CARA Question Set #2 24 June 2015

1. Question: The APN-232 CARA system is capable of outputting radar altitude in both an analog and MIL-STD-1553 signal format. The Operational Assessment (OA) configured the aircraft for both. Is it the intent of this proposed contractual effort to provide a group A wiring solution that comprises both analog and MIL-STD-1553 radar altitude outputs or just an analog radar altitude output only?

Answer: Our reason for not including the 1553 (digital) wiring in this effort is primarily due to the prohibitive cost. Additional cost to install is due to the kit cost, and the need for a depot and/or contractor field team support to perform the install was also considered for not including the 1553.

2. Question: If non-stock listed parts are required to connect to the governments provided LRU with no other option, will the government perform cataloging and provisioning?

Answer: The Government would perform cataloging and provisioning if needed. However, the SPO would need to know which parts by name would be considered (to help anticipate impact to field modification of the aircraft). If this is deemed as a major impact to the field for non-stock listed parts, the SPO would be likely have issues on the proposed modification.

3. Question: Will the successful contractor be authorized to use tail number 79-0138, located in building 205 at Hill AFB, for fit checks and trial installs?

Answer: It is anticipated that the successful bidder will be so authorized; however, 79-0138 is managed by the 309th Software Maintenance Group (SMXG). Authorization would need to occur through that organization. The A-10 SPO will work with the successful bidder and the 309th SMXG for authorization.

4. Question: We did not see a DD254. What are the security requirements?

Answer: It is not anticipated a DD254 will be required/needed for this effort. See PWS 5.1, 5.1.1, 5.2, 5.2.1 for security related requirements for this effort.

5. Question: Is it the intent of the Government for the offeror to evolve the T2 drawing/data package to a permanent drawing/data package? The offeror would like to understand if the bidder’s library is complete as provided and contains all the information available or developed to date that supports this solicitation to include the pricing requirement. Are drawings listed in the drawing tree available for kits, wiring diagrams, etc. or were they never fully developed?

Answer: The government provided the T2 as a history of the project. A new design is needed in order to properly integrate the CARA into the A-10 aircraft. The bidder's library is not all-inclusive. It contains the data that we (the gov't) believe is needed for the effort. There may be more data that is found to be relevant to this effort in the future. The drawings in the drawing tree were never fully developed. They were created as part of an organic effort to complete this modification.
