REQUEST FOR INFORMATION
75th Contracting Squadron
Hill Air Force Base, Utah
PROGRAM OVERVIEW
The requirement is for grounds maintenance of Hill Air Force Base (HAFB) and Little Mountain Complex. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Hill Air Force Base in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. These services will be further outlined in the solicitation, and will include: mowing enhanced and improved grounds, edging, trimming, irrigation, removal of leaf and tree debris, performing pest/weed identification and control, composting, wood chipping/hauling and snow and ice removal. “The Grounds Maintenance Management Guidelines” established by the Professional Grounds Management Society which can be found at www.pgms.org/pgmspublications.htm shall be adhered to.
There is approximately 4,500 acres of improved and semi-improved grounds. These areas consist of lawns and landscaping to include parade grounds, athletic fields, picnic areas, and shoulders along main thoroughfares (see attached map). Sections with low levels of development to include airfields, small arms ranges, antenna farms, munitions storage areas, and shoulders on secondary roads. Additional maintenance requirements include approximately 4,000 trees, 160,000 linear feet of irrigation, 340,000 feet of sidewalks, bedding areas and flower beds.
Additionally, the contractor shall be required to be located locally with the authority to resolve any issues/problems that may arise. The contractor shall implement Quality Control procedures addressing daily deficiencies, correct noted deficiencies in a timely manner, and provide solutions to problems when they arise. Also, the contractor may be asked to perform additional work not anticipated in the original scope of work, perform emergency or special event grounds services required in areas to include erosion, clean-up of trees, limbs and debris in aftermath of storms, drought situations, special events and/or distinguished visitor visits.

Your answers are intended to be used to refine the RFP, enhance selection criteria that assure the correct set-aside (if any) is used to promote competition to the fullest extent.
