INTERESTED PARTY QUESTIONS AND GOVERNMENT ANSWERS IN RESPONSE TO SOLICITATION FA8201-08-R-0031

Q&A RESPONSES

1. Question – Will the government accept a computer print out that identifies all company information and hubzone status?

Answer – Letter (b) in Item 2, number 2 (Volume II) has been deleted. SBA no longer issues these letters. Contractors should demonstrate their status with filled in

Representations and Certifications and their Central Contractor Registration (CCR).

2. Q – For section L, RFP, and amendment 1: What is the Government’s intent; a true index, tabs, or a table of contents for the past performance volume?

A – How the information is presented is not as important as what is presented. The information presented must be neat, easy to navigate and within the parameters set forth in the RFP.

3. Q - What CLINs should be priced?

A – The only CLINs that should be priced are CLINS 001 and 004. There is no line to fill in pricing for CLINS 002 and 003 on the SF 1449. All of schedule B – attachment 6 must be filled in as well as CLINS 001 and 004 on the SF 1449.

4. Q - It appears that the numbering system is off. There is no 1.2. It goes from 1.1.9 to 1.2.0, then from 1.2.6 to 1.3. Does the Government intend to correct the numbering system in the PWS?

A – 1.2.0 is the first part of chemical application, 1.3 begins the emergency, special events and over and above services.

5. Q - Will the Government allow a cover letter for each past performance contract included in the Past Performance Volume?

A – A cover letter may or may not be included for each past performance reference. If a cover letter is included it must be one (1) page, single-sided.

6. Q – Is the contractor required to have licenses for trailers that will not leave the base?

A – All Utah State DMV laws apply on HAFB. The contractor is required to have all the proper licensing and registration as applicable to each vehicle/trailer/ATV/etc.

7. Q - Of the 2823 acres of semi-improved and un-improved grounds, what is the acreage of each? Un-improved maintenance is much less labor intensive than semi-improved.

A - There are no un-improved areas. The word un-improved will be deleted from the PWS (see PWS dated 5 Aug 08) and Schedule B (attachment 6). The RFP calls for pricing on 2,823 acres of semi-improved grounds.

8. Q - In addition to the weight limitation on the bunkers, are there any other restrictions? We have heard that in the MAMS area there are pipes alongside the bunkers that restrict close in access with large mowers. If so, how many bunkers are affected by this?

A - There are pipes coming out of all bunkers. These pipes provide heating and cooling of the bunkers. As in any area, the contractors shall exercise prudent judgment to ensure government property is not damaged or destroyed.

9. Q – Will the government reimburse for insecticides/chemicals?

A – No, these are not reimbursable items, they are considered part of the basic service, CLIN 0001.

10. **Change to Minutes from the Site Visit **

Two (2) 2-wheel Honda “quads” and one (1) Mule will also be provided and will be added to the GFE list.
