CARA Question Set #5 30 July 2015

1. Question: Regarding Section L, is block 16 a contractor fill in block?

Answer: This will be filled in by Government contracting and will reference - Small business set aside – 41 USC 253.

2. Question: Regarding requirements for Vol III, is it correct to assume the government does not require a cost breakdown in the proposal other than the fully extended price by CLIN.

Answer: There is no requirement for further cost breakdown.

3. Question: On the schedule, is an offeror allowed to change the unit of measure from lot to month in order to extend prices?

Answer: Not at this time. The Government feels this is the appropriate unit of measure.

4. Question: Reference CARA Question Set #4, dated 13 July, 2015, Answer to Question 1 and PWS paragraph 3.2.4.1. Please provide clarification, since the offeror is not developing the TCTO the offeror will not be required to validate the TCTO. Is this correct?

Answer: There is no requirement for validation.

5. Question: Reference CARA Question Set #4, dated 13 July 2015, Answer to Question 1. Since the TCTO will be generated organically, is it the Government’s intent to remove all references for the Contractor to provide TCTOs in the general PWS? Example: PWS 3.1, 3.2.1, 3.2.2.2, 3.2.4.1, 3.2.12.

Answer: The Government has updated the Performance Work Statement (PWS). The document, CARA PWS July 30, is attached.

6. Question: Reference PWS, Fit Checks. Please provide clarification that the offeror will only be providing technical support during the fit check and not preforming the actual installations. Is this correct?

Answer: Correct.

7. Question: There is an APPENDIX 1: SECTION L PAST PERFORMANCE INFORMATION provided with the solicitation, but no specific instructions in Section L on how this appendix is to be addressed within PART II or if it counts towards the page count. Is this a separate document that requires completion or part of one of the items A-D? May the offeror re-create this document in order to fully complete in MSWord? It appears that this appendix may not be related to this effort as it also addresses on page 1 under the NOTE: an Organizational Structure Change History which is not part of this solicitation and perhaps should be eliminated altogether.

Answer: Complete the Past Performance Information in MS word if necessary as a separate document. There should be no more than five (5) pages per contract.

8. Question: PART II, C. Relative Experience states: “Along with section b, please provide any relevant, past experience during the last five years along with personnel with at least three continuous years of experience in the following areas:…….” Please provide clarification on this instruction. Is the relevant, past experience relate to the contracts sited in section b or something other than? Is the personnel experience related to section b or as it states in the following areas:…… . If Section C in whole or part not related to the Section B, what is the page limit on this section?

Answer: If employees have relevant experience other than effort that is identified in section B, it can be included. This section is limited to no more than five (5) pages per contract.
