STATEMENT OF OBJECTIVES
FOR THE
INTERCONTINENTAL BALLISTIC MISSILE (ICBM)
GROUND SUBSYSTEMS SUPPORT CONTRACT (GSSC)
SIMULATED ELECTRONIC LAUNCH – MINUTEMAN (SELM)/
GUIDED MISSILE LAUNCHER ELECTRICAL CIRCUIT (GMLEC) TEST SET REPLACEMENT PROGRAM

1.0 Program Objectives
1.1 This Statement of Objectives (SOO) is for the execution of development and production efforts for the Simulated Electronic Launch – Minuteman (SELM) and Guided Missile Launcher Electrical Circuit (GMLEC) Test Set Replacement Program. All Ground Subsystems Support Contract (GSSC) Performance Work Statement requirements apply in performing the work to accomplish the contract objectives below.
1.2 The objective of the SELM/GMLEC program is to replace aging and unsupportable test support equipment in order to mitigate risks associated with Air Force Global Strike Command Force Development Evaluation (FDE) testing and to sustain the Intercontinental Ballistic Missile (ICBM) weapon system through 2030 and beyond. While SELM and GMLEC have historically been two separate end items, this program will combine the functionality of the existing equipment into one end item. This effort will be accomplished in two phases.
1.2.1 Phase 1: Engineering and Manufacturing Development (EMD)
1.2.1.1 Use Government-furnished information including the drawings, interface control documents, specifications, T.O.s, and problem reports to evaluate requirements allocation design concepts with emphasis on the following features:
1.2.1.1.1 Combine functional requirements of the separate SELM and GMLEC test sets from current drawings and specifications.
1.2.1.1.2 Eliminate any obsolete design requirements existing in the current drawings and specifications.

1.2.1.1.3 Identify to the Government resolutions for any conflicting requirements between the existing GMLEC and the existing SELM configurations.
1.2.1.2 Complete system requirements review (SRR) with the Government within 3 months and preliminary design review (PDR) within 6 months after reviewing trade study results of best design solutions.
1.2.1.3 Complete critical design review (CDR) within 6 months of PDR.
1.2.1.4 Produce and test two first article SELM/GMLEC test sets based on the approved CDR design.
1.2.1.4.1 First article testing will be used to qualify the design to the standards and specifications developed in the Phase I effort. A system level qualification will address system operational capabilities of the redesigned system. Qualification tests will be further defined in a Test Plan
1.2.1.4.2 Test planning and execution shall include delivery of test plan and test procedure documents and conduct a test readiness review (TRR) in accordance with AFI 99-103, Capabilities-Based Test and Evaluation.
1.2.1.5 Conduct a functional configuration audit (FCA) and a physical configuration audit (PCA).
1.2.1.6 Deliver to the Government the SELM/GMLEC development tools, assets, and documentation required to sustain/maintain the SELM/GMLEC and make system upgrades through 2030.
1.2.1.7 Develop special packaging/shipping instructions for providing sufficient test sets to operational field locations to support SELM testing, Replacement of the SELM vans is not part of this effort.
1.2.2 Phase 2: Production
1.2.2.1 Fabricate 28 SELM/GMLEC units to the design qualified under Phase 1.
1.2.2.1.1 Each unit will have associated acceptance testing which will be done by the contractor at the contractor’s facility.
1.2.2.1.2 Each unit will have a 1 year warranty from the date that the SLEM/GMLEC unit is delivered to Hill AFB Depot.
1.2.2.1.3 Deliver 14 SELM/GMLEC units to Hill AFB Depot no later than 4 months prior to the end of the Period of Performance.
1.2.2.1.4 Deliver the remaining 14 SELM/GMLEC units to Hill AFB Depot no later than the last day of the Period of Performance.
2.0 Contract Objectives
2.1 The objective of the SELM/GMLEC contract is to establish the best technically acceptable/best value approach for all phases of the program.
2.2 Provide a detailed Contractor Statement of Work (CSOW). The CSOW shall address each SOO statement and define the work required to meet the completion of this effort.
2.3 The effort will be structured as two phases: (1) SELM/GMLEC EMD and (2) SELM/GMLEC Production.
2.3.1 The period of performance shall not exceed 2 years for Phase 1 and 1 year for Phase 2 of this program.
3.0 Management Objectives
3.1 Provide Government insight on program performance.
3.1.1 Manage and maintain clear Government visibility, and keep the Government apprised of program cost, schedule, technical performance, engineering data, test analyses, and risks. Earned value management information will be provided to the subcontractor level.
3.1.2 Develop communication processes to ensure maximum benefit from engineering organizational structure and practices.
3.1.3 Develop and deliver at the start of this effort a program schedule, detailing all tasks and deliverables associated with this effort. The schedule will be maintained and kept current throughout the program. Program milestones shall include but not be limited to: SRR, PDR, CDR, TRR, and FCA/PCA.
3.1.4 Deliver a progress status report on a monthly basis. This report will briefly detail technical progress made during the reporting period, provide a cost and schedule summary, and identify any issues which may impact the program.
3.1.5 Ensure timely and accurate delivery of all data deliverables and ensure data has appropriate classification markings.
3.1.6 Conduct technical interchanges, design reviews, and program management reviews as appropriate to ensure the program status is efficiently communicated to the Government.
3.1.7 Provide required documentation and technical support required to obtain Air Force Safety Center nuclear certification per AFI 91-103, Air Force Nuclear Safety Design Certification Program.
4.0 Technical Objectives
4.1 Ensure a sequential unique identification convention for each produced SELM/GMLEC test set.
4.2 Establish, implement, and deliver configuration identification, control, status accounting, and audits for configuration management baselines and data prepared for the program.
4.3 The SELM/GMLEC test set shall be resistant to premature triggering and support the collection of performance data.
4.4 Evaluate requirements allocation design concepts with emphasis on the following features:
4.4.1 Combine functional requirements of the separate SELM and the GMLEC test sets from current drawings and specifications.
4.4.2 Identify to the Government resolutions for any conflicting requirements between the existing GMLEC and the existing SELM configurations.
4.4.3 Develop and deliver to the Government new development and fabrication specifications, drawings, T.O.s, interface control documents, and system requirements analysis.
4.5 The equipment developed as part of this program shall be supportable through 2030. Appropriate documentation shall be developed to support operation, maintenance, and provisioning of the new test set through its intended life cycle (i.e., logistics support analysis/logistics support analysis report, T.O.s, spares quantities, etc.).
4.6 The replacement test set shall be compatible with the mechanical, electrical, signal, data format, and timing interface characteristics of the existing test set operational interfaces and non-operational interfaces.
4.7 Ensure compliance with Weapon System Safety Rules per AFI 91-114, Safety Rules for the Intercontinental Ballistic Missile System.
