Item No. Vendor Comment Category Status/Resolution
Under the Male and Female Body Armor requirements it states, “trauma plate must increase ballistic resistance to Type III”. A trauma plate increase the ballistic resistance of soft body armor to Type III. The plate would need to be a stand-alone Type III plate or would need to be an in-conjunction plate, that when used with a soft armor package has been tested to level III/IV. Please note that in-conjunction plates must be tested with the specific soft armor model used when the plate was tested by an independent lab. Are you looking for a NIJ compliant stand-alone Type III plate or an in-conjunction Type III/IV complaint plate?
Common
AFI 31-101 states, "Select concealable body armor using the National Institute of Justice (NIJ) Consumer Product List (CPL) as a guide." Salient Characteristics (SCs) have been modified to only require NIJ Type IIIA body armor tested through the National Institute of Justice.
"Trauma plate must increase the ballistic resistance of soft body armor to Type III" requirement has been deleted.
Is the Air Force looking for female armor that was found to be NIJ compliant specifically for females?
Common All armor shall meet NIJ Type IIIA regardless if it's for males or females.
The Utility Belt specification calls for 100% ballistic nylon. Our Duty Belt does not use 100% Nylon in its build but rather a 100% Nylon outer shell with an HDPE, or high density polyethylene, inner core to give the belt extra stability, comfort, and strength when wearing heavy accessories? Would this construction be acceptable under the current specifications or could you modify the specifications to allow for this construction?
Duty Gear
Salient characteristics were revised to read, "100% ballistic nylon outer shell with inner core that provides rigidity."
The Nylon Utility Belt Keeper specification calls for 100% ballistic nylon. Our Belt Keepers are constructed out of 1” wide heavyweight nylon webbing, providing high strength and heat fused at each end to prevent fraying. Would this construction be acceptable under the current specifications or could you modify the specifications to allow for this construction?
Duty Gear
The requirements for this item are stated in the Salient Characteristics: Fits 2-1/4” wide utility belt; 100% ballistic nylon; minimum of 1000 Denier; has two metal snap closures on each keeper; fade/scratch resistant; water resistant; hand washable.
The Black Nylon M4 Magazine Pouch specification calls for 100% ballistic nylon. Our Model does not use 100% Nylon in its build but rather a 100% Nylon outer shell with a 4 lb closed cell foam core with 420 pack cloth liner to give greater rigidity and help protect the magazines? Would this construction be acceptable under the current specifications or could you modify the specifications to allow for this construction?
Duty Gear
The requirements for this item have been updated in the Salient Characteristics: Holds three, 5.56mm, 30 round magazines in a stackable configuration; fits 2-1/4” wide utility belt through the use of a 100% ballistic nylon belt loop; 100% ballistic nylon outer shell; minimum of 1000 Denier; requires either metal snap closure or buckle release closure; positive retention must be maintained for one magazine, up to three magazines; fade/scratch resistant; water resistant; hand washable.
Please define shelf life. Our understanding of shelf life is the time soft or hard armor and carrier are in suitable storage and not issued for wear. Common
The Salient Characteristics for this item have been changed so that "shelf life" has been changed to "service life." Moreover the start of the product service life is defined as the date of manufacture.
Reference to Salient Characteristics Vehicle Patrol Kit: We recommend requiring the Reflective Safety Vest to adhere to ANSI standards to ensure quality and performance. What color container is desired for this kit?
What color Nylon Carry Bag is desired for the First Responder First Aid/Bloodborne Pathogen Kit?
Patrol Kit
Salient Characteristics have been updated to include ANSI Class 2 safety vest requirements.
The SCs were also revised to state that the container should be black in color and nylon carry bag for First Responder First Aid/Bloodborne Pathogen Kit should be primarily red in color.
There are molded duty uniform items. Is that a requirement or can they be sewn products instead?
Duty Gear The requirement for all Black Nylon Duty Gear items specify 100% ballistic nylon, minimum of 1000 denier. Items denoted as "molded" should be manufactured to keep it's shape when the applicable item(s) being held is removed.
Is there a standardized method for attaching items to a belt?
Duty Gear SCs have been revised to read "fits 2-1/4” wide utility belt through the use of a 100% ballistic nylon belt loop."

Black Nylon M4 Magazine Pouch: Specification calls for 100% ballistic nylon with no specifications on how to attach to the belt. The industry standard does not use 100% Nylon alone. Rather, the build is 100% Nylon outer shell, with a 4 pound closed cell foam core, and 420 pack cloth liner. This combination gives greater rigidity and helps protect the magazines. Would this construction be acceptable or could you modify the specifications to allow for this construction?
Duty Gear
SCs have been revised to read "fits 2-1/4” wide utility belt through the use of a 100% ballistic nylon belt loop." The revised SC is "Holds three, 5.56mm, 30 round magazines in a stackable configuration; fits 2-1/4” wide utility belt through the use of a 100% ballistic nylon belt loop;
100% ballistic nylon outer shell; minimum of 1000 Denier; requires either metal snap closure or buckle release closure; positive retention must be maintained for one magazine, up to three magazines; fade/scratch resistant; water resistant; hand washable."
Black Nylon M4 Magazine Pouch: Further, the attachment options are extremely important to this pouch as wearing this equipment on the duty belt could result in safety concerns, comfort issues and the inability to wear on smaller size duty belts (with other pouches). Can you amend the specification for this product to include a QLS to work in conjunction with your requested holster system, and to include a belt clip for quick removal from the belt?
Duty Gear
Updated the SCs to add "stackable configuration." QLS is not required for this item. Belt Clip is not required.
12 Black Nylon M9 Pouch: Should this actually read 9mm pouch? Duty Gear Revised SCs to include "9mm" in conjunction with "M9."
Flashlights: Are Batteries included in the Flashlight price? The Original Flashlight specifications should be reviewed as newer models have been developed with enhanced features. Can you provide newer specifications or shall we just go submit bids on the newest enhanced features?
Common Patrol Kit
Salient characteristics have been updated as follows: Utilizes light-emitting diode (LED) light source; rechargeable; SC's for the Mini Flashlight, the Traffic Wand, and the Collapsabile Traffic Cone with Lights have been updated to remove the requirement that batteries be included. The SC's for these items now include the following verbiage: shall use a standard, nonproprietary battery(s) that is/are readily available off the shelf (standard batteries are defined as size AAA, AA, C, and D batteries); battery(s) is/are not required but, if included, must be shippable OCONUS. The battery requriements for the Rechargeable Heavy Duty Flashlight/Spotlight have been modified to specify "includes battery; battery must be able to be shipped OCONUS."
Body Armor: Under the Male and Female Body Armor requirements it states, “trauma plate must increase ballistic resistance to Type III”. Are you looking for a NIJ compliant stand-alone Type III plate or an in-conjunction Type III/IV complaint plate? A trauma plate cannot increase the ballistic resistance of soft body armor to Type III. The plate would need to be a stand-alone Type III plate or would need to be an in-conjunction plate, that when used with a soft armor package has been tested to level III/IV. Please note that in-conjunction plates must be tested with the specific soft armor model used when the plate was tested by an independent lab.
Common

Salient Characteristics (SCs) have been modified to only require NIJ Type IIIA body armor tested through the National Institute of Justice. The verbiage "Trauma plate must increase the ballistic resistance of soft body armor to Type III" has been deleted.
Body Armor: Is the Air Force looking for female armor that was found to be NIJ compliant specifically for females? Does the Female body armor have to be made from the same ballistic package as the male or will a different package that meets the specifications be approved. Common
All armor shall meet NIJ Type IIIA regardless if it's for males or females. AFI 31-101 states, "Select concealable body armor using the National Institute of Justice (NIJ) Consumer Product List (CPL) as a guide." Salient Characteristics (SCs) have been modified to only require NIJ Type IIIA body armor tested through the National Institute of Justice.
Body Armor: There is not a separate CLIN for custom vests. Will an additional CLIN be added for stock vests
vs. custom vests (Page 3 of 6 of Salient Characteristics, body armor “must provide ability to separately measure and custom fit female and male officers) The industry standard for the carrier lifespan is 1 year with the ballistics being 5 years. Would a 1 year ballistic carrier be acceptable?
Common
SCs have been updated to eliminate reference to "custom." SC's were also updated to stipulate that unisex vests are not acceptable. In addition, the SCs were updated to reflect "carrier service life must be equal to or greater than one year".

Vehicle Patrol Kits/Reflective Traffic Vests: The current specifications would not be ANSI approved to be worn off the Military base. Do you want these reflective vests to be approved for wear both on and off Military bases? What size striping is required for the vests. Does Berry Amendment apply to the vests? Is the striping reflective or non-reflective. What is the weight of the Mesh material on the vests? What ANSI rating do you want on the vests?
Patrol Kit
Salient Characteristics have been updated to include ANSI Class 2 safety vest requirements;

weatherproof; includes battery; battery must be able to be shipped OCONUS.
First Responder First Aid Kit/Blood borne pathogen kit: Can the Bag size read the same as other kits, “no larger than” if all items will fit in a smaller bag? Does Berry Amendment apply to the First Responder bag?
What color bag for the First Aid kit? Is the Container / Organizer required to be a hard case or will a soft case with locking feature be acceptable?
Patrol Kit
The SCs have been updated so that the First Responder First Aid Kit/Bloodbourne Pathogen Kit bag size now states "no larger than." 18” X 12” X 9”. The First Responder bag must be Berry Amendment compliant. The bag shall be primarily red in color. The Container/Organizer can be either hard or soft as long as it meets all other requirements.
LE Crime Scene Kit: If the crime scene kit fits efficiently in the container will dividers be necessary? Does the Container / Organizer have to be a hard case or will a soft case with locking feature be acceptable? CS Kit
Dividers remain part of the requirement. The Container/Organizer can be either hard or soft as long as it meets all other requirements.
The Black Nylon Utility Belt is requested to be molded; however, to our knowledge it is not possible to mold a belt. Please clarify or remove all references to a molded belt. Duty Gear
