Bidders RFI

RFI 01 8/11/16

The quoted paragraph of the SOW below states to see Section 01 11 00 for the Summary of Work. That section doesn’t exist in the specification. Section 01 11 00 is not listed in the table of contents nor is it included in the Specification volume 1.

Provide Section 01 11 00.

4.2 Schedule

Work for subject project shall commence within ten calendar days after receipt by contractor of notice to proceed (NTP). Work shall be sequenced over a twenty month period, see Specification section 01 11 00 “Summary of Work” for explanation. Total contract shall be completed within 600 calendar days.

All construction and equipment associated with the renovation of the Fire pump system and house shall be on site and certified prior to beginning the outage process. Fire pump change over shall occur during Golf off season. The Contractor shall facilitate User continued operation during the entire construction period with the exception of the Fire Pump outage.

Response: The Solicitation provides the “Summary of work” the plans and specs are comprehensive in nature.

RFI 02

The sow states to use AF IMT 3065 for submitting progress schedule I haven’t been able to find that form on the AF e-Publishing web site http://www.e-publishing.af.mil/ Can you supply a current copy of AF IMT 3065 and AF IMT 3064?

The contractor shall maintain a detailed working schedule that facilitates the management of the project work and provides the capability for early identification of potential schedule impacts. The schedule shall be maintained and updated monthly to accurately reflect construction progress and provide realistic forecast projections. The contractor shall provide schedule updates at either a detailed level or a summary level as requested by the Contracting Officer (CO) or Project Manager (PM). Additionally, schedule updates that reflect actual schedule progress shall be submitted on AF IMT 3065 or as approved by the CO.

RFI 03

The sow states to use AF66 for submitting progress schedule I haven’t been able to find that form on the AF e-Publishing web site http://www.e-publishing.af.mil/ Can you supply a current copy of AF66?

The Contractor shall create and maintain a Master Document List and/or Submittal Register, i.e. AF Form 66, that includes all documents, whether the document is a deliverable or not, which are prepared during the course of this Contract.

RFI 04

The sow states that the cut sheets used by the designer of record are provided. I haven’t found those cut sheets. Please provide.

3) The provided cut sheets are examples of products used by the Designers of Record to create the bid package. The contractor and sub-contractors may substitute equivalent products in accordance with specifications and drawings at the earliest time possible to maintain the schedule.

Response: Strike the sentence. No cut sheets will be provided.

RFI 05

Proof rolling of the existing subgrade under the building will cause the existing soil to be disturbed. The soils report clearly states to place the footing on undisturbed soil.

Do you really want to place the footings of the building on disturbed soil? If the soil is disturbed the site is to be over excavated and structural fill placed. Proof rolling is normally used under pavements or areas of excavated previously disturbed soil.

What is really required?

3.4.1 Proof Rolling

Proof rolling shall be done on an exposed subgrade free of surface water (wet conditions resulting from rainfall) which would promote degradation of an otherwise acceptable subgrade. proof roll the existing subgrade of the building with six passes of a dump truck loaded with 212 cubic feet of soil Operate the roller in a systematic manner to ensure the number of passes over all areas, and at speeds between 2 1/2 to 3 1/2 miles per hour.

When proof rolling under buildings, the building subgrade shall be considered to extend 5 feet beyond the building lines, and one-half of the passes made with the roller shall be in a direction perpendicular to the other passes. Notify the Contracting Officer a minimum of 3 days prior to proof rolling. Proof rolling shall be performed in the presence of the Contracting Officer. Rutting or pumping of material shall be undercut as directed by the Contracting Officer and replaced with fill and backfill material.

Soils Report.

4.2.1 Site Preparation

Topsoil, any undocumented fill, deleterious materials, loose or disturbed soil and any other unsuitable materials should be removed from within construction areas and extending outward a minimum of 5 feet from the proposed building. Following the removal of these materials, the exposed native fine-grained soils should be proof rolled to aid in assessing subgrade condition.

Soft, pumping or otherwise unsuitable soils identified during proof rolling should be removed and replaced with structural fill or stabilized using a combination of stabilization fill and geotextiles.

4.3 Foundations

In our opinion, the proposed building can be supported by a lightly-loaded shallow, strip and spread footing foundation system bearing on undisturbed native soil or properly placed and compacted structural fill. Design recommendations for shallow foundations for the proposed structure are presented in the following paragraphs

Response: In response to the proof roll question, we recommend that proof rolling be completed using an empty dump truck or water truck, and only a single pass of the equipment.

A heavily loaded rubber tire piece of equipment passing over the subgrade multiple times will likely disturb the soils. If there is a question whether the soils are too soft to proof roll without disturbing, the Geotechnical Engineer can visit the site and observe the subgrade to assist in developing a proof roll plan, or visually check the subgrade for soft spots or by probing using hand equipment.

RFI 06

Due to wood framing of structure, will MX type cable be allowed for electrical wiring or is EMT conduit required?

Response: Specification section 26 05 00.00 40 2.1.1.3 and 3.2.1.3 “Flexible Metallic Conduit” is allowed in specific locations only. The Contractor cannot use MX everyplace. Read the

plans and specifications carefully. Flexible Metallic Conduit can be used in specific conditions as outlined in the specification.

RFI 07

Where is the larger electrical service for the pump house to be fed from?

Response: Refer to sheet E-501 detail 1, “One-line Diagram”, and the site walk. There is an existing transformer and pole adjacent to the building. New conductors are fed from the existing transformer.

RFI 08

Are contractors required to use American Water for all new water system piping?

Response: Yes, but for the main water supply only up to the meter. American Water is the service provider technically not a sub. This a service fee for installation of the water main piping that they own. The water main Contractor’s work includes laterals to the meter. The meter is part of the facility cost

RFI 09

Are we responsible for the asbestos abatement or is that under another contract?

Response: Yes, the Contractor is responsible for asbestos abatement. Read the plans and specs and solicitation.

RFI 10

Does the Pre-engineered Truss Company have to be LEED Certified?

Response: The truss company is not actually LEED Certified but the technical requirements in the spec must be met. LEED certification is an independent process. Read specification section 06 17 53 “Shop Fabricated Wood Trusses”. The answer is quite clear. As a Contractor you should have a LEED AP on your team. They can answer many of this type of questions.

The method of obtaining LEED points is the Contractors responsibility.

RFI 11

We are looking at the Plumbing Schedule for the above proposal, and there is a reference on the Plumbing Fixture Trench Drain (TD-1) to look at the Food Service drawings for specs. There is no reference on those drawings, not that I can find in the spec for this item.

Response: The information is located on QF-101 and QF-201. The detail for the drain is on Sheet QF- 801.

RFI 12

In compliance with HILLAFBI90-301 Section 5.1.1, please confirm that 7-day programmable thermostats called for in the plan will need to be either part of or replaced by a DDC system and occupancy schedules able to be set and/or controlled remotely.

Response: Connection of the HVAC system to the base EMCS is not required. The packaged unit serving the Function Room will require a 7-day programmable thermostat. The VRF equipment will require hard-wired local controllers and a VRF condensing unit controller as required for basic system control. The VRF system controller will allow the building occupancy schedules to be set.

RFI 13

Base Facility Design Standard and UFC 3-410-01 require EMCS connected meters for new construction. For the scope of this project, it appears there will need to be new water, gas and communicating electric power meters, but only the gas meter appears in the plans. Please confirm the quantity and type of meters required.

Response: Utilities should have local meters only, at the building. These meters are called for in the construction documents.

RFI 14

In the most recent revision of UFC 3-410-01, the Minimum Points List requires some points that may not apply to the proposed air distribution systems. Examples include supply air static pressure (not appropriate for constant volume systems), supply air flow rate (not required for ventilation code compliance on constant volume systems), outside air relative humidity (not appropriate for comfort cooling applications at Hill AFB), etc. It also does not clearly define if ‘position’ indicates valve/damper control or feedback or both. Further, the UFC does not require other control points that could be very valuable to the government such as fan, compressor and pump amps, analog filter DPs, etc. nor does it differentiate between large air distribution systems where extensive monitoring is appropriate versus small systems where it would not be cost effective. Rather than leaving contractors in a position where they must either include exactly what is indicated in the referenced documents regardless of cost and usefulness or guess

at what will be enforced, can the government provide a list of required control and monitoring points for each type of equipment?

Response: Control points lists are not applicable to this project. The building HVAC system is not connected to the base EMCS. Basic unit-level programmable controls are provided.

RFI 15

Will a BACnet interface be required for the VRF heat pump units/system?

Will a BACnet interface be required for the gas/electric rooftop unit?

Will a BACnet interface be required for the ERV?

Response: Connection of the HVAC system to the base EMCS is not required. The packaged unit serving the Function Room will require a 7-day programmable thermostat. RFI 16

Please confirm if the kitchen makeup / exhaust system will be under local user control only (non-DDC)?

Response: Ventilation (exhaust/make-up) control for cooking exhaust is a local control only function.
