CARA Question Set #1 23 June 2015

1. Reference Section L, Page 1 of 7, Item C, PART I – TECHNICAL PROPOSAL, Organization of the Proposal

Question: Respectfully request the Executive Summary be presented after the Cross-Reference Matrix. The Executive Summary counts towards the 45 page limit, whereas the Title Page, Table of Contents, List of Drawings/Tables/Graphs/Figures/Charts, Glossary, Cross-Reference Matrix do not. This will allow the page numbering to be sequential, starting with the Executive Summary if one is provided.

Answer: This is fine. Proposals will be acceptable either way.

2. Reference Section L, Page 5 of 7, Item D.3.

Question: Please provide clarification that the List of Drawings/Tables/Graphs/Figures/Chart are part not of the total page count.

Answer: They are not

3. Reference Section L, Page 5 of 7, Item D.3.

Question: Paragraph states: Volumes II-IV shall contain a cross-referenced matrix which maps requirements from the RFP to where it can be found in the respective volume.

Since a volume IV is not included in the solicitation, please clarify which volume requires a cross-reference matrix.

Answer: I-III (1-3) only. There is no volume IV.

4. Reference Section L, Page 3 of 7, Part II Past Performance and Section M, Page 3 of 6 Past Performance

Question: Request clarification on the following statement in Section M, Page 3 of 6.

Section L, Page 3 of 7 states: Provide a list of no more than five (5) of the most relevant contracts performed for Federal agencies and commercial customers within the last five (5) years.

Section M, Page 3 of 6 states: Subfactor 1: Quality and Satisfaction Rating for Contracts Completed in the Past Three Years and Performance Surveys. This heading uses the term completed and in the past three years. In addition on Page 4 of 6 the verbiage in the first paragraph states contracts performed for Federal agencies and commercial customers within the last three (3) years...

Please provide clarification. Is the timeline within the last three (3) years or last five (5) years.

Answer: 5 years of past performance history is allowed

5. Question: Are the Systems Engineering and Technical Assistance (SETA) contractors and any of their subcontractors or affiliates working in this Government office excluded from competing for this contract?

Answer: After investigating the involvement of contractors and subcontractors or affiliates on the CARA effort and its history the contracting officer has made the determination that no exclusions apply. We take potential conflicts of interests very seriously and strive to be aware of the ramifications of such involvement. There are no contractors assisting on this source selection.

6. PWS, Page 5 of 15, Paragraph 2.1.3 Other, and Various Locations

Question: The PWS references SAE-AS50881E, Wiring Aerospace Vehicle as an applicable document. There has recent release of SAE-AS50881F. Is it the Government requirement for offerors to meet the standards of E or will the Government revise the PWS to incorporated revision F?

Answer: The Government is not going to revise the PWS. The PWS was written when E was the latest release. After looking into the new revision, the program office has determined that none of the changes will affect the CARA effort.

7. Reference Section L, Page 3 of 7, Part II Past Performance and Section M, Page 3 of 6 Past Performance

Question: The requirement stated for Subfactor 1 is for completed contracts. Will the Government reconsider allowing Subfactor 1 to include on-going relevant efforts where the offeror has demonstrated successful completion of a milestone, CDRL, and/or CLIN?

Answer: If the contractor can provide a report that has a quality measure included (i.e. CPARS) then an ongoing effort is also allowed.

8. Reference PWS, Page 7 of 15, Paragraph 3.2.3

Question: Request the Government provide a copy of 08-A10DOC-001, A-10 Drawing Practices during the proposal phase to ensure offeror is properly addressing these requirements.

Answer: The requested file will be sent to each interested offeror.

9. Reference CDRL A002, Product Drawings/Models & Associated Lists/Technical Data Package, TeamCenter REQUIREMENTS, Page 3

Question: Request the Government provide the A-10 Date Exchange Specification (ADES), 12-A10DOC-002 during the proposal phase to ensure offeror is properly addressing these requirements.

Answer: The requested file will be sent to each interested offeror.

10. Reference PWS, paragraphs 2.1.2 (USAF Publications) and 3.2.4 (Technical Orders)

Question: Paragraph reads: “…TOs shall be IAW TO 00-5-1, TO 00-5-3, and TM 86-01P.” Request the TM 86-01P or draft TM 86-01P as referenced in paragraph 2.1.2 and paragraph 3.2.4.

Answer: The requested file will be sent to each interested offeror.

11. Reference Section L – Instructions, Conditions and notices to Offerors, Subfactor 2 – Technical Data

Question: Request the TM 86-01P or draft TM 86-01P that identifies the Technical Manual Contract Requirements (TMCR) which includes the list of TOs that require updates. In addition, offereor requests a copy of each current TO listed in the TMCR to support our pricing effort.

Answer: The requested file will be sent to each interested offeror.

12. Question: Request the Government provide the APN-232 CARA ICD.

Answer: We cannot provide this document as it is proprietary to NavCom. The drawings provided in the bidders library will cover the connections that this document also provides.

13. Reference PWS Page 15 of 15, Paragraph 7.0 Attachments

Question: Request the Government provide these four attachments during the proposal stage.

Answer: : The requested files will be sent to each interested offeror.

14. PWS 1.2.2 Aircraft Baseline

Question: Will we have access to a base lined A10C during the design and prototype development phases of this project?

Answer: Awardee will have access to the "groundhog" at Hill which is not production representative but can be used to test fit of design. Access to baseline jets will have to be coordinated with other A-10 squadrons to get access to their aircraft. PM will have to coordinate with CTR and unit to arrange this.

15. 3.1 Background

Question: We assume that the 346 Group-B CARA Line Replaceable units are current in terms of their design and compatibility and our efforts will not be delayed by any design changes to these units. Is our assumption correct?

Answer: Yes they are current in design and compatibility for this effort. The units cannot be changed

16. 3.2.3 Drawings/Engineering Documentation

Question: We assume that the current configuration management documents will be provided upon contract award or as part of the Technical Data Package, which has been requested. Is our assumption correct?

Answer: Correct

17. Section L, D. Format for proposal Parts I, II and III, Number 3, page 5.

Question: This section states: “Volumes II-IV shall contain a cross-referenced matrix which maps requirements from the RFP to where it can be found in the respective volume.”

Please clarify that there are only 3 volumes required.

Answer: Correct 18: Quality and Satisfaction Rating for Contracts Completed, page 3

Question: We assume that this section is limited to completed contracts. Is our assumption correct?

May we use currently in progress contract references where we have documentation that demonstrates customer satisfaction?

Answer: Same as question 7 above. Yes.
