Source Selection Information – See FAR 2.101 and 3.104
Section L – Instructions, Conditions, and Notices to Offerors
PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts; Part I - Technical Proposal, Part II – Past
Performance Information, and Part III – Price Proposal Information.
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
C. Specific Instructions:
PART I – TECHNICAL PROPOSAL - Limited to no more than 45 pages. Submit original plus three (3) copies and two (2) electronic copies.
The technical proposal shall be clear, concise, and include sufficient detail for effective evaluation. An executive summary to the technical proposal may be included. The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing documentation to address how the offeror will meet these requirements. There will be no reference to rates or prices in this volume. Offerors shall assume that the
Government has no prior knowledge of their certifications, facilities, and capabilities, and will base its evaluation on the information presented in the offeror’s proposal.

Subfactor 1 –Wiring See Performance Work Statement PWS 3.2.1:
Submit the necessary specific skills, plans, documentation, competencies, capabilities, facilities, and equipment (beyond that provided as Government Furnished Equipment
(GFE)) that all wiring related activities to include troubleshooting aerospace wiring using approved aerospace support equipment as well as common electrical tools are in place to accomplish this requirement. Describe the offeror’s technical capability and expertise for this subfactor and provide documentation of reasonable assumption of proof that the following requirements related to this subfactor will be met prior to award.
Subfactor 2 – Technical Data See PWS 3.2.1, 3.2.2, 3.2.3, 3.2.4, 3.2.7.1, 3.2.7.2, 3.2.12, 3.2.13:
Submit the necessary specific skills, documentation, plans, competencies, capabilities, and equipment (beyond that provided as GFE) that Air Force technical data (to include but not limited to Aerospace engineering drawing and A-10 engineering drawing standards) and peculiar A-10 technical data formats and styles will be accomplished and updated as part of this effort. Describe the offeror’s technical capability and expertise for this subfactor and provide documentation of reasonable assumption of proof that the following requirements related to this subfactor will be met prior to award.
Subfactor 3 - Management Plan See PWS 3.2.5, 3.2.6, 3.2.7, 3.2.8, 3.2.9, 3.2.10, 3.2.11, 3.2.14, 3.2.15, 4, and 5:
Submit a management plan to address the offeror’s approach and process for areas listed below. Describe the approach to managing the schedule and performance aspects of the overall program. Included in this plan must be a description of the offeror’s process for risk identification, mitigation and management. The Management Plan must address the following, but not limited to:
i. Process for ensuring that all contractor personnel are properly trained and qualified to perform assigned tasks and duties in accordance with applicable procedures and regulations. Describe plan for obtaining specific training and qualifications unique to the A-10 to include compliance with DCMA Instruction
8210.2.
ii. Provide a generalized plan describing the systems, processes, and procedures that will be in place to ensure the safety and security of U.S. Government
Property to include equipment, material and information.
iii. Provide a draft Integrated Master Schedule (IMS) that contains contract milestones and significant tasks/activities to demonstrate the achievability of contract objectives, period of performance, key dates, and integrate program activities for the duration of contract performance. IMS should be top-level in nature and be based on an offeror developed Work Breakdown Structure (WBS).
Tasks beyond the 3 rd level (see MIL-STD_881C, Chapter 3) of the WBS should only include only when necessary to identify significant contract activities.
iv. Any GFE/GFP/GFM that may be required as part of this contract.
v. Reflect a management and technical understanding of the complexity of the requirement. The plan shall include an organization chart(s), rationale and methodology to staff the proposed structure, recruitment for each functional area.
The plan shall include the incorporation of key positions/descriptions reflecting the required education, experience, certification, and qualifications needed to comply with PWS requirements. The plan shall include any cross-utilization, an employee retention plan, and all sub-contractor participation.
Subfactor 4- Design See PWS 3.2.1, 3.2.2, 3.2.3, 3.2.7.5, 3.2.13, 3.2.15:
Submit plan for designing and executing those tasks in the PWS. Also, submit the necessary specific skills, documentation, plans, competencies, capabilities, and equipment (beyond that provided as GFE) that the design and producability of aircraft wiring harnesses will provide a solution that shall be non-kitted and a field-level time compliance technical order
(TCTO) for this effort’s Group-A and –B kit installation. This limits the installation time to no later than (NLT) 25 man-hours to complete. Describe the offeror’s technical capability and expertise for this subfactor and provide documentation of reasonable assumption of proof that the following requirements related to this subfactor will be met prior to award.
PART II – PAST PERFORMANCE INFORMATION - Limited to no more than 5 pages per contract listed and relative experience. Only references for relevant past efforts/contracts are desired. Submit original plus three (3) copies and two (2) electronic copies.
The offeror shall submit Past Performance information containing the following:
A. Quality and Satisfaction Rating for Contracts Completed in the Past Five Years:
Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for relevant past efforts/contracts (similar in scope and magnitude of effort and complexities this solicitation requires). In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.
B. Performance Surveys:
The Government will evaluate the quality and extent of offeror's performance deemed relevant to the requirements of this RFP. The Government will use information submitted by the offeror and any other sources of information available to the Government to assess past performance and relative experience. Provide a list of no more than five (5) of the most relevant contracts performed for Federal agencies and commercial customers within the last five (5) years.

The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Furnish the following information for each contract listed:
(i) Company/Division name
(ii) Product/Service
(iii) Contracting Agency/Customer
(iv) Contract Number
(v) Contract Dollar Value
(vi) Period of Performance
(vii) Verified, up-to-date name, address, FAX & telephone number of the contracting officer
(viii) Comments regarding compliance with contract terms and conditions
(ix) Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions.
If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past relevant contracts.
C. Relative Experience:
Along with section b, please provide any relevant, past experience during the last five years along with personnel with at least three continuous years of experience in the following areas: Aircraft wiring to include troubleshooting aerospace wiring using approved aerospace support equipment as well as common electrical tools; Experience in Air Force technical data (to include but not limited to Aerospace engineering drawing, A-10 engineering drawing standards, Technical Orders (TO’s), Time Compliance Technical Orders (TCTO’s) and peculiar A-10 technical data formats and styles). Also, any experience designing and producability of aircraft wiring harnesses that were non-kitted.
D. Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.
PART III – PRICE PROPOSAL - Submit original plus three (3) copies and two (2) electronic copies.
A. Complete blocks 13, 15, 16, 17 and 18 of the RFP Section A. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K.

B. Insert proposed unit and extended prices in Section B for each Contract Line Item
Number (CLIN) or Sub CLIN (SCLIN), including all option periods. The extended amount must equal the whole dollar unit price multiplied by the number of units.
C. Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Sections C through I, the offeror shall submit only those pages that require a fill-in.
D. Provide a copy of the letter from the Small Business Administration (SBA) showing proof of Section 8(a) status, if applicable.
D. Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
Technical Capabilities
A. Requirements of the RFP (CLINs, CDRLs & PWS) and Government standards and regulations pertaining to the PWS.
B. Evaluation Factors for Award in Section M of this RFP.
C. Pages exceeding the page limitations set forth in this Section L will not be read or evaluated, and will be removed from the proposal.
D. Format for proposal Parts I, II and III shall be as follows:

3. Each volume shall be marked with the solicitation number, the offeror’s name and address, and the buyer information contained in the Request for Proposal (RFP). Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Volumes II-IV shall contain a cross-referenced matrix which maps requirements from the RFP to where it can be found in the respective volume.
Furthermore, each volume shall contain title pages, and a table of contents. Glossaries, table of contents, cross-reference matrixes, and title pages do not count against the page limitations for their respective volumes. Executive summaries will count against the page limitation for their respective volumes.

4. The electronic copies of the proposal shall be submitted in a format readable by
Microsoft Office 2010 and/or Adobe Reader.
5. Page limitation shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. Page limitation shall be placed on responses to Evaluation Notices (ENs) if any. The specified page limits for EN responses will be identified in the letters forwarding to the ENs to the offerors
6. All text shall be formatted to a minimum 10-point font, except where noted, and shall be on 8 ½ X 11 inch paper (this applies to only offeror generated documents, and not the certifications or other documentation not generated by the offeror). Characters are to be in black ink.
7. Any paper that has text on one side shall be counted as one page. Any paper that has text on both sides shall be counted as two pages. Each page within a section shall be numbered consecutively.
8. Elaborate formats, brochures, bindings or color presentations are not desired or required.
9. The proposal acceptance period is specified in RFP. The offeror shall make a clear statement that the proposal is valid through this date.
10. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
11. Each page containing proprietary information shall be marked inside the header and footer of each page with the following statement in 14 point font:

13. The offeror shall submit proposals in accordance with the instructions contained in
RFP Section L and M. Each required submission is due no later than the time stated on the cover page of the solicitation. Failure to provide any required submission by this time and date may cause the offeror’s proposal to be late, in accordance with FAR
52.215-1
E. Request Access to Technical Data Process

The following steps must occur to acquire data referred to in the PWS. The distribution of the data is authorized and restricted to DoD and U.S. DoD contractors with a valid form DD
2345 only, for Administrative or Operational use.
A. Fill out completed AF form 2345, Military Critical technical Data Agreement, at the link: http://www.dlis.dla.mil/JCP, and send to the appropriate office listed at the top of the form. The process may take up to 5 working days for approval.
B. After the form is signed by DoD official and returned to Contractor, send completed form with a request for CD to point of contacts in solicitation via e-mail.
C. Please check the form DD 2345, in the block 4 area, where it lists “the description of relevant business activity” that the certified contractor has certification in the areas of aircraft sustainment or any of the aircraft component systems.
D. CD and/or file transfer will be sent to contractor after Contracting receives email and form DD 2345.
