Text version
1. CLIN 0001 is for DED Standard Repair with Flex and CLIN 0002 is for Flex and Rebond. The PWS in section 4.6 states “Standard repair is performed on assets that have had the flex prints and associated P7 and P8 connectors replaced.” Is it your intent for CLIN 0001 to include Flex replacement? CLINs 0006 and 0007 for the Display Head are similarly worded.
For CLIN 0001 Flex replacement is not mandatory but if the flex is damaged it must be replaced. The same logic applies to CLIN 0006.
2. Is there a new design for the P7 and P8 Flex? If not, how do we know it has been replaced?
The P7 and P8 Flex has been replaced during repairs with a more flexible/reliable alternate flex provided by the repair contractor. We consider the new flexes to be an alternate/suitable substitute. The newer flexes are visibly identifiable.
3. What is the reason for the 30 minute vibration requirement? Is it detrimental to the health of the unit? Why vibrate ones where the wire has already been replaced, presumably they were vibrated then?
Given the volume of intermittent faults we experience with DEDs and repaired DEDs we have found that 30 minutes of vibration while operating is required to mitigate PDQRs or ineffective repairs. Allowing the DED to run fully illuminated for 30 minutes allows the DED to reach upper operating temperatures to ensure an effective repair. This test is currently being ran at organic depot.
4. Would it be beneficial to break out re-bonding since some will have already had the procedure performed
Required complete re-bond (enhanced bonding) is only mandatory on DEDs moved to the expanded repair (those determined to need total re-bond). If it has already had enhanced bonding applied it would be placed under the standard repair CLIN and enhanced bonding (not total re-bonding) would only be applied as needed to complete any required repairs.
5. Through DCS contracted repairs of the DED Power Supply for foreign operators of the F-16, we have received power supplies which don’t match the original Keltec drawings. They have the correct part number, but the internal circuitry is different. While we don’t believe there are any in the USAF inventory, what should we do if we were to receive one of these power supplies on this contract?
If this issue should arise, please contact the contracting officer to resolve at that time.
6. In the PWS, Section 3 the definitions of “Condemn” and “Component” are stated the same? “a normally repaired item….has been deemed uneconomical to make serviceable” .
There will be a forthcoming amendment to remove the definition for component…
7. In the PWS, Section 3, GFP is defined as “F-16 DVR”.
There will be a forthcoming amendment to change to F-16 Data Entry Display, Head, Tray, DED
PS
8. CDRL A001, block 7 should be corrected to read “LT”
There will be a forthcoming CDRL update by the time of award.
9. IEI requests the incorporation of FAR 52.225-8 /DFARS 252.225.7013 Duty Free Entry Clause if possible.
There will be a forthcoming update to the solicitation to include the requested clause.
