1. Question: CLIN 0001 is for DED Standard Repair with Flex and CLIN 0002 is for Flex and

Rebond. The PWS in section 4.6 states “Standard repair is performed on assets that have had the flex prints and associated P7 and P8 connectors replaced.” Is it your intent for CLIN 0001 to include Flex replacement? CLINs 0006 and 0007 for the Display Head are similarly worded.

For CLIN 0001 Flex replacement is not mandatory but if the flex is damaged it must be replaced. The same logic applies to CLIN 0006.

As we were going through our proposal workup we have noted subsequent to the publication of the Q&A, there have been two modifications issued, however, the description for CLINs 0001, 0002, 0006 and 0007 have not been revised and remain:

CLIN Noun

0001 DED W/FLEX

0002 DED W/FLEX & REBOND

0006 HEAD STANDARD W/FLEX

0007 HEAD EXT W/FLEX & REBOND

Since the contractor’s capacity must be established based on the Government’s best estimated requirements, respectfully request that you provide clarification as the delivery requirements in the schedule are confusing. Allowing for the initial 30 days ARO, repairs would be completed between 2-7 months. Since it will be impossible for anyone to know which level of repair will be required for the DED (0001 & 0002), Power Supply (0003 & 0004) or Head Assy (0006 & 0007) until the unit is evaluated, we respectfully suggest that your monthly requirements be stated for the combination of the like CLINs.

0007 5895-01-181-1224 HEAD EXT W/FLEX & REBOND 150 30 25 2.2

In order to ensure that there is no misunderstanding on the part of contractors submitting proposals, respectfully recommend that you consider revising the schedule accordingly.

Answer: We want all assets that have not had the flex prints/P7/P8 replaced to have them done on CLIN 1, ect. Rationale. The flex print work (and connectors) has been absolutely critical in reducing our Quarter Demand/improving reliability.

As for the CLIN schedule:

CLINS 0001 and 0002 We want a combination of 25 deliveries a month between the two CLINS.

CLINS 0002 and 0003 We want a combination of 25 deliveries a month between the two CLINS.

CLIN 0005 We want 25 deliveries a month.

CLINS 0006 and 0007 We want a combination of 25 deliveries a month between the two CLINS.
