1. In the Solicitation Package, Paragraph 52.223-9 (b)(2); when is the referenced estimate due to the
CO?
Response: It is due to the Program Manager, via a government provided form towards the end of the project.
2. In the Solicitation Package, Paragraph 52.227-23; it seems that there is missing information that should be inserted in to this paragraph by the CO. Please clarify missing page numbers.
Response: No exceptions
3. Are there any areas on this project that will require Government Escorts while we are working in the area?
Response: Building 850 and 1208 do not require escorts. Building 1266 requires escorts to make sure the cleanroom environment is maintained. Escorts can be provided with 24 hour notice. There are no security requirements dictating the need for escorts.
4. Sheet C-101 General Note regarding slope of concrete. Please provide the required slope percentage.
Response: These pads are provided with a canopy. Prove a 1/8” / 12” slope away from the building.
5. Sheet D-101 General Note regarding removal of “all non-used” items. Please provide a detailed accounting and photos of these vaguely referenced items.
Response: The note stands as the government will remove all items they require. The remaining items that are not removed by the start of NTP shall be removed by the contractor.
6. Do the notes shown on Sheet A-101 (that seem to point to Room 124) only apply to room 124 or are they building requirements that should be applied to entire project?
Response: The notes apply to Room 124.
7. Please clarify wall height requirements for security walls installed at rooms 118 & 118a. Shall this be full height or just to the gyp board ceiling?
Response: Refer to drawing A-101, the notes state the security wall shall extend to the deck above.
8. Sheet A-101 General Notes 5, 6, 7 all reference Sheet A-551. This page was not included in the supplied contract documents. Please clarify the correct sheet reference and detail or provide the misplaced DWG.
Response: Note 5 – see A-601, Note 6 reference is 13/A-402, Note 7 reference is 10/A-402.

9. Does plywood in rooms 108 & 118a need to be fire rated ¾” Plywood?
Response: Communications 108 requires fire treated plywood. Electrical 118a does not require fire treated plywood.
10. Sheet A-650; Are the items on this page to be supplied and installed by the contractor? If so we need a substantial amount of clarifications on the requirements for each of these items.
Response: All of the equipment listed on A-650 will be relocated and installed by the government on a separate contract.
11. Sheet M-101 Note 10; clarify model type and confirm QTY of 2.
Response: A separate contract will be used to purchase and install the particle measuring system.
Sheet M-101 shows (4) wall mounted particle monitors: Room-116 100K Cleanroom; Room-112 300K Cleanroom; Room-114 Vibration; Room-113 Motor.
12. Sheet LG-101 Note 16. Assuming that all items on Sheet A-650 (including workstations) are government supplied/installed items how will the coordination work with the government to get these table whips installed? Will this work take place following Substantial Completion and turn over to the government, therefore we should anticipate a second mobilization for that scope? If these are not government supplied/installed please disregard.
Response: Coordinate installation with work bench provider. Once the benches have been installed then the mechanical contractor will need to install the compressed air piping under the bench with bench top connections. Piping installation to match conditions located in existing facility work areas.
13. With reference to division 05 spec section we suggest deletion of spec section 05 50 15 as this spec section is mainly redundant. At a minimum the formatting, which has been modified such that there are quite a few pages that have a single line of text on each page, should be corrected.
Response: Section 05 50 15 is needed for the bollards that are placed near the gas meter pad for civil items.
14. Please clarify where we will install steel decks as identified in spec section 05 30 00. If they are not applicable please delete this specification.
Response: Omit this section. See specification dated 6/1/2016.
15. Sheet A-601 states that room signage is “By Owner” however spec section 10 14 00.20 references interior signage. We recommend deleting this spec section as it is not a contractor supplied item. If however this is incorrect and the contractor is in fact responsible for signage please update the construction drawings and provide a signage plan.
Response: The contractor shall install room signs per the specifications. Actual numbers for each room will be specified by the owner at the appropriate time. The architect will provide an updated signage plan.
Item is under review by the user group.
16. The only shelving we have identified (besides the items we have assumed we government supplied/installed on A-650) is on sheet A-402 detail 4. However, it states the shelving is “NIC”. If this is correct we request the deletion of spec section 10 56 13 to avoid future confusion.
Response: The contractor shall install all shelving not listed as government-equipment on the list on drawing A-650.
17. No counter tops have been identified in the contract drawings. Please clarify if and/or where these are required. If these are not required we request the deletion of spec section 12 36 00 to avoid future confusion.
Response: 5’-0” x 18” countertop is required in Cubicles 102.
18. No floor mats have been identified in the contract drawings. Please clarify if and/or where these are required. If these are not required we request the deletion of spec section 12 48 13 to avoid future confusion.
Response: No recessed floor mats are required.
19. Spec Section 12 50 00 seems to reference the Workstations (see paragraph 1.2.1). If these are in fact the contractor’s responsibility to provide we request additional information and design information for these. Including if lighting is required or if there are any other manufacturer offered options which ones the government would like on these. If this is not applicable however we request this spec section deleted to avoid future confusion.
Response: Work stations will be installed by the government under a separate contract.
20. In the Electrical Basis of Design documents there is a statement that the government would like an Arch Flash Study to be completed by the contractor with this project. We cannot locate this requirement in the specifications however. Please confirm if this is required or not.
Response: Arc flash study is required. Meet specifications below
A. Arc-Flash Study Output:
1. Interrupting Duty Report: Three-phase and unbalanced fault calculations, showing the following for each overcurrent device location:
a. Voltage.
b. Calculated symmetrical fault-current magnitude and angle.
c. Fault-point X/R ratio.
d. No AC Decrement (NACD) ratio.
e. Equivalent impedance.
f. Multiplying factors for 2-, 3-, 5-, and 8-cycle circuit breakers rated on a symmetrical basis.
g. Multiplying factors for 2-, 3-, 5-, and 8-cycle circuit breakers rated on a total basis.
B. Incident Energy and Flash Protection Boundary Calculations:
1. Arcing fault magnitude.
2. Protective device clearing time.
3. Duration of arc.
4. Arc-flash boundary.
5. Working distance.
6. Incident energy.
7. Hazard risk category.
8. Recommendations for arc-flash energy reduction.
C. Fault study input data, case descriptions, and fault-current calculations including a definition of terms and guide for interpretation of the computer printout.
1.2 ARC-FLASH WARNING LABELS
A. Comply with requirements in Section 260553 "Identification for Electrical Systems." Produce a 3.5-by-5-inch (76-by-127-mm) thermal transfer label of high-adhesion polyester for each work location included in the analysis.
B. The label shall have an orange header with the wording, "WARNING, ARC-FLASH HAZARD," and shall include the following information taken directly from the arc-flash hazard analysis:
1. Location designation.
2. Nominal voltage.
3. Flash protection boundary.
4. Hazard risk category.
5. Incident energy.
6. Working distance.
7. Engineering report number, revision number, and issue date.
C. Labels shall be machine printed, with no field-applied markings.
PART 2 - EXECUTION
2.1 EXAMINATION
A. Examine Project overcurrent protective device submittals. Proceed with arc-flash study only after relevant equipment submittals have been assembled. Overcurrent protective devices that have not been submitted and approved prior to arc-flash study may not be used in study.
2.2 ARC-FLASH HAZARD ANALYSIS
A. Comply with NFPA 70E and its Annex D for hazard analysis study.
B. Preparatory Studies:
1. Short-Circuit Study Output: As specified in "Short-Circuit Study Output" Paragraph in
"Short-Circuit Study Report Contents" Article in Section 260572 "Overcurrent Protective Device Short-Circuit Study."
2. Protective Device Coordination Study Report Contents: As specified in "Protective Device Coordination Study Report Contents" Article in Section 260573 "Overcurrent Protective Device Coordination Study."
C. Calculate maximum and minimum contributions of fault-current size.
1. The minimum calculation shall assume that the utility contribution is at a minimum and shall assume no motor load.
2. The maximum calculation shall assume a maximum contribution from the utility and shall assume motors to be operating under full-load conditions.
D. Calculate the arc-flash protection boundary and incident energy at locations in the electrical distribution system where personnel could perform work on energized parts.
E. Include medium- and low-voltage equipment locations, except equipment rated 240-V ac or less fed from transformers less than 125 kVA.
F. Safe working distances shall be specified for calculated fault locations based on the calculated arc-flash boundary, considering incident energy of 1.2 cal/sq.cm.
G. Incident energy calculations shall consider the accumulation of energy over time when performing arc-flash calculations on buses with multiple sources. Iterative calculations shall take into account the changing current contributions, as the sources are interrupted or decremented with time. Fault contribution from motors and generators shall be decremented as follows:
1. Fault contribution from induction motors should not be considered beyond three to five cycles.
2. Fault contribution from synchronous motors and generators should be decayed to match the actual decrement of each as closely as possible (e.g., contributions from permanent magnet generators will typically decay from 10 per unit to three per unit after 10 cycles).
H. Arc-flash computation shall include both line and load side of a circuit breaker as follows:
1. When the circuit breaker is in a separate enclosure.
2. When the line terminals of the circuit breaker are separate from the work location.
I. Base arc-flash calculations on actual overcurrent protective device clearing time. Cap maximum clearing time at two seconds based on IEEE 1584, Section B.1.2.
2.3 POWER SYSTEM DATA
A. Obtain all data necessary for the conduct of the arc-flash hazard analysis.
1. Verify completeness of data supplied on the one-line diagram on Drawings. Call discrepancies to the attention of Architect.
2. For new equipment, use characteristics submitted under the provisions of action submittals and information submittals for this Project.
3. For existing equipment, whether or not relocated, obtain required electrical distribution system data by field investigation and surveys, conducted by qualified technicians and engineers.
B. Electrical Survey Data: Gather and tabulate the following input data to support study. Comply with recommendations in IEEE 1584 and NFPA 70E as to the amount of detail that is required to be acquired in the field. Field data gathering shall be under the direct supervision and control of the engineer in charge of performing the study, and shall be by the engineer or its representative who holds NETA ETT Level III certification or NICET Electrical Power Testing Level III certification.
1. Product Data for overcurrent protective devices specified in other Sections and involved in overcurrent protective device coordination studies. Use equipment designation tags that are consistent with electrical distribution system diagrams, overcurrent protective device submittals, input and output data, and recommended device settings.
2. Obtain electrical power utility impedance at the service.
3. Power sources and ties.
4. Short-circuit current at each system bus, three phase and line-to-ground.
5. Full-load current of all loads.
6. Voltage level at each bus.
7. For transformers, include kVA, primary and secondary voltages, connection type, impedance, X/R ratio, taps measured in per cent, and phase shift.
8. For reactors, provide manufacturer and model designation, voltage rating and impedance.
9. For circuit breakers and fuses, provide manufacturer and model designation. List type of breaker, type of trip and available range of settings, SCCR, current rating, and breaker settings.
10. Generator short-circuit current contribution data, including short-circuit reactance, rated kVA, rated voltage, and X/R ratio.
11. For relays, provide manufacturer and model designation, current transformer ratios, potential transformer ratios, and relay settings.
12. Busway manufacturer and model designation, current rating, impedance, lengths, and conductor material.
13. Motor horsepower and NEMA MG 1 code letter designation.
14. Low-voltage cable sizes, lengths, number, conductor material and conduit material
(magnetic or nonmagnetic).
15. Medium-voltage cable sizes, lengths, conductor material, and cable construction and metallic shield performance parameters.
2.4 LABELING
A. Apply one arc-flash label for 600-V ac, 480-V ac, and applicable 208-V ac panelboards and disconnects and for each of the following locations:
1. Motor-control center.
2. Low-voltage switchboard.
3. Switchgear.
4. Medium-voltage switch.
5. Control panel.
21. Spec Section 33 11 23 and 33 51 15 seem redundant (and would require much of the same submittals/information). Please reevaluate and confirm that both are applicable. If not please revise the specs Response: Both sections are required. Yes, some of the submittals are redundant, in those cases, provide a copy of the redundant submittal for both specification section.
22. There were no division 1 specifications provided for this solicitation. Especially for a job of this size we are used to seeing these requirements. Please confirm that we did not miss any documents and that this was in fact the government’s intent.
Response: See specification date 6/1/2016.
23. Do I need to provide a cell phone locker?
Response: Yes, the contractor shall provide and install a cell phone locker.
24. Do the wall plates in the clean rooms need to be stainless?
Response: Yes, Provide stainless cover plates for all receptacle in cleanrooms
25. Do the receptacles in the clean rooms need to be a special grade?
Response: Provide straight blade receptacles 125 V, 20A; comply with NEMA WD 1, NEMA WD 6 configuration 5-20R, UL498, and FS W-C-596. Unless otherwise noted on drawings.
26. There are many special receptacles required to “match plug for equipment”. Do we have NEMA numbers for the special receptacles or are we required to provide cord and cap connection to the equipment as well?
Response: Contractor to provide cord and cap connection for the equipment as well.
27. EY-501 #3 says blue cat 6 and black jacks, this is not typical for Hill. Do they really want blue?
Response: Follow the applicable base standards.
SIPRNET: Data red jack & red CAT6 cable NIPRNET black jack & blue CAT6 (Currently there are not SIPRNET data locations).
28. On the locations being attached to the cable tray for power and data, will the cable / cord hang down and terminate at the benches? Or will it be terminated in a box mounted to the tray?
Response: Terminate in a box mounted to the tray. Use cord real in detail #5/EP501. Provide extra support for cable tray and backing for j-box to prevent movement and drop cord locations (D within a circle)
29. For the cable tray it calls out a divider between “low voltage cabling and MC cable to drop cord”. Will MC be allowed in the cable tray?
Response: MC conductor is permitted in cable tray only.
30. Please confirm that MC is only allowed in the cable tray.
Response: MC conductor is permitted in cable tray only
31. On sheet ES-101 it calls out #350 MCM 15 KV cable. Would 2/0 be sufficient for both 15 KV transformers?
Response: Provide 2/0 CU MCM 1/3 concentric neutral between power pole and the new 1500 KVA transformer, and #2 CU 15 KV 1/3 concentric neutral between the new 1,500 KVA transformer and the existing 1,500 KVA transformer.
32. Are we required to use CLP for terminations or are we able to do the MV terminations?
Response: CLP will provide all medium voltage terminations. Coordinate with CLP.
33. Sheet ED101 note 1 references a 3rd floor. Where is this 3rd floor?
Response: There is no 3rd floor.
34. EP-101 in offices 105, 106 and 107 there is one cat 6 location in each, for Tab K should we add (9) more total locations for the three rooms?
Response: Additional data receptacle was added in each office. Also change detail #1/EP602. Three data drops will be required at each receptacle. See attached sheets EP602 and EP101.
35. There are some Cleanroom glass doors on Hollow-metal frames. Please confirm intent, should they be storefront frames?
Response: Storefront frames are preferred and acceptable.
36. Some of the door types aren’t listed. Some say stained, while others don’t state anything.
Response: See enclosed door schedule.
37. Only one door type is noted, and that is “A” at Door 111, which is a Hollow-metal door, yet it states “Stained”, which would be a wood door.
38. There is a Door Type “C” (with a window in the door) in the elevations, yet is not noted in the Door Schedule at all.
39. In the Solicitation Package, there are 3 line items listed; 0001-Repair, 0002-Equipment, 0003-Minor Construction. Can you please clarify what scope we should include in each of these items as the detail currently provided for each is the exact same?
Response: A fourth CLIN has been added for items associated with the utilities supporting the “Car Wash” (electrical runs, nitrogen runs, relocating existing equipment, etc.). A description of all four CLINS has been provided to the contracting office and will be uploaded as part of this amendment.
40. During the pre-construction site visit we identified a Power Line that runs adjacent to the South side of the building. This however will prevent the usage of a crane to hoist the Mechanical Equipment to the roof (shown onM102 in the SE Corner of the Bldg.). Can you please clarify if there is an alternate route for the contractor to hoist this equipment on to the roof that will not interfere with these electrical lines?
Response: Contractor to coordinate installation of rooftop equipment with existing site conditions.
Contractor to verify alternate installation route.
41. Detail 9 on C103 indicates canopy over the gas meter and pad. Plan view on CU100,101,501, do not indicate a canopy. Please Clarify.
Response: Canopy is required. Please see sheet C103 for the canopy.
42. Detail 7 on Sheet C103 say Asphalt and Base Course “match existing” What should we assume the existing thickness to be.?
Response: Assume 4” on 8”.
43. Interior walls: What should be the wall height for CR1?
Response: Refer to Detail 2 on A-301. The detail denotes a 9’ ceiling with the wall extending an additional 1 foot.
44. Are there any substitutions allowed on the equipment?
Response: Yes. A request for “prior approval” for all alternate equipment not listed needs to be submitted and accepted prior to submitting a bid using the alternate equipment.
45. Can you please identify the actual grid size for the cleanroom? The associated cut sheet does not identify the model or the size.
Response: Actual size will be determined by the manufacturer. Drawings show 2x4 grids.
46. Can you please provide detail for hanging the cleanroom grid system from the existing concrete tee's?
Response: This will be the manufacturers detailing.
47. What is the roof elevation and thickness of the roof?
Response: The roof elevation is approximately 25’-6” AFF. Contractor shall field verify the thickness of the concrete.
48. What is the elevation of the bottom of concrete tee of the roof structure? Response: Approximately 24’-0. Contractor to field verify.
49. What is the hanging elevation of the light fixture in space 109, 110, 111 & 119 Response: Hang the high bay fixtures at 18’ AFF
50. Sheet; A-650, lists several pieces of equipment is any of this to be “Government Supplied - Contractor Installed”? Or is it just listed for reference?
Response: The equipment is just listed for reference. Government will relocate and install the listed equipment on a separate contract.
51. Sheet A-402, A-701, describes support for the projector and screen but does not go into detail as to how it is to be support from above, is it to be support from the concrete deck above? If so how. Response: It is assumed a “unistrut” system will be used. This will be reviewed when the shop drawings are submitted.
52. What method of support (Anchorage point) for the clean room ceiling and equipment is acceptable? Can you provide a detailed drawing for attachment to the concrete deck above?
Response: This will be the manufacturers detailing.
53. What roll will the new Exterior electric “City Light & Power” provide? (Transformer, high voltage connections, testing of these connection, etc.)
Response: Contractor to provide all medium voltage cabling and gear shown on one-line.

54. The door schedule on 850 seems to not have the door type listed. There is only one door type listed and it is 111 which is existing metal to stain. Doesn’t seem to be correct, could you ask Architect to revise the door schedule?
55. On page ED-101 general note 1 Talks about Demo on the 3rd floor. Is this a Typo or is that to be meant as the whole bay please clarify Response: There is no 3rd floor.
56. The existing Mitsubishi Citi-Multi system in 850 Bay G has an AG-150 touch screen interface.
Will you require the new Citi-Multi system to connect with this touch screen, to provide a new local touch screen or to have no touch screen (i.e. remote EMCS monitoring and control only)?
Response: Provide new touch screen interface for the new system. System to interface with existing building BMS for monitoring purposes.
57. Will these clean rooms require Rotronic HF5 temp/humidity sensors for compatibility with the standard PMEL calibration program? If so, will these sensors need to be shared between the HVAC controls and particle monitoring system (rather than both systems providing separate sensors in the same locations)?
Response: Cleanroom 100K (116) has been provided with a return air duct humidistat for room humidity control. This control needs to interface with the building BMS for monitoring purposes.
- Please confirm the clean rooms will require no relative humidity sensors inside the space connected to the BMS and all humidifier control will be based the return air RH and the safety controls listed in the equipment schedule.
Response: Confirmed
58. Please confirm the existing EMCS building automation system that must be tied into is Dorsett Technologies InfoScan.
Response: The cleanroom is not required to interface to the Dorsett system. Alerton is also an approved EMCS system base wide. For this project we would tie the controls into either the Dorsett or the Alerton ABS system located at the EMCS office. Note the specification called for the controls to have a BTL (BacNet Testing Labratories) listing.
Please confirm the MicroScan 5 UNV device (already used extensively for Hill AFB EMCS control projects and the current latest generation controller) will be acceptable for us in this project.
Response: Confirmed
59. If the answer above is affirmative:
Response: The cleanroom is not required to interface to the Dorsett system.
60. The mechanical design does not include a control system points list. As linking with the existing Dorsett Technologies controls are required, would it be possible for Dorsett to meet with the engineer to work out a points list prior to bid time to negotiate best value pricing?
Response: No. This will be a firm fixed price bid and not a negotiation.
61. Some of the generic language in specification section 23 09 23.13 20 is not appropriate or in some cases even possible for Hill AFB control systems. Would you be open to using the edited specification normally used for Hill AFB projects (attached)?
Response: The specification provided is one normally used for HAFB projects.
The specification section 23 09 23.13 20 2.1.b calls for:
“b. Provide an operator workstation with complete interface software capable of programming, configuring, and monitoring the digital controllers.Interface the new DDC system with the site's existing server and operator workstation and software including graphic creation, scheduling, alarming, and trending.” And The specification section 23 09 23.13 20 2.1.3 BACnet Operator Workstation describes in detail many outdated and inapplicable requirements:
“… computer with Microsoft Windows XP or VISTA Professional operating system or equal, … , 16X internal DVD+/-R/RW/CD-RW drive with archive creator software, … internal V.92 modem, sound card with speakers, 101 character keyboard…Symantec Ghost disk imaging software or equal… 3-year next business day on-site warranty with the Government listed as the warranty owner.”
- EMCS already has all necessary workstations for control and monitoring of existing, approved control systems. Are existing workstations acceptable or will a new desktop PC be required?
Response: Existing workstations are acceptable
- If a new workstation is required (keeping in mind that the government will wipe the hard drive as the first step in integration with the CE VLAN, so software is not applicable) what hardware specifications will actually be required?
Response: N/A
** The specification section 23 09 23.13 20 2.1.1.14 calls for:
“… Provide like-keyed locks for all hinged panels provided and a set of two keys at each panel, with one key inserted in the lock.”
- The government has made it clear on previous projects they prefer quarter-turn un-keyed panels for HVAC controls. Will this be acceptable?
Response: Yes
** The specification section 23 09 23.13 20 2.1.2 DDC Software:
- Existing approved DDC systems on Hill AFB already have all necessary software installed. Can this section be deleted/ignored?
Response: Yes
** The specification section 23 09 23.13 20 2.1.4 Notebook Computer describes in detail many outdated and inapplicable requirements:
“… Microsoft XP Professional operating system, … 40 giga-byte hard drive, 512 mega-byte RAM, … internal V.92 modem, …Provide the manufacturer's 3-year next business day on-site warranty with the Government listed as the warranty owner.”
- EMCS already has all necessary laptops for control and monitoring of existing, approved control systems. Are existing laptops acceptable or will a new laptop required?
Response: Existing laptops are acceptable
- If a new laptop is required (keeping in mind that the government will wipe the hard drive as the first step in integration with the CE VLAN, so software is not applicable) what hardware specifications will actually be required?
Response: N/A
** The specification section 23 09 23.13 20 2.1.5 BACnet Protocol Analyzer calls for:
“Provide a BACnet protocol analyzer and required cables and fittings for connection to the BACnet network. The analyzer shall include the following minimum capabilities:
a. Capture and store to a file data traffic on all network levels.
b. Measure bandwidth usage.
c. Filtering options with ability to ignore select traffic.
- All EMCS systems reside on the CE VLAN, which is tightly controlled and new devices and software are not allowed without a modification of the existing CE VLAN enclave CNA/ATO. Adding a BACnet protocol analyzer to this ATO is not impossible, but would either place a massive financial burden on this project or leave EMCS with a tool that simply cannot be used. Also, there are existing tools in the government’s hands for accomplishing these tasks. Can this requirement be deleted/ignored?

“Field installed and DDC panel relays shall be double pole, double throw, UL listed, with contacts rated for the intended application, indicator light, and dust proof enclosure. The indicator light shall be lit when the coil is energized and off when coil is not energized. Relays shall be the socket type, plug into a fixed base, and replaceable without tools or removing wiring. Encapsulated "PAM" type relays may be used for terminal control applications.”
- On previous projects, the government has made it clear that they prefer field mounted knockout mounted (RIB style) SPDT control relays for most binary outputs to keep hazardous voltages outside of HVAC control panels and to provide local indication of the control system commands. Will this be acceptable?

Much specified mechanical equipment has integral controllers and optional BACnet or Modbus interfaces that will allow the building automation system to control and monitor them without additional sensors and control devices. Will interfaces be required on ‘smart’ equipment such as chillers, pumps, humidifiers, VFDs, VRF, etc.?
Response: Interface between “smart” equipment and the existing building BMS system will be required for equipment monitoring and alarm purposes.
63. There is not a division 1 or division 2 in the final spec book for this project. Is that just overlooked or intentional?
Response: See specification dated 6/1/2016.
64. Sheet A401 at the enlarged janitor room 117 detail 2 indicates W4 wall type between 117 and 118A. Please verify.
Response: This is correct.
65. They call for a class 100k and a class 300k, According to my understanding, the classifications go from 1 – 100k with 1 being the most stringent. I have attached a sheet giving industry classifications to help clarify the two areas.
Response: Follow the specifications given in the TO for 100K and 300K cleanrooms.
66. What is the wall surface preferred for the two areas? Vinyl covered gypsum is acceptable for a class 100k or higher, but Fiberglass reinforced plastic gives a washable surface.

67. Do they want standard troffer lights or LED? Response: Provide the standard troffer specified
68. Do they want or need a gasketed clean room dropped ceiling or the standard acoustical tile. A class 100k and above does not require a gasketed dropped ceiling.

69. Will the standard low profile MAC 10 HEPA filters be acceptable?
Response: The ceiling HEPA filters located in the cleanroom spaces are to be equal to the Camfil Slimline unit as noted in keyed note #9 on sheet M-101. The MAC 10 is a fan filter unit. Fan filter units will not be required.
70. Do all electrical outlets need to be three phase or could they utilize single phase electrical components if we provide a transformer to “step up” to a three phase system for the final tie in to the existing power?
Response: Provide the three phase receptacle as noted on drawings
71. What is the ambient temperature of the existing environment this structure is going into?
Response: Facility Engineering approximates the ambient temperature to be between 60 and 80 F depending on the season. There is no way to actually monitor this and the contractor will have to field verify.
72. Is the existing environment dusty? Will we need to worry about additionally filtering the outside air coming into our unit?
Response: The warehouse is a production shop so dust may be present.
Each new cleanroom air handler has been provided with dual filtration. This should be sufficient.
73. Could they provide an anticipated heat load for either occupancy or equipment to be used within the cleanrooms?
Response: The load calculations are attached. The room data shows the “estimated” equipment loads associated with each space.
74. What is the requested clear height for the dropped ceiling of the clean room and is there a specific column layout requested or needed for our columns that will be required columns support of the roof. Response: Refer to Specification 2 on drawing A-301 for the height.
75. During the site visit it was noted that there is High Voltage power lines on the south side of the building where the chillers will sit. Will the base shut down these lines to meet the 25 ft. rule to allow us to set the chillers with a crane?
Response: These lines are no longer owned by the base. This will have to be coordinated with City Light and Power
76. Sheet A701 Shows a ceiling mounted projector and a ceiling mounted screen. There is no specification for these. Whom furnishes and whom mounts? Response: A cut sheet for an acceptable projector and screen are attached. Alternative equivalents for each will be acceptable. Contractor shall furnish and mount.

Response: All notes are listed as the tank manufacturer will be required to provide additional information. It can be assumed the thickness will be 12” plus.

92. Dwg A-301 shows a clean room ceiling height of 9’ AFF attached to a “DECK ABOVE” at 1’ above the ceiling grid. I do not think the 1’ will provide sufficient clearance for ducted filters. Our normal panels system can be 12’ tall leaving 3’ clearance for filter and ducting. Is this acceptable.
Response: The “to deck above” is pointing to the ceiling grid support wire not the wall.
93. If we provide an overhead deck at 12’ as part of our work scope, we will need to add structural post and I beams to carry the overhead load. What live and static loads should we plan for with this design? Response: Structural post and I beams should have been sized by the structural engineer and with live and static loads calculated. Are these loads needed for a shop drawing?
94. Even though the rooms are Class 100K and 300K we would normally see the gown room to be positive to the host building environment. Drawing A-101 shows this as negative. Please verify if this is to the other clean rooms or to the host building.
Response: The gown room is required to be positive to the host building.
95. What classification are rooms 113, 114 and 115 and do they have HEPA filter in ceiling.

Response: The drawings are correct. A 2x2 cylinder as a reserve is required.
98. I can bid a 2x2 manifold, but the lines show SS on the riser detail. That sometimes indicates high purity, but not always.
Can we get clarification if the nitrogen will require this manifold to be high purity?
Response: The existing sensor is a nAlpha Omega Instruments Series 3000 Trace Oxygen Analyzer.
99. They also show a new Oxygen sensor to "match existing".

101. In the process of putting my bid together to provide an quote for the electrical portion of the contract I contacted City Power and Light and asked them to provide me with a quote for the portion of the work. In the quote back from CP&L the quote include a new transformer and wiring to support.
From the information that I have come across in the prints I thought it was the designer intent for the contractor to provide and install the new 1500 KVA transformer and associated wiring.
Response: The contractor is responsible for providing the new 1500 KVA wiring and service through a qualified electrician of their choice. You are welcome, but not required, to use CLP. CLP will however perform all medium voltage connections and inspection prior to energizing new transformer and service. My understanding is that the connection fee has already been provided to anyone who has asked. If this is not the case please inform the contracting officer.
102. Page 63 EP-602 of the provided prints Key note 1 states to provide New 1500 KVA transformer and to run new service. Would it be fair to have you clarify as to who is providing what in regards to the equipment and wiring for this project. This could leave contractors at a unfair advantage if this information is not made available to all. I spoke with my supplier and they are planning on providing the quote as well for the same piece of gear.

104. The spec calls for a 4-1/2" thick wall. The standard clean room wall by Portafab is 3" Thick.
Response: 3” wall will be acceptable assuming the cleanroom will still meet the required specification.
105. Portafab does offer an insulated steel skinned panel that can be obtained at 4-1/2", but that is very costly and does not allow for the outlets and light switches in the drawing. Will the 3" wall panel be OK?

106. What type of wall surface do they want? Standard wall panels are 2'' foam core that is sandwiched between 2 gypsum wall boards with a vinyl skin. We can request an FRB skin or even an aluminum skin. None of these walls are wash down, but will meet clean room requirements.
