SUPPLIES OR SERVICES AND PRICES/COSTS

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

EVALUATION BASIS FOR AWARD

This acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedures to make an award decision.

A decision on the technical acceptability of each offeror's proposal will be made. Award will be made to the responsible offeror whose proposal conforms to all solicitation requirements, such as terms and conditions, representations and certifications, and is deemed technically acceptable and offers the lowest total evaluated price.

The Government intends to make a single award as a result of this solicitation.

This Request for Proposal (RFP) will result in a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract as defined in FAR 16.504. The contract will contain a Basic period of performance and one (1) additional Outyear Option period.

GUARANTEED VALUE: The contractor shall furnish to the Government, when ordered, the items of supplies or services specified in this Schedule up to and including the "Maximum" amount of 108 units for all orders issued hereunder. The Government shall order at least the onetime guaranteed "Minimum" amount of 1 unit in conjunction with award of the basic contract. Once this "minimum" value is met, the Government has met their contractual obligation and is under no further obligation. The quantities of supplies or services specified in this Schedule are for estimation purposes only. Except as this contract may otherwise provide, if the Government's requirements do not result in orders in the quantities described as "estimated" or "maximum" in the schedule, that fact shall not constitute the basis for an equitable price adjustment or claim.

The LPTA evaluation process will be accomplished as follows:

1. Technical conformance to specification PD-AFLCMC-EZPT-17-01 dated 23 November 2016. Technical information submitted in response to this RFP will be evaluated on an acceptable/unacceptable basis. In order to pass, the offeror must clearly demonstrate in the technical information package compliance with the technical factors located in section L. Since only minimal requirements are cited, a failure to comply with any one requirement may result in the offer being determined to be technically unacceptable.

The Government will review the technical factors against the offeror’s technical information package and specification PD-AFLCMC-EZPT-17-01 to ensure information is sufficient to determine compliance. Please include a commercial manual or specification sheet with your proposal.

2. COST/PRICE: The offerors cost/price quoted will be evaluated for reasonableness and balance (see paragraphs (i) and (ii) below). Cost/price will be evaluated in accordance with paragraph (iii) below. Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. Price analysis techniques may be used to further validate price reasonableness.

No production articles of the item will be shipped under this NSN: 6635-01-523-5766RN. Award will be made using a temporary NSN pending assignment of a NSN for the product being delivered by the Contractor. The successful offeror will apply through the PCO for a specific NSN to be assigned to their particular item. It is requested that you identify the part number you are proposing and advise if the part number already has a NSN assigned.

Basic Contract Period. The prices in the Basic Contract Period shall be in effect from the effective date of the contract for a period of 12 months.
