are actually delivered with each system, shall be included on the workstation to document the manufacture’s quality control processes. The image shall contain serial numbers of the process control devices, the workstation, scanner, and date formed using metallic lead (Pb) letters & numbers, or hand-scribed on metallic lead foil.
6.3 A system recovery disk(s) shall be included to return the CR system to an as delivered software configuration. A recovery partition on the hard drive may be used. All passwords shall be sent to the NDIO Cognizant Engineer at AFLCMC-EZPT-NDIO@us.af.mil at time of shipment to manage software configuration. Passwords shall NOT be shipped with the unit.
6.4 One (1) Digital Video Disk (DVD) providing hardware and software familiarization shall be included with each system. One (1) DVD providing step-by-step instructions to accomplish process control procedures provided in TO 33B-1-2 using the process control devices described in paragraph 5.6 shall be included with each system. Two additional copies of each DVD shall be sent to the Contracting Officer for delivery to the Equipment Specialist and Cognizant Engineer.
6.5 A DICONDE compliant image of the line pair gauges of the Process Control Phantom described in paragraph 5.6 shall be transmitted to the AF NDI Office at AFLCMC-EZPT- NDIO@us.af.mil at time of proposal submission to confirm compliance. File size is limited to 10MB. Alternatively, a CDROM may be sent to AFLCMC/EZPT-NDIO, 5259 Warehouse Road, Bldg 2211; Room 1, Tinker AFB OK 73145. Notional data shall be stored under the DICONDE headers.
