CARA Question Set #3 1 July 2015

1. Question Reference CARA Question Set #1, dated 23 June 2015. Further clarification on answer to question 5. Are those SETA contractors and/or their affiliates and/or subcontractors that were previously involved with the CARA T2 modification program (to include technical data, engineering drawings/data/analysis, etc.) excluded from bidding on this solicitation? These entities would have access to data that other offerors do not have and we believe it provides them an unfair competitive advantage IAW Subpart 9.5-Organizational and Consultant Conflicts of Interest and OCI Definition in 23 U.S.C. 101(a).

Answer: The Government believes no OCI exists. However, to address any potential OCI, we have amended the solicitation to include the provision addressing potential OCI (5352.209-9001). The Government will address OCI issues that arise as needed.

2. Question: Is it the governments expectation that the winning bidder will also generate a new T2 package for modification of flight test aircraft in order to carry out the flight test requirement of this contractual effort?

Answer: No, the Government is not expecting the bidder to generate a new T2.
