Notice to Offerors
16 July 2008
1. The due date of the solicitation has been changed to 4:00 pm local time 11 Aug 08. An official amendment will be posted after all questions have been answered/addressed and all changes have been incorporated. Continue checking FBO for the posted answers.
2. Due to the amount of questions regarding the government furnished equipment (GFE), please see the below notice of a second site visit. This site visit will only look at the equipment and will not cover any other grounds other than the grounds that can be seen on the way to the equipment site. The only purpose of this visit is to inspect the GFE.
5352.215-9001 NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996)
a. A pre-proposal conference for the purpose of Government Furnished Equipment (GFE) inspection will be conducted at 09:00 A.M Local Time on 28 Jul 2008 in Bldg 1289, 75th Contracting Squadron, Hill AFB, UT. This is the same location as the previous site visit.
(1) Submit the names of all attendees exactly as they appear on drivers license, and social security number, not to exceed two (2) personnel to point of contact 75 CONS/PKB Attn: Lt Jaymie Stepanek, Bldg 1289, 6038 Aspen Ave Bldg 1289, Hill AFB, UT 84056 Phone: 801-775-5256 (FAX: 801-777-5246) prior to 0900 Mountain Time (MT), 25 July 2008. This information must be provided in advance in order to ensure access of the military base/conference site and adequate seating for the conference. Attendees are reminded to plan sufficient time to pass through the front gate and arrive at Bldg 1289. Late arrivals jeopardize their attendance at the site visit.
(2) The contracting office is still working on the answers to questions that were previously submitted and will have them posted on FBO as soon as possible. Any additional questions that may follow the equipment inspection must be submitted to Lt Stepanek or Mr. Jeremy Grimley NLT 4:00pm MT on 29 July 2008. Please submit all questions by email to jaymie.stepanek@hill.af.mil and jeremy.grimley@hill.af.mil. Following the receipt of an email with questions either Lt Stepanek or Mr. Grimley will confirm via email that your questions have been received.
(3) A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. These questions will also be posted on FBO as soon as time permits.
b. See FAR provision 52.237-1 for information regarding the site visit.
c. The Government reserves the right to revise or amend the specifications, drawings or the solicitation prior to the proposal closing time. Such revisions or amendments, will be communicated by amendments to this Request For Proposal. If such amendments require material changes in quantities or prices, the proposal closing date may be postponed by enough days to enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new proposal closing date and time. Amendments will be posted on the Internet with the solicitation documents without notice. Offerors are responsible for accessing all amendments prior to proposal submission at www.fedbizopps.gov.
